Inleiding
De SCHUIL- EN COMMANDOBUNKER met KEUKENBUNKER uit 1942 met RINGSTÄNDE en BETONBLOKKEN is gebouwd op het terrein van historische buitenplaats Clingendael. Het hoofdhuis Clingendael was in 1940 door de rijkscommissaris Seyss-Inquart geconfisqueerd en door hem als woning in gebruik genomen. De buitenplaats en de bunker maakten in WOII deel uit van de Stützpunktgruppe Clingendael. Het Stützpunkt Clingendael kende een civiel gebruik, die aansluit op de militaire Stützpunktgruppe Scheveningen gericht op de verdediging van Den Haag en onderdeel van de Atlantikwall. De bunker ligt aan de Van Brienenlaan, binnen de van rijkswege beschermde aanleg van de buitenplaats, en diende gedurende WOII als veilig onderkomen van de rijkscommissaris en zijn staf en tevens als oorlogscommandopost. Na de oorlog werd de bunker in gebruik genomen door het Nederlandse leger als commando- en communicatiecentrum bij aansturing van buitenlandse inzet van het Nederlandse leger.
Omschrijving
De SCHUIL- EN COMMANDOBUNKER vermomd als landbouwschuur, werd in 1942 gebouwd door de Abteilung Siedlung und Bauten onder leiding van architect August Kubitza. De bunker meet 60 bij 30 meter en heeft een zeer hoog opgaande kap. Eraan vast gebouwd is een KEUKENBUNKER van het type 645 (645 Doppel). Op het terrein liggen 4 RINGSTÄNDE (geschutbunkers) ter bescherming van de bunker. Verder enkele piramidevormige BETONBLOKKEN waaraan de tuien van de bij de bunker behorende zendmast (niet meer aanwezig) bevestigd waren.
De rechthoekige schuil- en commandobunker van tweeëneenhalve verdieping heeft een wanddikte van 2,5 meter en een dakdikte van 4 meter. De betonnen muur is (gedeeltelijk) beschilderd in baksteenmotief. Het dak wordt gevormd door een zeer zwaar uitgevoerde, betonnen tentconstructie met betonnen spanten (ter plaatse in één stuk gegoten) waarop zogenoemde 'Bims betonplaten' liggen. Op de platen liggen panlatten en dakpannen. De enorme schoorstenen op het dak functioneren als observatietorens en ook als verhoogde opstellingen van luchtafweergeschut. De torens zijn toegankelijk via het dak (onder het pannendak).
Zowel de (nood)ingang van de schuil- en commandobunker als van de keukenbunker zijn door schietgaten beveiligd.
INTERIEUR: Op de begane grond bevond zich de kamer van Seyss-Inquart, daarnaast zijn hier onder meer de machinekamer, stookkamer en een keukenvertrek gevestigd. Op de verdieping zijn vele kleine vertrekken. In de keukenbunker bevinden zich originele Duitse dubbele stalen deuren (van het type 434 P01).
Waardering
De SCHUIL- EN COMMANDOBUNKER met KEUKENBUNKER uit 1942 met RINGSTÄNDE en BETONBLOKKEN is van algemeen belang uit oogpunt van stedenbouwkunde, architectuurhistorie, cultuurhistorie en militaire historie:
- als onderdeel en als markering van een donkere periode in de geschiedenis van buitenplaats Clingendael;
- vanwege een historisch relevante bewoningsfase in de geschiedenis van buitenplaats Clingendael;

- als representatief voorbeeld van camouflagearchitectuur, die zowel tot uiting komt in de vorm (landbouwschuur, schoorstenen) als in de afwerking (schildering van baksteenimitatie);
- vanwege de historische ruimtelijk-functionele relatie met de buitenplaats Clingendael;
- vanwege de mate van gaafheid in hoofdvorm, materiaalgebruik en detaillering;

The SHELTER AND COMMAND BUNKER with KITCHEN BUNKER from 1942 with GUN POSITIONS and CONCRETE BLOCKS was constructed on the grounds of the historic country estate Clingendael. The bunker measures 60 by 30 metres and has a very high roof structure. Attached to it is a KITCHEN BUNKER of type 645 (645 Doppel). On the grounds are 4 GUN POSITIONS (gun bunkers) for protection of the bunker. Furthermore some pyramid-shaped CONCRETE BLOCKS to which the guy-ropes of the radio mast belonging to the bunker (no longer present) were attached.
The rectangular shelter and command bunker of two-and-a-half storeys has wall thickness of 2.5 metres and roof thickness of 4 metres. The concrete wall is (partially) painted in brick-pattern motif. The roof is formed by a very heavily constructed concrete tent structure with concrete trusses (cast in one piece on site) on which so-called 'Bims concrete slabs' are placed. On the slabs are roof battens and roof tiles. The enormous chimneys on the roof function as observation towers and also as elevated positions for anti-aircraft guns. The towers are accessible via the roof (beneath the tiled roof).
Both the (emergency) entrance of the shelter and command bunker and of the kitchen bunker are secured by loopholes.
