NIEUWE HOLLANDSE WATERLINIE
Inleiding
FORTAANLEG MET AARDWERKEN, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS EN (RELICTEN VAN OMLEIDINGS- EN ONDERHOUDS-)WEGEN, MET HEKWERKEN EN MET VAN VOOR 1960 DATERENDE, GEBOUWDE EN AANGELEGDE ONDERDELEN als basale en typerende onderdelen van Fort De Bilt. Forten werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen, die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de forten is, behalve dit gewoonlijk al tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden en bestrate paden en appelplaatsen. Forten werden gewoonlijk omgeven door een of meer natte of droge grachten om eventuele nadering van de omwalling of het fortterrein door een vijand tot het laatst toe te belemmeren. Forten waren gewoonlijk slechts te bereiken via een of meerdere bruggen of via een smalle landengte. Waar om waterstaatkundige of andere redenen een permanente directe verbinding tussen binnen- en buitengebied bestond, was deze zodanig uitgevoerd dat hij slechts met de grootste moeite te passeren was. Toepassing van zogenoemde ezelsruggen, monniken (bij vestingen) en / of hekwerken was hierbij gebruikelijk. Langs de buitenzijde van de grachten lag vaak een weg die, of pad, dat zowel in de vorm van een gedekte weg (glacis / enveloppe) kon zijn aangelegd, als ook wel gelijk met, of zelfs boven maaiveldniveau. Deze wegen of paden konden verschillende functies hebben, variërend van openbare weg tot onderhoudspad en ook van militaire, gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevindt zich bovendien vaak een (van oudsher en nog ten dele) met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de zogenoemde Militaire Landsgrond. Binnen, rond of nabij diverse forten zijn (al dan niet in meerdere fasen aangelegde) moeilijk doordringbare, camouflerende of anderszins functionele vormen van beplanting toegepast, zoals doornhagen, opgaand groen, hakhout en tuinbeplanting. Hiervan kunnen relicten voorkomen, maar ook heeft vaak vervanging, uitbreiding of (sterke) typologische of aanlegwijziging plaatsgevonden.
Fort De Bilt wijkt onder meer af van dit algemene beeld doordat het (voornaamste) te verdedigen acces, de Biltsestraatweg, omstreeks 1930 rechtuit door het fort is geleid, terwijl er in dezelfde tijd ook een extra voorverdediging is aangelegd in de vorm van de Betonnen Werken bij Griftenstein. Dit betekende in de praktijk dat er twee halve forten ontstonden, met in de frontale wallen in totaal drie kazematten. In meer recente jaren hebben verschillende aanpassingen van het werk plaatsgevonden, waaronder een modernisering van de woon- / kazernefuncties op het zuidelijk deel. Hiertoe zijn na de oorlog enige nieuwe gebouwen en wegen e.d. tot stand gebracht, die voor de bescherming van de aanleg van ondergeschikt belang zijn. Er ligt van oudsher een openbare omleidingsweg aan de zuidzijde rond het fort, die nu is beklinkerd. Twee voormalige toegangsbruggen aan de keelzijde van het fort zijn verwijderd, maar mogelijk zijn hiervan - net als van andere opgeruimde werken - nog resten of sporen op het fort aanwezig.
Omschrijving
FORTAANLEG MET AARDWERKEN, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS EN (RELICTEN VAN OMLEIDINGS- EN ONDERHOUDS-)WEGEN, MET HEKWERKEN EN MET VAN VOOR 1960 DATERENDE, GEBOUWDE EN AANGELEGDE ONDERDELEN van Fort De Bilt, in hoofdzaak bestaande uit een vijfzijdig, in grondplan vrijwel symmetrisch aardlichaam met een vrijwel rechte keelzijde en met vier van oorsprong hoekige bastions. Het omvatte aan de keelzijde voorheen een op een afzonderlijk eiland gelegen reduit, maar dit is rond 1930 opgeruimd, evenals het centrale deel van de centraal gelegen kazerne. Rond die tijd is het fort in tweeën gedeeld en is de Biltsestraatweg, een van de belangrijkste toegangswegen van Utrecht, door het fort geleid. Het fort is omgeven door een natte gracht; de rond 1930 dwars door het fort aangelegde weg scheidde de gracht in een noordelijk en een zuidelijk deel, maar deze staan met elkaar in verbinding door middel van duikers. De aardwerken omsluiten het fortterrein of terreplein vrijwel geheel, terwijl ook enkele grote bomvrije gebouwen door aardwerken zijn gedekt. De aardwerken van het fort omvatten resten van opstelplaatsen voor geschut binnen de fortgracht, terwijl op verschillende plaatsen (aardgedekte) (betonnen) onderdelen uit de 19de en 20ste eeuw liggen. Het fort / de beide fortdelen worden gedeeltelijk begrensd door hekwerken; dit is met name het geval langs de Biltsestraatweg waar gemetselde penanten met natuurstenen kop en hiertussen lage muurdelen met daarboven ijzeren hekken met spijlen zijn geplaatst. De gracht van Fort De Bilt is nog vrijwel compleet aanwezig en vormt een ruime omkadering van de aanleg van het fort; alleen waar de gracht de Biltsestraatweg kruist zijn duikers aangelegd.
Waardering
De FORTAANLEG MET AARDWERKEN, WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN, NATTE GRACHT MET BUITENOEVERS EN (RELICTEN VAN OMLEIDINGS- EN ONDERHOUDS-)WEGEN, MET HEKWERKEN EN MET VAN VOOR 1960 DATERENDE, GEBOUWDE EN AANGELEGDE ONDERDELEN van Fort De Bilt is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de eeuw), c. het systeem van 'levende' veldversterking (20ste eeuw).
Het onderdeel is een voorbeeld van een aarden aanleg met wegen- en padenstelsel, aarden dekking voor verschillende functies, gracht, (omleidings)wegen en door middel van grenspalen aangeduide militaire zone uit de periode 1816-1819, dat in latere ontwikkelingsfasen is verbeterd en dat zich in het bijzonder kenmerkt door de erin geïntegreerde civiele (woon)functies.
* Ensemblewaarde en situationele waarden vanwege zijn ligging binnen het systeem van de Nieuwe Hollandse Waterlinie.
* Het onderdeel is representatief (karakteristiek) omdat het verschillende fasen in de ontwikkeling van accesverdediging op grote schaal laat zien en in het bijzonder die van de toepassing van aarden dekking en van natte grachten rond forten. Uitzonderlijk is de rond 1930 door het fort geleide verkeersweg De Bilt-Utrecht, waardoor het werk feitelijk uit twee gescheiden, min of meer gelijkwaardige onderdelen bestaat.
* Het onderdeel is redelijk goed bewaard omdat het systeem van bescherming door middel van aarden dekking vrij goed herkenbaar is gebleven en omdat het grondplan en de gehele gracht (in de toestand van omstreeks 1940 grotendeels bewaard zijn gebleven.

Introduction
FORT CONSTRUCTION WITH EARTHWORKS, INCLUDING (REMAINS OF) GUN EMPLACEMENT POSITIONS, WET MOAT WITH OUTER BANKS AND (RELICS OF DIVERSION AND MAINTENANCE) ROADS, WITH FENCING AND WITH COMPONENTS BUILT AND LAID OUT BEFORE 1960 as basic and typical components of Fort De Bilt. Forts were usually constructed on the basis of earthworks laid down in advance, which served as a foundation and were intended to prevent subsidence in (a wet and soft) soil. In the construction of forts, in addition to this usually already tactically 'pre-formed' earthwork - which in itself could already perform a defensive role - a specific layout was also realised that was intended to increase defensive strength, ensure the safety of the garrison and facilitate internal and external transport and traffic. In this way, among other things, earth coverings were created for various structures to make them less vulnerable to enemy fire, earthen ramparts that covered buildings and open ground and determined the outlines, and paved paths and parade grounds. Forts were usually surrounded by one or more wet or dry moats to obstruct any approach to the fortification or fort grounds by an enemy until the last moment. Forts were usually only accessible via one or more bridges or via a narrow isthmus. Where for water management or other reasons a permanent direct connection between inside and outside existed, it was designed in such a way that it could only be crossed with the greatest difficulty. The use of so-called caltrop obstacles, monks (at fortifications) and/or fencing was customary in this regard. Along the outside of the moats there was often a road or path, which could be laid out in the form of a covered way (glacis/envelope), as well as at or even above ground level. These roads or paths could serve various functions, ranging from public road to maintenance path and also from military covered way to exclusive access road to the fort. Outside the wet moat, there is moreover often a zone marked by boundary stones (traditionally and still partly) over which the Ministry of War had authority, the so-called Military Crown Land. Within, around or near various forts, (laid out in one or more phases or otherwise) difficult-to-penetrate, camouflaging or otherwise functional forms of planting have been applied, such as thorn hedges, trees and shrubs, coppice and garden planting. Relics of these may occur, but replacement, expansion or (strong) typological or layout modification has often taken place.
Fort De Bilt differs from this general picture in that its (main) access to be defended, the Biltsestraatweg, was around 1930 led straight through the fort, while at the same time an extra forward defence was also constructed in the form of the Concrete Works at Griftenstein. This meant in practice that two half-forts were created, with a total of three casemates in the frontal ramparts. FORT CONSTRUCTION WITH EARTHWORKS, INCLUDING (REMAINS OF) GUN EMPLACEMENT POSITIONS, WET MOAT WITH OUTER BANKS AND (RELICS OF DIVERSION AND MAINTENANCE) ROADS, WITH FENCING AND WITH COMPONENTS BUILT AND LAID OUT BEFORE 1960 of Fort De Bilt, consisting mainly of a five-sided, in ground plan almost symmetrical earthwork with an almost straight gorge side and with four originally angular bastions. It previously included a redoubt located on a separate island on the gorge side, but this was cleared around 1930, as was the central part of the centrally located barracks. Around that time the fort was divided in two and the Biltsestraatweg, one of Utrecht's most important access roads, was led through the fort. The fort is surrounded by a wet moat; the road laid across the fort around 1930 divided the moat into a northern and a southern part, but these are connected to each other by means of culverts. The earthworks enclose the fort grounds or terreplein almost completely, while several large bomb-proof buildings are also covered by earthworks. The earthworks of the fort include remains of gun emplacement positions within the fort moat, while in various places (earth-covered) (concrete) components from the 19th and 20th centuries are located. The fort/both fort parts are partially bounded by fencing; this is particularly the case along the Biltsestraatweg where brick pilasters with natural stone caps and low wall sections with iron railings with balusters between them have been placed. The moat of Fort De Bilt is still almost completely present and forms a spacious frame around the fort installation; only where the moat crosses the Biltsestraatweg have culverts been laid.

* Cultural-historical values as part of the New Holland Water Line as designed by C.R.T. Kraijenhoff and initially implemented from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus and subsequently strengthened and improved by others for more than 125 years.
* Architectural-historical values in particular as an expression of military-strategic engineering, which is based on: a. the system of inundation and access defence (19th century), b. the race with increasingly strengthened offensive means (19th century), c. the system of 'living' field fortification (20th century).
