PARKAANLEG van Het Park. Het circa 21,3 hectare grote stadspark is aangelegd op een rechthoekig terrein waarvan zich de kortere zijden aan de noord- en de zuidzijde bevinden. Het Park is omgeven door dijken, van oorsprong ingericht als wandeldijken met uitzicht over Het Park. Bij de dijk aan de rivierzijde is vanwege de ophoging aan het einde van de negee eeuw sprake van een sterk niveauverschil. Op deze dijk is een uitzichtterras over de rivier ingericht. Hoofdelementen in de parkaanleg zijn landschappelijke waterpartijen met een natuurlijk, slingerend verloop en een stelsel van gebogen wandelpaden. Het Park kenmerkt zich verder door een veelzijdige beplanting. De waterlopen en paden omgeven ovale grasperken en enkele grotere weides met solitairen en boomgroepen. Kenmerkend in het ruimtelijke beeld van Het Park is de oorspronkelijke afwisseling van open en gesloten delen, wat met name in het zuidwestelijke deel herkenbaar is. De zichtassen zijn onder meer gericht naar de in het park opgenomen gebouwen. Op enkele plaatsen spelen glooiingen in de aanleg een rol in samenhang met de waterpartijen; lichte glooiingen in het oostelijke deel, wat meer geaccidenteerde (onder meer bij het buitenhuis De Heuvel in verband met de ligging op een zomerdijk) in het westelijke parkdeel. Als middelpunt van de aanleg van het oostelijke parkdeel speelt de situering van de voormalige officierensociëteit een belangrijke rol in het ontwerp van Het park. Ten zuiden hiervan wordt de aanleg mede bepaald door een schiereiland. Het noordoostelijke deel (de Kievietsweide) kent een grotere openheid. In het westelijke gedeelte is de zichtas ten zuiden van de vijver richting het herenhuis van belang. De beplanting bestaat hier nog grotendeels uit oude bomen, onder andere een rode beuk. Naast smallere wandelpaden bezit Het Park ook een met klinkers verharde rijweg (Heuvellaan) die langs de dijk in het zuiden via de westelijke grens naar het toegangshek aan de Westzeedijk voert. Het Park heeft entrees aan alle zijden maar deze zijn niet gemarkeerd, met uitzondering van de entree aan de Westzeedijk, de vroegere hoofdingang van het stadspark, die voorzien is van een monumentaal toegangshek. De bruggen over de waterpartijen zijn in de 20e eeuw vervangen door aan elkaar identieke exemplaren. Het uitzichtterras op de dijk aan de Parkkade is voorzien van balustrades. Latere wijzigingen aan het park zijn de Heemtuin (C.P. Broerse, Foriade1960) langs de westelijke rand van het park rond een oude sloot van het vroege landschapspark van De Heuvel, ten zuiden van het herenhuis de historiserende formele tuin (R.J.H. van Koolwijk, Floriade, 1960). Uit deze periode dateert ook de Rododendronallee op de plaats van een vroegere scheidingsloot tussen de beide parkdelen.
Waardering
De PARKAANLEG van het stadspark "Het Park", daterend uit de tweede helft van de negentiende eeuw in Landschapstijl, met wijzigingen in de twintigste eeuw, is van algemeen belang vanwege cultuurhistorische, tuinarchitectuurhistorische en stedenbouwkundige waarde:
- omdat het park representatief is voor een culturele ontwikkeling, met name in relatie tot het opkomen van dagontspanning, sport en recreatie in de tweede helft van de negentiende eeuw, als voorbeeld van de eerste generatie stadsparken in Nederland en vanwege de betekenis van het wandelpark voor het openbare leven in Rotterdam;

PARK LAYOUT of Het Park. The circa 21.3 hectare urban park is laid out on a rectangular plot with its shorter sides to the north and south. Het Park is surrounded by dykes, originally designed as walking dykes with views over Het Park. At the dyke on the riverside, due to the raising at the end of the nineteenth century, there is a significant level difference. On this dyke a viewing terrace over the river has been laid out. Main elements in the park layout are landscape water features with a natural, meandering course and a system of curved walking paths. Het Park is further characterised by diverse planting. The watercourses and paths surround oval grass plots and several larger meadows with individual specimens and tree groups. Characteristic in the spatial image of Het Park is the original alternation of open and closed areas, which is particularly recognisable in the south-western part. The sight lines are directed, among other things, towards the buildings included in the park. In some places slopes in the layout play a role in conjunction with the water features; gentle slopes in the eastern part, more pronounced undulations (including at the country house De Heuvel in relation to its location on a summer dyke) in the western park section. As the focal point of the layout of the eastern park section, the siting of the former officers' club plays an important role in the design of Het Park. To the south of this the layout is also determined by a peninsula. The north-eastern part (the Kievietsweide) has greater openness. In the western section the sight line south of the pond towards the manor house is important. The planting here still largely consists of old trees, including a red beech. Beside narrower walking paths Het Park also has a clinker-paved carriageway (Heuvellaan) which runs along the dyke in the south via the western boundary to the entrance gate at the Westzeedijk. Het Park has entrances on all sides but these are not marked, with the exception of the entrance at the Westzeedijk, the former main entrance to the urban park, which is provided with a monumental entrance gate. The bridges over the water features were replaced in the 20th century by identical specimens. The viewing terrace on the dyke at Parkkade is provided with balustrades.
