NIEUWE HOLLANDSE WATERLINIE
Inleiding
FORTAANLEG MET AARDWERKEN WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN EN BETONNEN EN GEMETSELD WERK, MET REDUIT EN REST RAVELIJN, MET NATTE GRACHT MET BUITENOEVERS EN (RELICTEN VAN OMLEIDINGS- EN ONDERHOUDS-)WEGEN EN MET GEBOUWDE EN AANGELEGDE ONDERDELEN als basale en typerende onderdelen van Fort Blauwkapel. Forten werden gewoonlijk geconstrueerd op basis van vooraf aangebrachte aardlichamen, die als een fundering fungeerden en wegzakken in (een natte en slappe) bodem moesten voorkomen. Bij de bouw van de forten is, behalve dit meestal al tactisch 'voorgevormde' aardlichaam - dat op zichzelf reeds een weerbare rol kon vervullen - ook nog een specifieke aanleg gerealiseerd die bedoeld was om de defensieve kracht te vergroten, de veiligheid van de bezetting te waarborgen en intern en extern transport en verkeer te vergemakkelijken. Zo ontstonden er onder meer aarden dekkingen voor verschillende bouwwerken, om ze minder kwetsbaar te maken voor inslagen van vijandelijk vuur, aarden wallen die de bebouwing en open terreinen dekten en de contouren bepaalden en bestrate paden en appelplaatsen. Forten waren meestal omgeven door een of meer natte of droge grachten om eventuele nadering van de omwalling of het fortterrein door een vijand tot het laatst toe te belemmeren. Forten waren hierdoor slechts te bereiken via een of meerdere bruggen of anders via een smalle landengte. Waar om waterstaatkundige of andere redenen een permanente directe verbinding tussen binnen- en buitengebied bestond, was deze zodanig uitgevoerd dat hij slechts met de grootste moeite te passeren was. Toepassing van zogenoemde ezelsruggen, monniken (bij vestingen) en / of hekwerken was hierbij gebruikelijk. Bestaande waterlopen werden meestal omgeleid via de grachten, waarbij meestal (dam)sluizen moesten worden toegepast om het peil in de gracht te kunnen handhaven. Langs de buitenzijde van de grachten lag vaak een weg die, of een pad, dat zowel in de vorm van een gedekte weg (glacis / enveloppe) kon zijn aangelegd, als ook wel gelijk met, of zelfs boven maaiveldniveau kon liggen. Deze wegen of paden konden diverse functies hebben, variërend van openbare weg tot onderhoudspad en ook van militaire, gedekte weg tot exclusieve toegangsweg naar het fort. Buiten de natte gracht bevond zich bovendien vaak een (van oudsher en soms nog ten dele) met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog zeggenschap had, de zogenoemde Militaire Landsgrond.
Fort Blauwkapel wijkt onder meer af van dit algemene beeld door de opname binnen het versterkte terrein van het reeds bestaande gehucht Blauwkapel, en de (nauwelijks omgeleide) Maartensdijkse Vaart. Evenwijdig hieraan bleef het oude pad ook door het fort lopen. Een gedeelte van de gronden binnen het fort kende dan ook een civiele bestemming en maakte - als burgerlijke enclave - geen deel uit van de Militaire Landsgrond. Het reduit aan de zuidzijde (keelzijde) van het werk was niet rechtstreeks met het fort verbonden en was apart omgracht. Een ander uitzonderlijk kenmerk was dat het fort een toegang kende aan de frontzijde; deze werd bewaakt en verdedigd door middel van een brug over de gracht en een ravelijn. Een bijzonder aspect is ook de spoorweg naar Hilversum (geopend in 1874), die een deel van de oostelijke gracht en het ravelijn van het werk afsneed, een feit dat in 1921 een vervolg kreeg toen een verbinding tussen de lijnen naar Amersfoort en Hilversum tot werd stand gebracht, waardoor het spoor aan de zuidoostzijde van het fort opnieuw de gracht doorsnijdt. In deze zogenoemde verbindingsbaan is aan de zuidoostzijde van het fort een nog herkenbare damsluis gebouwd. De bruggen over de sluis en in de parallel met het spoor lopende omleidingsweg - de Bastionweg - zijn na de oorlog vervangen door gewapend betonnen exemplaren. De bescherming van de fortaanleg heeft betrekking op de op de bijbehorende kaart aangeduide percelen; een deel van het hart van het fort blijft buiten de bescherming als Rijksmonument.
In meer recente jaren hebben diverse aanpassingen van het werk plaatsgevonden, waaronder een uitbreiding van de woonfunctie, terwijl aan de zuidwestzijde van het fort werkzaamheden met groot grondverzet zijn uitgevoerd. Een ter plaatse van de vroegere brug aan de noordzijde van Fort Blauwkapel aangelegde dam is eind 2003 opgeruimd; de weg is oostelijk omgeleid over een nieuwe, enigszins naar historische voorbeelden gemodelleerde brug. Bij de herinrichting van het fort is de ongeveer noord-zuid het fort doorsnijdende sloot (onderdeel van de Maartensdijkse Vaart) gedempt. Een deel van de wallen was al eerder geëgaliseerd. Er liggen van oudsher openbare omleidingswegen rond het fort, die thans echter voor een deel hun karakter hebben verloren. Het fort is omgeven door een ring van (hoog opgaande) bomen.
Omschrijving

Het fort bestaat thans in hoofdzaak uit een vierhoekig, asymmetrisch aardwerk met - qua grondplan - vier verschillende bastions, waarvan het buitentalud gepunte vormen kent. De aardwerken omsluiten het fortterrein of terreplein en de civiele gronden vrijwel geheel, terwijl ook de andere grote bomvrije gebouwen door aardwerken zijn gedekt. Het fort is destijds op de kruising van de as Gageldijk (w) - Voordorpsedijk (o) en de weg van Utrecht over Maartensdijk naar Hilversum gebouwd, maar alleen de oost-westverbinding is toen rond het fort geleid. Deze oude weg van Utrecht naar Hilversum liep tot na de oorlog over Maartensdijk - zij het in de praktijk niet dóór, maar rond het fort. Het fortterrein wordt nu doorsneden door een (opnieuw) met hardstenen 'kinderhoofdjes' bestrate weg en een wegenstelsel met dito bestrating en klinkers waarlangs de gebouwen en andere functies en onderdelen bereikbaar zijn. De aardwerken van het fort omvatten resten van opstelplaatsen voor geschut binnen de fortgracht en resten van betonnen en gemetseld muurwerk bij geschutsemplacementen, terwijl op verschillende plaatsen (aardgedekte) betonnen onderdelen uit de 19de en 20ste eeuw liggen. Hier en daar - onder meer in de toegangsweg tot het reduit - is nog plaveisel van behakte keien (kinderhoofdjes) of klinkers aanwezig. De gracht van Fort Blauwkapel is nog vrijwel compleet aanwezig (deels weer hersteld) en vormt een ruime natte omkadering, als onderdeel van de aanleg. Een bijzonder en zeldzaam geworden element van de aanleg is de separate gracht rond het reduit; de meeste (vroeg- of midden-19de-eeuwse) grachten rond dit soort werken en rond torens zijn in latere perioden gedempt. De oorspronkelijk met grenspalen als zodanig aangemerkte zone waarover het Ministerie van Oorlog (geen) zeggenschap had, de Militaire Landsgrond, maakt deel uit van der aanleg; uitzonderlijk en zeer zeldzaam is de civiele - dus niet militaire - enclave in het hart van het Fort Blauwkapel.
Waardering
De FORTAANLEG MET AARDWERKEN WAARIN (RESTEN VAN) GESCHUTSOPSTELPLAATSEN EN BETONNEN EN GEMETSELD WERK, MET REDUIT EN REST RAVELIJN, MET NATTE GRACHT MET BUITENOEVERS EN (RELICTEN VAN OMLEIDINGS- EN ONDERHOUDS-)WEGEN EN MET GEBOUWDE EN AANGELEGDE ONDERDELEN van Fort Blauwkapel is van algemeen belang vanwege:
* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende meer dan 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de eeuw), b. de wedloop met de zich versterkende offensieve middelen (19de eeuw), c. het systeem van 'levende' veldversterking (20ste eeuw).
Het onderdeel is een voorbeeld van een aarden aanleg met wegen- en padenstelsel, aarden dekking voor verschillende functies, gracht, (bestrate) (omleidings)wegen en door middel van grenspalen aangeduide militaire zone uit de periode 1818-1821, dat in latere ontwikkelingsfasen is verbeterd en dat zich in het bijzonder kenmerkt door de erin geïntegreerde civiele (woon)functies. Een deel van de gronden binnen het fort was civiel van karakter.
* Ensemblewaarde en situationele waarden vanwege zijn ligging binnen het systeem van de Nieuwe Hollandse Waterlinie.

Introduction
FORTIFICATION WITH EARTHWORKS COMPRISING (REMAINS OF) GUN EMPLACEMENT POSITIONS AND CONCRETE AND MASONRY WORK, WITH REDOUBT AND REMNANT RAVELIN, WITH WET MOAT WITH OUTER BANKS AND (RELICS OF DIVERSION AND MAINTENANCE) ROADS AND WITH BUILT AND CONSTRUCTED COMPONENTS as basic and characteristic components of Fort Blauwkapel. Forts were usually constructed on the basis of earthworks pre-laid in advance, which served as a foundation and were meant to prevent subsidence in (a wet and soft) soil. Fort Blauwkapel differs among other things from this general picture through the inclusion within the fortified terrain of the already existing hamlet of Blauwkapel, and the (hardly diverted) Maartensdijkse Vaart. Parallel to this the old path also continued through the fort. A part of the land within the fort thus had a civil purpose and, as a civilian enclave, did not form part of the Military Crown Land. The redoubt on the south side (gorge side) of the work was not directly connected to the fort and was separately moated. In this so-called connecting railway a still recognisable dam sluice was built on the south-east side of the fort. The bridges over the sluice and in the diversion road running parallel with the railway - the Bastionweg - were replaced after the war by reinforced concrete examples. The protection of the fortification layout refers to the parcels indicated on the accompanying map; part of the heart of the fort remains outside the protection as a National Monument.
In more recent years various modifications of the work have taken place, including an expansion of the residential function, while at the south-west side of the fort works with large-scale earth movement have been carried out. A dam laid in place of the former bridge at the north side of Fort Blauwkapel was cleared at the end of 2003; the road was diverted eastward over a new bridge, somewhat modelled on historical examples. The fort now consists principally of a quadrilateral, asymmetrical earthwork which - as regards ground plan - has four different bastions, the outer slope of which has pointed forms. The earthworks enclose the fort terrain or terreplein and the civil grounds almost entirely, while the other large bomb-proof buildings are also covered by earthworks. The fort was at the time built at the intersection of the axis Gageldijk (w) - Voordorpsedijk (e) and the road from Utrecht via Maartensdijk to Hilversum, but only the east-west connection was routed around the fort at that time. This old road from Utrecht to Hilversum ran until after the war over Maartensdijk - although in practice not through, but around the fort.
