Au 19e siècle, l'ingénieur Panay dota la ville d'un ensemble néo-classique comprenant plusieurs bâtiments. La rotonde s'inscrit dans ce vaste programme architectural. Les plans sont établis en 1810, pour la société d'agriculture qui souhaite un édifice composé de "cabinets" aménagés autour d'une salle circulaire couverte d'une coupole à caissons et à éclairage axial. En 1822, faute de crédits, l'achèvement de cette construction fut ajourné. Au sud, l'accès se fait par des degrés à un porche hors oeuvre dont les pilastres et colonnes doriques sont surmontés d'un fronton. A l'intérieur, les aménagements prévus n'ont pas été réalisés.

History
In the 19th century, engineer Panay provided the town with a neoclassical ensemble comprising several buildings. The rotunda is part of this vast architectural programme. The plans were drawn up in 1810, for the agricultural society which wished for a building composed of "cabinets" arranged around a circular room covered with a coffered dome and axial lighting. In 1822, for lack of funds, the completion of this construction was postponed. To the south, access is via steps to a projecting porch whose pilasters and Doric columns are topped by a pediment. Inside, the planned fittings were not realised.
