NIEUWE HOLLANDSE WATERLINIE
Inleiding

NEW DUTCH WATERLINE
Introduction
OUTLET SLUICE / INUNDATION SLUICE / DAM SLUICE / CULVERT (middle) as a water engineering component of the inundation system in the southwestern part of the New Dutch Waterline. The sluice is located north of the fort Werk aan de Bakkerskil at the T-junction of the Schenkeldijk and the Krouwerskade. The defence system of the New Dutch Waterline was primarily based on the controlled flooding of (large) land areas. Controlled inundation required an ingenious system of water works, such as sluices, weirs and canals, by means of which the necessary water level could be set and maintained quickly and within narrow limits. Many different types of sluices were used, depending on where they functioned in the system. Sometimes existing navigation, outlet or check sluices were used, but many new ones were also built or existing ones (substantially) modified. To the latter category belonged an outlet sluice located several hundred metres north of the Werk aan de Bakkerskil in the (East) Schenkeldijk. This already existing sluice received a new function as part of the water inlet into the difficult-to-flood Land of Altena and as a dam sluice, by means of which a flood once set could be maintained at the desired level. The outlet sluice in the (East) Schenkeldijk had traditionally functioned as an outlet of the Werkensche Boezem (a basin) when the water in the Bakkerskil was lower than that in the basin; for this purpose the sluice was equipped with a set of pointed gates opening towards the Bakkerskil. The difficult-to-flood Land of Altena required additional water inlets; in addition to the fan sluice specially built in 1815, the Papsluis, located south of the Werk aan de Bakkerskil, the outlet sluice was modified to allow water intake and/or to block water flow at high external water levels. The sluice was put out of service and incorporated into the dike body, with the result that only the masonry culvert heads are now visible. However, the sluice is clearly indicated on pre-war topographic maps.
Description
OUTLET SLUICE / INUNDATION SLUICE / DAM SLUICE / CULVERT (middle) in the Schinkeldijk north of the fort Werk aan de Bakkerskil near the T-junction of the Schenkeldijk and the Krouwerskade. An outlet sluice, inundation sluice and dam sluice executed as a culvert, with – after modification for use as part of the New Dutch Waterline – (presumably) two sets of pointed gates each turning to one side and sluice-gate-beam provision. The sluice has been closed and is now incorporated in the dike body of the (East) Schenkeldijk. Currently, on either side of the dike, slightly below the present crown level, only masonry works of several tens of centimetres in height are visible over a width of just over one metre. The further fronts, the four wings and the culvert pipe of the culvert/sluice are presumably entirely incorporated into the dike body and represent – in addition to water engineering and architectural-historical values – also archaeological values.
Valuation:
The OUTLET SLUICE / INUNDATION SLUICE / DAM SLUICE / CULVERT (middle) is of general interest on account of:
* Cultural-historical values as part of the New Dutch Waterline as designed by C.R.T. Kraijenhoff and initially constructed from 1815 by him, Jan Blanken and Major-Engineer Willem Offerhaus and subsequently strengthened and improved by others over approximately 125 years.
* Architectural-historical values, in particular as an expression of building related to military-strategic engineering, which is based on the system of inundation and access defence (19th century).
This is an expression of historical water engineering related to military-strategic building techniques, namely an outlet sluice modified for use for the New Dutch Waterline to become an inundation sluice and dam sluice, executed as a culvert.
* Ensemble value and situational values as part of the New Dutch Waterline. Also on account of the functional and physical coherence with the other components of the complex.
* Archaeological values because presumably parts, remains and traces of the sluice are still present in the ground.
* The component is moderately well preserved because the principal form and structural detailing are not or hardly visible, but are presumably still largely present in the ground.
