Inleiding

Introduction

OBSERVATORY TOWER, called Euromast, freestanding situated on the east side of the Parkhaven and built in the period 1958-1960 on behalf of "NV Rotterdamse Uitzichttoren" to a design by architect H.A. Maaskant in collaboration with the Rotterdam Municipal Works Department, and extended in the period 1969-1970 under the direction of H.A. Maaskant. On the pavement in front of the Euromast a FLAGPOLE that marked the top of the tower until 1970. The Euromast formed part of the international horticultural exhibition Floriade held in 1960 in Het Park aan de Maas. The first ideas for an observation tower were raised in 1955. The project seemed not to proceed after three years, as the municipal council was unwilling to cooperate with the plan. The tower was eventually realized without government support, although the municipality made the land available and the Municipal Works Department offered the necessary expertise. The location on the Parkhaven was chosen because of its location directly on the river. The location also offered views of the traffic square and the entrance and exit of the Maastunnel and enabled a connection with the horticultural exhibition in Het Park. Park and tower are connected by means of a (now replaced) footbridge over the tunnel traverse. The location not only provides varied views over the city and harbours but also ensures that the Euromast forms a striking element in the city's skyline. Maaskant's first design for the tower had a special shaft with two half-open concrete shells, along which lifts would move half in the open air. For technical, economic and safety reasons, the proven form of a round concrete shaft was chosen instead. Maaskant was of the opinion that such a project should be designed timelessly and should appeal to multiple generations, and expressed this in 1960 as follows: "We wanted to make a tower that will not make a semi-permanent impression and that will have such 'mass' that it will be able to hold its own in the powerful moving Rotterdam harbour scene". Apart from the function and form of the Euromast, the construction method and building technique are also important for the character of the object. For the construction of the shaft, the contractor Van Eesteren used a so-called climbing formwork, which was also applied in the construction of, among other things, silos and television towers. At a speed of approximately 15 to 20 centimetres per hour, the Euromast shaft was slowly erected. The observation platform is executed in a light steel structure and was manufactured separately. The steel frame was assembled at the foot of the tower and then hoisted up the shaft in five days. The total construction time was only 14 months. On 25 March 1960 the Euromast opened its doors to the public.

With the construction of the nearby Faculty of Medicine (1968), the Euromast was in danger of no longer being the highest point in Rotterdam. It was also feared that the impressive height of 100 metres in 1960 would not continue to impress visitors. At the end of the nineteen sixties, the management decided to heighten the Euromast. The existing tower was extended with an attraction, the so-called "Space Tower". This concept, developed by Swiss company Bühler AG, consists of a steel cylinder around which a rotating and spiralling ascending cabin rotates. In 1970 the Space Tower was installed - again a technical feat - bringing the total height of the Euromast to 185 metres. Since then, the tower has been the highest structure in Rotterdam.

The Wheelhouse is currently used as a private reception space and is no longer accessible to the public. The original fittings of this wheelhouse, complete with radar, compass and steering column based on the wheelhouse of the Nieuw Amsterdam, were transferred to the Maritime Museum in the early nineteen nineties.

Description

The OBSERVATION TOWER is freestanding and is built up from a round shaft, with a diameter of nine metres, on an equally round foundation plate. This plate consists of 750 cubic metres of concrete on reinforced concrete foundation piles and is calculated for a total load of 3.8 million kilograms. At the bottom of the shaft is a round, cantilevered substructure, in which the entrance to the tower is located on the south side. This is accessible from the Parkhaven by a broad concrete flight of steps. From the round substructure rises the shaft, executed entirely in concrete, to a height of just over one hundred metres. The shaft contains two fast lifts and a staircase. At a height of thirty metres on the southwest side is a steel replica of a wheelhouse. At the top of the shaft is the observation platform called the Crow's Nest. To give the tower a dynamic appearance, this cantilevered observation platform, which is located at approximately one hundred metres height, has an asymmetrical form in cross-section. The steel structure is attached around the shaft and has a shell-shaped floor plan. The maximum diameter of the volume is 29 metres and on the southwest side, the harbour side, the volume extends 12 metres. The Crow's Nest is furnished all around with slanted windows, which offer a panoramic view of the city, the harbour and the immediate surroundings. Within the volume is a restaurant, which on the southwest side has double storey height. On the northeast side is the kitchen with a small hall above it. Due to the different levels - sloping from outside to inside - all tables in the restaurant offer a view. The top of the concrete shaft rises above the Crow's Nest and serves as a base for the entirely steel-built access platform for the Space Tower installed in 1970. This is built up from a steel cylinder 75 metres in height and 2.5 metres in diameter. The attraction is formed by a round cabin for thirty persons that spirals around the cylinder upwards, rotates several times at 175 metres height and then returns to the starting point. The cabin is entered via a round steel access platform on top of the concrete shaft. This platform is accessible from the second observation platform by means of a round lift cylinder and a steel staircase winding around it. In 1994 the cabin was replaced by a new one.

The appearance of the tower is largely determined by the height, the form of the various components and their mutual proportions. The tower is executed in sober, industrial materials and restrained colours, which underlines the utilitarian character of the building. Fair-faced concrete for the shaft and painted steel for the substructure, the Wheelhouse and the Crow's Nest. The substructure consists of a volume with one storey, which cantilevers above ground level and is provided all around with large steel windows. The round base beneath it has a masonry facade and contains technical and storage rooms. The Wheelhouse on the southwest side consists of a small cantilevered volume with a small observation terrace on either side. A series of small windows offer views over the harbours. The roof of the Wheelhouse also functions as an observation platform and is accessible by two small steel stairs. The Crow's Nest has a covering of steel panels, painted in a light grey colour. The windows sloping forward all around have a greater height across the full width of the restaurant. The large glass panels are clamped between vertical stiles and are divided by only one horizontal bar. The balustrade of the observation platform on the roof of the Crow's Nest consists of closed steel panels placed with a backward slope. A wide blank-lacquered handrail closes off the balustrade at the top. The structure on the Crow's Nest is entirely executed in steel and, except for two closed facade surfaces of grey glass mosaic, is entirely transparent. The second observation platform above it has a steel tube frame balustrade.

On the pavement in front of the flight of steps of the Euromast stands a freestanding FLAGPOLE in the form of a stylized tulip, made of steel and provided with three arms.

Valuation

The OBSERVATION TOWER "Euromast", with freestanding remains of the FLAGPOLE, built in the period 1958-1960 to a design by architect H.A. Maaskant and extended in 1969-1970 under Maaskant's direction, is of general importance because of its cultural-historical, architectural-historical and urban planning value as an essential exemplar of the Reconstruction period:

- The Euromast is a particular expression of a cultural and socio-societal development and in particular an expression of regained and growing prosperity and leisure time as part of the reconstruction of the country and the optimistic belief in a modern, open society in this period. The origins of the Euromast, associated with the public event Floriade, contribute to this significance.

- As an example of a modern entertainment tower aimed at entertaining a large public, the object has typological value and specifically recalls the emerging popular culture, day recreation and mass consumption as a characteristic of the welfare state in the later reconstruction period.

- The Euromast has architectural-historical value because of the high-quality aesthetic qualities in the design in which the combination of aesthetic engineering with an unconcealed use of concrete, new-objective material use and special forms tailored to the function, including elements from shipbuilding, is characteristic.

- The object is significant in the development of building technique because of the application of climbing formwork as a proven technique for rapid construction of the tower.

- The Euromast has been preserved in high degree intact in its main form, construction, material use and detailing. The extension, carried out under Maaskant's supervision, contributes to the value of the object as a landmark.

- Because of its significance as an orientation point in Rotterdam's city skyline, the observation tower has high urban planning value and ensemble value, in which the height, the main form and the striking free location along the Maasoever as well as the still intact relationship with the surroundings on which the mast offers free views, such as the 19th-century city park and the junction of traffic routes, play a role.
