Inleiding
Het MONUMENT 'De Verwoeste Stad' is opgericht ter herinnering aan het Duitse bombardement van 14 mei 1940 op de stad Rotterdam en de hieropvolgende brand die het stadscentrum grotendeels verwoestte. Naar aanleiding van het bombardement capituleerde Nederland en werd het land bezet grondgebied. De sculptuur werd naar ontwerp van de Russisch-Franse kunstenaar Ossip Zadkine (1890-1967) in brons gegoten bij de firma Susse frères in Parijs en op 13 mei 1953 onthuld. Zadkine had het beeld ontworpen naar aanleiding van indrukken opgedaan aan de verwoeste steden Le Havre en Rotterdam. Het beeld werd voor de stad aangekocht door de directie van de Rotterdamse Bijenkorf, een schenking die tot 1978 anoniem is gebleven. De sokkel van het beeld werd ontworpen door de dienst Gemeentewerken. Door de dramatische uitdrukkingskracht en het gat in de romp van het beeld, geeft het monument op een expressieve manier uiting aan de verschrikkingen van de oorlog en symboliseert het hoe de stad Rotterdam door de verwoesting in zijn hart werd getroffen. Het kunstwerk ontleent ook betekenis aan de, voor een beeld in de openbare ruimte in de vroege naoorlogse periode, opzienbarende kubistische vormentaal. Het beeld vormt de locatie van de jaarlijkse kranslegging door het stadsbestuur. Beeld en sokkel zijn in 2005-2007 gerestaureerd.
Omschrijving
Het MONUMENT, een bronzen sculptuur van ongeveer 6 meter hoog op een 2 meter hoge natuurstenen sokkel, is vrijstaand gesitueerd in het midden van een plein aan de noordzijde van de Leuvehaven. Hoewel de omgeving van het monument veranderd is door verdichting van de stad en het object enkele meters is opgeschoven ten opzichte van de oorspronkelijke positie, is de bij de oprichting bedoelde situering aan de kop van de Leuvehaven tegen de achtergrond van hemel, rivier en voormalig havengebied nog altijd intact en van betekenis voor de beleving van het kunstwerk en ter ondersteuning van de symboolwaarde van het herdenkingsmonument. Het beeld toont een staande menselijke gestalte, opgebouwd uit geabstraheerde vormen, in een dramatische pose, met een grote opening in de romp en de armen opgeheven naar de hemel. Aan de noordoostzijde rust de figuur tegen een boomstronk. De bronzen voetplaat van het beeld draagt opschriften in diep reliëf, aan de west zijde: "O. Zadkine" aan de oostzijde "Susse Freres fondeurs Paris". De enigszins taps toelopende, rechthoekige sokkel van gestapelde granietblokken, die op maaiveldniveau rondom ingesloten is met een band van kleine natuursteen blokken, is met de smalle zijden naar het noorden en zuiden gericht. Tegen de voorzijde van de sokkel een in 1978 aangebrachte plaquette met een toelichtende tekst met betrekking tot de schenking van het beeld door de Bijenkorf aan de stad.
Waardering
Het MONUMENT 'De Verwoeste Stad' is van algemeen belang vanwege cultuurhistorische, kunsthistorische en stedenbouwkundige waarden:
- vanwege de historische herinneringswaarde die aan de oorspronkelijke functie verbonden is als gedenkteken van de verwoesting van de stad Rotterdam en meer in het algemeen als symbool voor de destructie die aan de wederopbouwperiode is voorafgegaan;
- vanwege de zeer hoogwaardige artistieke kwaliteit van een naoorlogs kunstobject in de openbare ruimte;

Introduction
The MONUMENT 'De Verwoeste Stad' was erected in remembrance of the German bombing of 14 May 1940 on the city of Rotterdam and the subsequent fire that largely destroyed the city centre. The MONUMENT, a bronze sculpture approximately 6 metres high on a 2 metre high natural stone plinth, is situated free-standing in the middle of a square on the north side of the Leuvehaven. Although the environment of the monument has changed through urban densification and the object has been moved several metres relative to its original position, the siting at the head of the Leuvehaven intended upon its erection, against the background of sky, river and former port area, remains intact and significant for the experience of the artwork and to support the symbolic value of the commemorative monument. The figure shows a standing human form, constructed from abstracted shapes, in a dramatic pose, with a large opening in the torso and arms raised towards the sky. On the northeast side the figure rests against a tree stump. The bronze base plate of the figure bears inscriptions in deep relief, on the west side: "O. Zadkine" on the east side "Susse Freres fondeurs Paris". The somewhat tapered rectangular plinth of stacked granite blocks, which is enclosed around at ground level with a band of small natural stone blocks, is oriented with its narrow sides towards the north and south. Against the front of the plinth a plaque applied in 1978 with explanatory text relating to the gift of the figure by the Bijenkorf to the city.

The MONUMENT 'De Verwoeste Stad' is of general significance because of cultural-historical, art-historical and urban planning values:
