Hôtel de ville destiné par le maire, Lazare Goujon, à servir de nouveau centre urbain à la commune de Villeurbanne, face à la volonté hégémonique de Lyon. Il fait partie de l'ensemble des immeubles dits la "Cité des Gratte-ciel", construits par l'architecte Môrice Leroux de 1931 à 1934. L'architecte de l'hôtel de ville, choisi sur concours, est Robert Giroud, premier Grand Prix de Rome en 1922. Avec ses colonnes sans chapiteaux et sa tour-beffroi, l'édifice, inauguré en 1934, est caractéristique d'un certain ordre monumental des années 1930. Il conserve intact son décor intérieur d'origine, traité en céramique, en marbre bleu et noir, en acajou, fer et cuivre.

History
Town hall intended by the mayor, Lazare Goujon, to serve as a new urban centre for the commune of Villeurbanne, in the face of Lyon's hegemonic will. It forms part of the group of buildings called the "Cité des Gratte-ciel", built by architect Môrice Leroux from 1931 to 1934. The architect of the town hall, chosen by competition, is Robert Giroud, first Grand Prix de Rome in 1922.
