NIEUWE HOLLANDSE WATERLINIE

Inleiding

SLUIS / KERING / (PLOF)DUIKER / BRUG in de Minstroom (Meentstroom) bij de Erasmuslaan / Albert van Dalsumlaan, onder en langs de Waterlinieweg, als 20ste-eeuwse waterbouwkundige toevoeging aan het bestaande en aangepaste verdedigings- en inundatiestelsel van de Nieuwe Hollandse Waterlinie. Het verdedigingssysteem van de Nieuwe Hollandse Waterlinie was in de eerste plaats gebaseerd op het gecontroleerd onder water zetten van (grote) terreinoppervlakken. Gecontroleerde inundatie vergde een ingenieus systeem van waterwerken, zoals sluizen, stuwen, vaarten en kanalen, waarmee het peil snel en binnen nauwe grenzen gesteld en gehandhaafd kon worden. Vele vaarten en kanalen en werken waren reeds ter plaatse aanwezig en deze vergden dan hoogstens enige aanpassing en met name verbreding en/of uitdiepen, dan wel stroomlijning of wijziging van (kerende) functie. Andere wateren en waterwerken moesten echter speciaal worden aangelegd. De sluis / kering / duiker in de Minstroom (Meentstroom) onder Waterlinieweg is een toevoeging die ontstond bij de aanleg van deze weg langs de oostzijde van Utrecht eind jaren '30 van de 20ste eeuw. De weg verbond de kort tevoren grotendeels gereedgekomen autoweg van Den Haag naar Utrecht vanaf het 'Knooppunt Lunetten' met de - aan het begin van de Tweede Wereldoorlog nog niet voltooide, maar wel al in gebruik zijnde - rotonde 'De Berekuil', westelijk van Fort de Bilt. De relatie tussen dit verkeersinfrastructurele werk en de in samenhang ermee aangelegde waterwerken was zeer sterk omdat het dijklichaam waarop de weg kwam te liggen deel zou gaan uitmaken van de waterkering van de inundatiezone ten oosten ervan. De kering kon worden gesloten om de stad Utrecht te vrijwaren van wateroverlast bij opzetten van het peil. Deze relatie is nog goed herkenbaar. Het werk is gebouwd als 'scheepvaartduiker' maar kon door middel van boven het water in de duiker aan te brengen zand- en springladingen permanent worden gesloten en fungeerde zo als een zogenoemde 'plofduiker'. De tot dan nog aanwezige duikeropbouw is in 1982 echter gesloopt. De samenhang met de enkele jaren voor de Tweede Wereldoorlog aangelegde weg verschaft het object een zekere zeldzaamheidswaarde. Het kent verwante pendanten in een noordelijker gelegen exemplaar bij de Offerhausweg en de zuidelijker sluis / kering / duiker brug in de Kromme Rijn bij de Waterlinieweg.

Omschrijving

SLUIS / KERING / (PLOF)DUIKER / BRUG in de Minstroom (Meentstroom) bij de Erasmuslaan / Albert van Dalsumlaan, onder en langs de Waterlinieweg, bestaande uit twee onderdelen. Het grootste is een grotendeels gewapend betonnen kokervormige DUIKER / BRUG onder de Waterlinieweg van ongeveer 30 m lengte en circa 5 m wijdte. Oostelijk naast deze brug / duiker resten van een gewapend betonnen SLUIS / KERING, nu in hoofdzaak bestaande uit een overbrugging en twee betonnen keermuren / sluiswanden, waarover een eerdere opbouw voor het gebruik als (PLOF)DUIKER in 1982 is gesloopt. De lengte bedraagt ongeveer 20 m en de wijdte ca. 5 m. De constructie van sluis / kering / (plof)duiker / brug verkeert in minder authentieke staat.

Waardering

De SLUIS / KERING / (PLOF)DUIKER / BRUG in de Minstroom (Meentstroom) bij de Erasmuslaan / Albert van Dalsumlaan, onder en langs de Waterlinieweg, is van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op het systeem van inundatie en accesverdediging (19de en 20ste eeuw).

Het onderdeel is een voorbeeld van een aan de militair-strategische bouwkunde gerelateerde uiting van historische waterbouwkunde.

* Ensemblewaarde en situationele waarden als onderdeel van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex en in het bijzonder met de pendanten of verwante werken in de Waterlinieweg in de Biltsche Vaart of Biltsche Grift bij de Offerhausweg en in de Kromme Rijn.

* Het onderdeel is redelijk representatief omdat het een voorbeeld is van een speciaal in een nieuw wegenstelsel en in samenhang met de Nieuwe Hollandse Waterlinie gebouwde grote (plof)duiker / brug met waterkering.

* Het onderdeel is weinig gaaf bewaard omdat zowel de hoofdvorm als de functie moeilijk herkenbaar is als gevolg van sloop van de duikeropbouw, maar het vertegenwoordigt niettemin zeldzaamheidswaarde vanwege de 'plofsluisconstructie'.

NEW HOLLANDIC WATERLINE

Introduction

SLUICE / WEIR / (EXPLOSIVES)CULVERT / BRIDGE in the Minstroom (Meentstroom) at the Erasmuslaan / Albert van Dalsumlaan, below and along the Waterlinieweg, as a 20th-century hydraulic engineering addition to the existing and adapted defence and inundation system of the New Hollandic Waterline. The defence system of the New Hollandic Waterline was primarily based on the controlled flooding of (large) land areas. Controlled inundation required an ingenious system of waterworks, such as sluices, weirs, waterways and canals, with which the water level could be set and maintained quickly and within narrow limits. Many waterways and canals and works were already present in situ and these required at most some adaptation and in particular widening and/or deepening, or streamlining or modification of (barrier) function. Other waters and waterworks, however, had to be specially constructed. The sluice / weir / culvert in the Minstroom (Meentstroom) below Waterlinieweg is an addition that arose with the construction of this road along the east side of Utrecht at the end of the 1930s in the 20th century. The road connected the highway from The Hague to Utrecht, which had been largely completed shortly before, from the 'Lunetten Junction' with the roundabout 'De Berekuil', not yet completed at the beginning of the Second World War but already in use, west of Fort de Bilt. Valuation

The SLUICE / WEIR / (EXPLOSIVES)CULVERT / BRIDGE in the Minstroom (Meentstroom) at the Erasmuslaan / Albert van Dalsumlaan, below and along the Waterlinieweg, is of general importance because of:

* Cultural-historical values as part of the New Hollandic Waterline as designed by C.R.T. Kraijenhoff and initially realised from 1815 by him, Jan Blanken and Major-Engineer Willem Offerhaus and subsequently strengthened and improved by others for more than 125 years.

* Architectural-historical values in particular as an expression of military-strategic building engineering, which is based on the system of inundation and access defence (19th and 20th centuries).

The component is an example of a historical hydraulic engineering expression related to military-strategic building engineering.

* Ensemble value and situational values as part of the New Hollandic Waterline.
