Varsinainen lääninvankila on pääosin kolmikerroksinen, nykyisin ristin muotoinen sellivankila 1880-luvulta. Muurin ulkopuolella on alueen ensimmäisenä vankilarakennuksena toiminut ns. Oxenstiernan talo. Klassistinen kivitalo on nykyisin henkilökunnan asuinkäytössä. Vanha pesutupa- ja varastorakennus on muutettu asuinkäyttöön. Vankilan alueella on lisäksi asuinrakennuksia 1800-luvun lopulta sekä 1940-luvulta.

Vankeinhoidon uudistaminen 1863-1864 valtiopäivillä johti vankeusrangaistuksen yleistymiseen sekä vankilaolojen parantamiseen. Rikoslain ja rangaistusjärjestelmän kokonaisuudistuksen yhteydessä entiset kruununvankiloiden tehtävät siirtyivät jokaiseen lääniin perustetuille lääninvankiloille, joita koskeva keisarillinen ohjesääntö annettiin 1891.

Oulun lääninvankilan rakentamista valmisteltiin 1870-luvulta alkaen. Senaatti hyväksyi rakennusylihallituksen laatimat sellivankilan piirustukset 1882 ja vankila valmistui 1885 ns. Oxenstiernan talon vierelle. Kivitalo oli toiminut kruununvankilana 1790-luvulta, jolloin Oulun linnan vankilarakennukset olivat tuhoutuneet. Talo muutettiin henkilökunnan asunnoksi nykyisen lääninvankilan valmistuttua.

Oulun sellivankilan rakennukset toteutettiin lääninarkkitehti L.I. Lindqvistin suunnitelmin. Alkuaan T-kirjaimen mallisen vankilarakennuksen lisäksi alueelle rakennettiin pian talous- ja ulkorakennuksia. Vankilan hirsiaita korvattiin betonimuurilla 1914. Vankilaa laajennettiin kaksikerroksisella itäsiivellä 1967.

The Oulu prison is the result of the nationwide prison building programme implemented in the provincial capitals, and it belongs to the historical urban structure characteristic of provincial capitals.

The Oulu provincial prison is located north of the city's grid plan area. The prison complex consists of a red-brick prison complex surrounded by a concrete wall, as well as smaller residential and utility buildings.

The actual provincial prison is a mainly three-storey, currently cross-shaped cell prison from the 1880s. Outside the wall is the so-called Oxenstierna house, which served as the first prison building in the area. The classicist stone house is now used as staff housing. The old laundry and storage building has been converted to residential use. The prison grounds also contain residential buildings from the end of the 19th century and from the 1940s.

Reform of the prison system at the 1863-1864 Diet led to the wider use of imprisonment as a punishment and to the improvement of prison conditions. In connection with the comprehensive reform of the criminal code and the penal system, the former functions of the crown prisons passed to the provincial prisons established in each province, and the imperial regulations concerning them were issued in 1891.

Preparations for the construction of the Oulun lääninvankila began in the 1870s. The Senate approved the cellular prison drawings prepared by the Board of Building (rakennusylihallitus) in 1882, and the prison was completed in 1885 beside the so-called Oxenstiernan talo. The stone house had served as a crown prison from the 1790s, when the prison buildings of Oulun linna had been destroyed. The house was converted into staff accommodation after the present provincial prison was completed.

The buildings of the Oulun sellivankila were realised to designs by provincial architect L.I. Lindqvist. Originally, in addition to the T-shaped prison building, utility and outbuildings were soon built on the site. The prison's log fence was replaced with a concrete wall in 1914. The prison was extended in 1967 with a two-storey east wing.
