Vauban, pour renforcer la place de Saint Jean Pied de Port, proposait déjà de l'entourer d'ouvrages détachés. Ce projet reçut un début d'application à partir de 1773-1774. De nouveaux ouvrages furent édifiés en 1793-1795, période de conflit contre l'Espagne, puis à nouveau renforcés et complétés en 1813.
