En 1861, Napoléon III décide de faire de Vichy une ville parc aux sites desservis par une galerie de promenade ou entourés d'un jardin public. L'architecte Emile Rondepierre est chargé du projet, et trace un parc à l'anglaise dont la réalisation se poursuit jusqu'en 1880. Après 1900, construction des sources Lardy et des Célestins avec un parc comprenant un kiosque à musique dont le vocabulaire ornemental s'inspire de l'eau. Ce kiosque est un exemple d'architecture de fête. L'ouvrage dérive des pavillons de jardin ottomans et orientaux. Il dispose d'une estrade permettant d'accueillir les orchestres d'instruments à vent.
