The Finnish Heritage Agency's description

Oulun yliopisto on maamme ensimmäinen korkeakouluista 1965 annetun kehittämislain perusteella toteutettu korkeakoulun rakennuskokonaisuus.

Viimeinen suuri rakennusvaihe on 2000-luvun alussa valmistunut hallinto-osa. Eri rakennusvaiheita sitoo pitkä keskiväylä, jonka varrelle luentosalit, kirjastot ja kahvilat keskittyvät.

Oulua esitettiin ensimmäisen kerran korkeakoulupaikkakunnaksi jo 1900-luvun alussa ja 1919 perustettiin Oulun Korkeakouluseura ajamaan yliopiston perustamishanketta, mikä ei kuitenkaan toteutunut vielä kymmeniin vuosiin. Komiteaehdotus kapea-alaisen Pohjois-Suomen korkeakoulun perustamisesta Ouluun tehtiin 1956 ja laaja-alaisen Oulun yliopiston perustamisesta 1957. Eduskunta hyväksyi 1958 lain Oulun yliopistosta toisena valtiollisena yliopistona aluepoliittisista syistä. Ensimmäiset vuotensa yliopisto toimi kaupungin keskustassa vuokratiloissa.

Oulun kaupunki varasi 1956 Koskikeskuksesta maa-alueen korkeakoulun rakentamista varten. Rakentaminen toteutui kuitenkin Linnanmaalle viiden kilometrin päähän Oulun keskustasta.

Vuonna 1965 laadittu korkeakoulujen kehittämislaki sitoi suomalaisen korkeakoulujärjestelmän kokonaisvaltaisen suunnittelun piiriin. Pyrkimys kokonaisvaltaiseen suunnitteluun näkyi myös lain aikaansaamassa mittavassa rakennusohjelmassa. Rakennusohjelman pohjalta laadittiin ensimmäinen valtion järjestämä pohjoismainen arkkitehtuurikilpailu, jonka voitti 1968 arkkitehtitoimisto Kari Virta. Rakennusprojekti oli Suomessa ensimmäinen, jossa suunnittelu tapahtui yhtäaikaisesti useilla eri hierarkiatasoilla.

Oulun yliopiston peruskivi muurattiin 1972. Ensimmäinen, toinen ja kolmas rakennusvaihe valmistui 1973-1977, neljäs 1980, viides 1983, kuudes eli pääkirjasto 1987 ja seitsemäs 1992, kahdeksas eli päärakennus 1998 ja sähkö- ja informaatiotekniikan laitosrakennus 2002.

Kampusalueen itäreunaan, yliopiston pääsisäänkäynnin tuntumaan valmistui valtakunnallisen arkkitehtuurikilpailun perusteella 1988 arkkitehtien Seppo Kähkösen ja Markku Kuhalammen suunnittelema pyöreäpohjainen Pyhän Luukkaan kappeli.

The University of Oulu is the country's first higher-education institution building complex to be implemented under the Development Act of 1965. The comprehensive design of the oldest part of the university and the implementation of its extensive building programme reflect the planning and efficiency ideals of public construction at the end of the 1960s. The university is also Finland's first public building project built with full-element technology, and in its day the largest such public building in the Nordic countries. The planning, construction and continuous expansion of the university is in many ways a unique process in late 20th-century Finnish architectural history.

The starting point for building the University of Oulu has been a planning idea based on a framework plan, not an individual building. Over five decades the plan has been developed consistently from its original premises and from the standpoint of university teaching. This long process is indeed visible in the architecture of the university's building phases. The first building phases, completed in the 1970s, represent the sparse and unadorned architecture of their time. The architecture of the northern part is marked by the colourful postmodernist ideals of the late 1980s, while the eastern part is characterised by the reduced architecture of the 1990s. The last major building phase is the administrative wing, completed in the early 2000s. The different building phases are bound together by a long central spine, along which the lecture halls, libraries and cafés are concentrated.

Oulu was first proposed as a university town at the beginning of the 20th century, and in 1919 the Oulun Korkeakouluseura was founded to promote the university project, which nevertheless was not realised for decades. A committee proposal for a narrowly focused college of Northern Finland in Oulu was made in 1956, and a comprehensive proposal for the University of Oulu in 1957. In 1958 Parliament passed an act establishing the University of Oulu as the second state university, for regional policy reasons. In its first years the university operated in rented premises in the city centre.

In 1956 the City of Oulu reserved a plot of land from Koskikeskus for the construction of a college. However, construction took place at Linnanmaa, five kilometres from the centre of Oulu.

The Higher Education Development Act drafted in 1965 brought the Finnish higher education system within the scope of comprehensive planning. The aim of comprehensive planning was also evident in the extensive building programme created by the act. On the basis of the building programme, the first state-organised Nordic architectural competition was drafted, won in 1968 by the Kari Virta architectural office. The building project was the first in Finland in which design took place simultaneously at several different hierarchical levels.

The foundation stone of the University of Oulu was laid in 1972. The first, second and third building phases were completed in 1973-1977, the fourth in 1980, the fifth in 1983, the sixth, i.e. the main library, in 1987 and the seventh in 1992, the eighth, i.e. the main building, in 1998 and the electrical and information technology department building in 2002.

On the eastern edge of the campus area, near the university's main entrance, the round-plan Pyhän Luukkaan kappeli, designed by architects Seppo Kähkönen and Markku Kuhalampi, was completed in 1988 on the basis of a national architectural competition.
