En 1199, Aliénor d'Aquitaine concède une charte à Saintes, qui lui octroie des libertés communales en attribuant au corps de ville privilèges et charges concernant en particulier la police et la garde des portes. History
In 1199, Eleanor of Aquitaine grants a charter to Saintes, which confers upon it communal liberties by granting to the body of the town privileges and responsibilities concerning in particular the police and guard of the gates. Roman denominations are replaced by those of noble men, aldermen, jurors and mayors. All the meetings of these administrators were held in the common house which was located at the site of the municipal library. This building contained municipal services until 1832. Then the commercial court installed itself there until 1871. Following the fire at the town hall, the library installed itself on the first floor. The former common house was situated near the tower. This belfry was one of the privileges granted to the aldermen. The bell served to convoke the aldermen and burgesses to assemblies. The belfry is completed in 1587. Four windows irregularly disposed light it. The staircase rises only to the second floor.
