Inleiding

Aan het kruispunt van de Plesmanweg met de Badhuisweg staat het KANTOORGEBOUW met TOEGANGSWEG van de Koninklijke Luchtvaart Maatschappij (KLM). Het gebouw, dat uit vier vleugels bestaat, is in twee fases tot stand is gekomen. Het eerste bouwdeel is tussen 1938 en 1940 gebouwd naar ontwerp van architect Dirk Roosenburg (1887-1962). Dit eerste bouwdeel bestaat uit een hoog opgetrokken vleugel en een halfronde recreatiezaal. Daarna lag de bouw vanwege de oorlog enkele jaren stil. De voltooiing van het ontwerp met drie vleugels volgde tussen 1946-1949 naar ontwerp van architecten Dirk Roosenburg, P. Verhave en J.G.E. Luyt. Van de terracotta versiering van de entreepartij, bestaande uit een serie vogelfiguren die verwijzen naar de vliegmaatschappij, de oorspronkelijke gebruiker, is Teun Roosenburg (zoon van de architect) de ontwerper.

Het gebouw had voornamelijk de functie van kantoor, maar daarnaast waren er ook andere voorzieningen in het gebouw ondergebracht zoals een winkel, kapper, bibliotheek, gymnastiekzaal en een geneeskundige dienst. Een van de vleugels overkluist de Kwekerijvaart van de gemeentekwekerij, die in de tweede helft van de negentiende eeuw is aangelegd. Tussen het gebouw en de Kwekerijvaart bestaat door de rood bakstenen keermuren, lage tuinmuren en gemetselde plantenbakken een duidelijke wisselwerking. De hoofdopzet van de groenaanleg rond het gebouw, met rode bakstenen elementen conform het kantoorgebouw, waaronder de halfronde toegangsweg naar de entree van het kantoorgebouw, de lage roodbakstenen tuinmuur op de perceelsgrens ter afscheiding van de openbare weg, de keermuren en brug van de Kwekerijvaart en het terras bij de recreatiezaal, is zeer waarschijnlijk door de architect Roosenburg ontworpen. De verdere uitwerking en invulling is van de hand van zijn schoonzus Sophia Rosse-Luyt in de traditie van de Nieuw Architectonische tuinstijl.

In de gevel zaten van oorsprong stalen ramen met fijn gedetailleerde roedenverdeling, zoals nu nog aanwezig ter plaatse van de vensterstroken van de trappenhuizen. Het kantoorgebouw is in de jaren tachtig van de twintigste eeuw uitgebreid. Deze uitbreiding valt buiten de bescherming van rijkswege.

Omschrijving

Zowel het eerste bouwdeel van het KANTOORGEBOUW als de later gerealiseerde vleugels tellen vijf verdiepingen. Alleen de recreatiezaal met halfronde beëindiging, aan het eerste bouwdeel, bevat slechts één bouwlaag. Het bouwdeel dat dwars geplaatst is op de vleugel met de hoofdentree, is over de Kwekerijvaart gebouwd. Het gebouw is opgetrokken uit een staalskelet bekleed met schokbetonelementen die ook dienst doen als raamomlijstingen. De tussenliggende geveldelen zijn van rode baksteen. De binnenwanden zijn in isolerende baksteen opgemetseld. De vloeren zijn van gewapend beton. De plattegrond is door de toegepaste constructie vrij indeelbaar met verplaatsbare wanden. Het gebouw is een goed voorbeeld van de kantoorbouw uit de jaren 1940 en 1950, met sobere gevels en het gebruik van baksteen en beton. Tegelijkertijd is het een representatief gebouw, stilistisch verwant aan de Nieuwe Haagse school door het gebruik van de overstekende, flauw hellende zadeldaken die oorspronkelijk alle waren bedekt met koper. De kapvorm is stilistisch verwant aan die van de Haagse Villa Windekind die Roosenburg in 1927 ontwierp. De monumentaliteit van het gebouw is gelegen in de verticale geleding en sterke ritmering van de gevels, de sterk benadrukte kopgevels en de met een luifel en oprijlaan geaccentueerde entreepartij. Ter plaatse van de vensterstroken van de trappenhuizen zijn de oorspronkelijke stalen ramen nog aanwezig.

Elke vleugel heeft een zelfstandige entree, gemarkeerd door een halfronde uitgebouwde bordestrap. De representatieve hoofdentree aan de Badhuisweg wordt geaccentueerd door een gebogen, betonnen luifel die wordt gedragen door gedraaide zuilen. De onderzijde van de luifel wordt door hanglampen verlicht. De gesloten, massieve gevel boven de hoofdentree is versierd met in terracotta uitgevoerde vliegende vogels die in een regelmatig patroon zijn bevestigd. De trappenhuizen, met uitzondering van het hoofdtrappenhuis, zijn gelegen op de koppen van de vleugels. Deze zijn aan de buitenzijde herkenbaar aan de doorlopende glasstroken en veelal door de ronde of halfronde uitbouwen.

De indeling van de plattegrond is door de toegepaste staalconstructie flexibel. Op de knooppunten van de vleugels zijn verbijzonderingen in de trappenhuizen met marmeren treden, stalen balustrades en houten leuningen. Hoofdmomenten in het interieur zijn verder het directievertrek (de zogenoemde Plesmankamer) met houten lambriseringen, de eetzaal op de vijfde verdieping met wandschildering naar ontwerp uit 1959 van E. Doeve, (noviteit in de kantine was de vloerverwarming en het lopend buffet), de multifunctionele recreatiezaal met eigen ingang en terras, de hoofd- en de zijentrees, de reeds genoemde trappenhuizen en de voorportalen van de trappenhuizen.

Voor het gebouw ligt de lusvormige TOEGANGSWEG. Het binnenste deel van de toegangsweg loopt op richting hoofdentree, het buitenste deel buigt naar de ingang op souterrainniveau. De toegangsweg wordt gemarkeerd door rode bakstenen muurtjes met een betonnen afdekking. Het centrale deel van de lus, dat op maaiveldniveau ligt, wordt middels een rode bakstenen keermuur met hoge plantenbakken ingekaderd. Langs de randen een groenvoorziening met heesterbeplanting.

Waardering

Het KANTOORGEBOUW met TOEGANGSWEG is van algemeen belang vanwege de cultuur- en architectuurhistorische waarden:

- als voorbeeld van een aanleg waarbinnen bestaande elementen (Kwekerijvaart) zijn geïntegreerd, waardoor een wisselwerking tussen architectuur en directe omgeving ontstaat;

- als toonbeeld van het herstel van de economie in de periode van de wederopbouw;

- als belangrijk ontwerp uit het oeuvre van architect D. Roosenburg;

Introduction

At the intersection of Plesmanweg with Badhuisweg stands the OFFICE BUILDING with ACCESS ROAD of the Royal Netherlands Airlines (KLM). The building, which consists of four wings, was constructed in two phases. The first building section was built between 1938 and 1940 to the design of architect Dirk Roosenburg (1887-1962). Both the first building section of the OFFICE BUILDING and the later realised wings have five storeys. Only the recreation hall with semi-circular termination, adjoining the first building section, contains but one storey. The building section which is placed transversely on the wing with the main entrance is built over the Kwekerijvaart. The building is constructed from a steel skeleton clad with shock concrete elements which also serve as window surrounds. The intermediate facade sections are of red brick. The interior walls are built of insulating brick. The floors are of reinforced concrete. The floor plan is freely divisible by virtue of the construction applied with movable walls. The building is a good example of office architecture from the 1940s and 1950s, with sober facades and the use of brick and concrete. At the same time it is a representative building, stylistically related to the New The Hague school through the use of the overhanging, gently sloping gabled roofs which were originally all covered with copper. The roof form is stylistically related to that of The Hague Villa Windekind which Roosenburg designed in 1927. The monumentality of the building lies in the vertical articulation and strong rhythm of the facades, the strongly emphasised end gables and the entrance section accentuated with a canopy and driveway. At the location of the window strips of the staircases the original steel windows are still present.

Each wing has an independent entrance, marked by a semi-circular projecting flight of steps. The representative main entrance at Badhuisweg is accentuated by a curved, concrete canopy supported by twisted columns. The underside of the canopy is lit by pendant lights. The closed, solid facade above the main entrance is decorated with terracotta flying birds affixed in a regular pattern. The staircases, with the exception of the main staircase, are located at the ends of the wings. These are recognisable on the outside by the continuous glass strips and mostly by the round or semi-circular projections.

The floor plan layout is flexible due to the steel construction applied. At the junction points of the wings there are special features in the staircases with marble steps, steel balustrades and wooden handrails. Main features in the interior are further the director's office (the so-called Plesman Room) with wooden wainscoting, the dining hall on the fifth storey with wall painting to the design of 1959 by E. Doeve, (a novelty in the canteen was the underfloor heating and the running buffet), the multifunctional recreation hall with its own entrance and terrace, the main and side entrances, the aforementioned staircases and the vestibules of the staircases.

Before the building lies the loop-shaped ACCESS ROAD. The inner part of the access road runs towards the main entrance, the outer part curves towards the entrance at basement level. The access road is marked by low red brick walls with a concrete coping. The central part of the loop, which lies at ground level, is framed by means of a red brick retaining wall with tall planter boxes. Along the edges green planting with shrub planting.

Valuation

The OFFICE BUILDING with ACCESS ROAD is of general interest due to its cultural and architectural-historical values:

- as an example of a layout in which existing elements (Kwekerijvaart) are integrated, creating an interrelationship between architecture and the immediate surroundings;

- as an exemplar of the restoration of the economy in the post-war reconstruction period;

- as an important design from the oeuvre of architect D. Roosenburg;

- as the former headquarters of KLM;
