The Finnish Heritage Agency's description

Piispanpuisto ympäristöineen on monessa vaiheessa muovautunut kokonaisuus.

Lääninhallitus on kaksikerroksinen kivinen uusrenessanssirakennus. Alunperin yksikerroksisen maanmittauskonttorin kaksikerroksinen ja laajennettu nykyasu on vuosien 1911 ja 1931 korjauksista.

Puiston itäreunalla sijaitsee ortodoksinen Pyhän Nikolauksen katedraali, joka valmistui 1903 rakennusmestari A. Isakssonin suunnitelmien mukaan.

Länsilaidalla on piispantaloksi sanottu sveitsiläistyyliä edustava yksikerroksinen puurakennus, joka on valmistunut 1854 lääninarkkitehti Carl Zieglerin piirustusten mukaan. Talon rakennuttaja on Kuopion ensimmäisen hiippakunnan piispa Robert Frosterus. Rakennuksessa on toiminut käsityökoulu noin 100 vuoden ajan.

Residenssihanke toteutui vasta 1880-luvulla. Lääninhallituksen rakennusten valmistuttua aluetta ryhdyttiin muokkaamaan puistoksi.

Kuuromykkäin koulu perustettiin Kuopioon 1862. Se sai omat tilat lääninhallituksen naapurina jo 1889, mutta niiden käytyä riittämättömiksi ryhdyttiin Kuopioonkin aistiviallisten koulutuksesta 1892 annetun asetuksen mukaisesti suunnittelemaan uusia laitosrakennuksia. Arkkitehti Theodor Granstedtin johdolla valmistuneiden piirustusten mukaan rakennettiin 1897-1898 entisten opetustilojen paikalle uudet rakennukset. Johtajan asunnoksi korjattiin tontin vanhin rakennus, everstiluutnantti Lennart Forsténin asuinrakennus. Kuuromykkäinkoulu lakkautettiin Kuopiossa 1974.

Piispanpuisto and its surroundings have taken shape as a whole in many stages. The first churches of the Kuopio area stood on the site, which was turned into a park in 1884 in connection with the new provincial government. Around the park, which took its name from the Piispan talo (Bishop's house), buildings related to the provincial administration and other public buildings have concentrated.

The Kuopio provincial government and land survey office, completed in 1885, were designed under architect Constantin Kiseleff in the Board of Public Buildings. The provincial government building is a two-storey stone neo-Renaissance building. The land survey office was originally single-storey; its present two-storey, extended form dates from the renovations of 1911 and 1931.

On the eastern edge of the park stands the Orthodox Pyhän Nikolauksen katedraali, completed in 1903 to the plans of master builder A. Isaksson.

On the western side is a single-storey wooden building in the Swiss style, known as the bishop's house, completed in 1854 to the drawings of provincial architect Carl Ziegler. The house was built by Robert Frosterus, the first bishop of the Kuopio diocese. The building housed a craft school for about 100 years.

The former school for the deaf and mute is located on the edge of the park, on a plot between Sepänkatu and Snellmaninkatu. The site has a two-storey school building, which originally contained an assembly hall and dormitories. The boarding house has a stone ground floor and a wooden upper floor. The ground floor housed premises for household management, and the upper floor the dormitory and the headmistress's residence. The school buildings and a storehouse completed at the same time form a closed courtyard in the middle of the plot.

Parallel to the shoreline, the former Forstén house, built in the early 1860s, was renovated in 1898 as residences for the director and a teacher. From 1975 onwards they have been used for other purposes.

The first churches of Kuopio were located on the site of Piispanpuisto. An area for a square and a site for a residence were reserved to the south of the park. The residence project was realised only in the 1880s. After the Provincial Government buildings were completed, the area was reworked into a park.

The School for the Deaf and Mute was founded in Kuopio in 1862. It received its own premises next to the Provincial Government as early as 1889, but when these became inadequate, new institution buildings began to be planned in Kuopio as well, in accordance with the 1892 decree on the education of the sensory-impaired. According to drawings prepared under the direction of architect Theodor Granstedt, new buildings were erected in 1897-1898 on the site of the former teaching premises. The oldest building on the plot, the residence of Lieutenant Colonel Lennart Forstén, was adapted as the director's residence. The School for the Deaf and Mute was closed in Kuopio in 1974.
