The register's description

Inleiding

Gelegen tussen de driesprong Gerrit van der Veenstraat/ Stadionweg/ Apollolaan (W) en het kruispunt Stadionweg/Apollolaan (O) in 1937-1939 tot stand gekomen en diagonaal in een vierkant kavel met plantsoen geplaatst KANTOORGEBOUW, in oorsprong voor de Rijksverzekeringsbank (RVB), naar een ontwerp in Functionalistische stijl van D. Roosenburg. De twee sculpturen bij de overbouwde entree zijn van Hildo Krop en Han Wezelaar.

N.B. In 1968 onderging het gebouw een belangrijke uiterlijke wijziging doordat de oorspronkelijke crèmekleurige ceramiekplaten werden vervangen door duurzamere wit- achtige travertinplaten ter bekleding van het inwendige staalskelet. Het voegwerk is hierbij veel minder geprononceerd uitgevoerd. Tevens werd op het dak de opbouw uitgebreid ten behoeve van de daarheen verplaatste kantine (oorspronkelijk gevestigd op de zesde verdieping, met dakterras). Ook inwendig is een aantal oorspronkelijke onderdelen verwijderd zoals de transportinrichting voor de rentekaarten en de (destijds innovatieve) plafondverwarming. In 1991 verhuisde de eigenaar (inmiddels omgedoopt in Sociale Verzekerings Bank) naar een nieuwe locatie waarna het pand aan de Apollolaan wederom ingrijpend gewijzigd werd. Het ringgebouw werd gesloopt ten behoeve van een ondergrondse parkeergarage en daarna weer gereconstrueerd. De stalen ramen werden vervangen door donker gemoffeld aluminiumprofielen. In de gevel is op secundaire plekken geglazuurde steen aangebracht. Inwendig resteert nog het ijzeren skelet en het trappenhuis. Het fresco van Charles Eyck in de vide van de entreehal en de gebrandschilderde ramen in de voormalige raadzaal van Joep Nicolas zijn gedemonteerd en overgebracht naar het kantoor aan het Rhijnvis Feithplein.

Omschrijving

Markant gesitueerd, hoogoprijzend kantoorgebouw, bestaande uit twee door een centraal trappen- en lifthuis gescheiden kantoorvleugels op een modulemaat van 1.80 meter en een - gereconstrueerd - ringgebouw. De voorste vleugel (O), met zes verdiepingen, afgeschuinde hoeken en een overbouwde entree, wordt gedragen door vier pilonen en bevatte in oorsprong de meest representatieve vertrekken. Deze vleugel is ca. 40 meter hoog. De andere, langere vleugel (W) is onderkelderd en bevat, naast de hoge begane grond nog vijf verdiepingen en een uitgebouwd rond trappenhuis aan het uiteinde. Deze vleugel is ca. 35 meter hoog; de totale lengte bedraagt 96 meter. Het gebouw heeft een bakstenen basement en is opgetrokken met gebruikmaking van een staalskelet, dat ten tijde van de bouw een van de grootste in zijn soort was in Nederland met overspanningen van zeven meter en een hoogte van bijna 34 meter. Rondom dit kantoorgebouw het gereconstrueerde ringgebouw, ca.9 meter hoog met een buiten diameter van 75 meter. De verschillende bouwvolumes zijn plat afgedekt, waarbij de overkragende dakrand voorzien is van een koperen bekleding (bij de laatste renovatie vernieuwd). De regelmatig over de gevel verdeelde vensters zijn smal en rechthoekig. Bij de trappenhuizen zijn daarnaast ook boven elkaar geplaatste cirkelvormige vensters aangebracht. In tegenstelling tot de oostvleugel liggen de vensters in de westvleugel tussen kolossale penanten waardoor de verticale geleding in deze vleugel overheerst.

Diagonaal waren, langs gebogen lijnen, twee doorgangen onder het gebouw geprojecteerd ten behoeve van dienstverkeer. Bij de overbouwde entree, waarheen een gebogen licht stijgende toerit aan twee zijden afbuigt, staan in de nissen van een zware pijler tegenover de pilonen twee sculpturen opgesteld die twee aspecten van de RVB symboliseren: de Rechtvaardigheid van Hildo Krop (man met zwaard) en de Zorgzaamheid van Han Wezelaar (vrouw met lam). De entree bevat een gebogen stoep met lage treden. De resterende ruimten van het vierkante bouwblok zijn ingericht als groenperken.

Waardering

In oorsprong als Rijksverzekeringsbank tot stand gekomen kantoorgebouw van algemeen belang wegens cultuurhistorische waarde als eerste van rijkswege gebouwd kantoor met bijbehorend archief specifiek bestemd voor de sociale verzekering, alsook wegens architectuurhistorische waarde vanwege de voor het werk van D. Roosenburg kenmerkende functionalistische aanpak gecombineerd met een meer expressieve detaillering, toepassing van pilotis en differentiatie in hoogte en vormen van de voornaamste bouwvolumes. Tevens van bouwhistorische waarde vanwege de vroege grootschalige toepassing van een staalskelet. Tot slot van belang vanwege de beeldbepalende ligging bij een belangrijk kruispunt van wegen in Plan-Zuid van Berlage.

Introduction

N.B. In 1968 the building underwent an important external change when the original cream-coloured ceramic plates were replaced by more durable whitish travertine plates to clad the internal steel skeleton. Additionally, the roof structure was extended for the canteen relocated there (originally located on the sixth storey with roof terrace). Internally too a number of original components were removed such as the transport mechanism for the interest cards and the (then innovative) ceiling heating. In 1991 the owner (by then renamed Sociale Verzekerings Bank) moved to a new location, after which the property on the Apollolaan was again substantially altered. The ring building was demolished for an underground car park and subsequently reconstructed. The steel windows were replaced by dark anodised aluminium profiles. Glazed brick has been applied to the facade in secondary locations. Internally the iron skeleton and stairwell remain. The fresco by Charles Eyck in the void of the entrance hall and the stained-glass windows in the former board room by Joep Nicolas were removed and transferred to the office at Rhijnvis Feithplein.

Description

A prominent, tall office building consisting of two office wings separated by a central staircase and lift shaft on a module of 1.80 metres and a – reconstructed – ring building. The front wing (E), with six storeys, chamfered corners and a covered entrance, is supported by four pylons and originally contained the most representative rooms. This wing is approximately 40 metres high. The other, longer wing (W) is undercellared and contains, in addition to the tall ground floor, five more storeys and an extended round stairwell at the end. This wing is approximately 35 metres high; the total length is 96 metres. The building has a brick basement and was constructed using a steel skeleton, which at the time of construction was one of the largest of its kind in the Netherlands with spans of seven metres and a height of almost 34 metres. Around this office building the reconstructed ring building, approximately 9 metres high with an external diameter of 75 metres. The various building volumes are flat-roofed, with the overhanging roof edge lined with copper cladding (renewed at the last renovation). The regularly distributed windows across the facade are narrow and rectangular. At the stairwells, furthermore, vertically stacked circular windows are incorporated. In contrast to the east wing, the windows in the west wing are located between colossal pilasters, whereby the vertical articulation in this wing predominates.

Diagonally, along curved lines, two passages were projected under the building for service traffic. At the covered entrance, towards which a curved gently rising approach branches off on two sides, two sculptures are placed in the niches of a heavy pilaster opposite the pylons which symbolize two aspects of the RVB: Justice by Hildo Krop (man with sword) and Caring by Han Wezelaar (woman with lamb). The entrance contains a curved step with low treads. The remaining spaces of the square building block are arranged as green areas.

Valuation

An office building originally built as the Rijksverzekeringsbank of general significance due to its cultural-historical value as the first state-built office with associated archive specifically intended for social insurance, as well as due to its architectural-historical value owing to the functionalist approach characteristic of D. Roosenburg's work combined with more expressive detailing, application of pilotis and differentiation in height and forms of the principal building volumes. Also of building-historical value owing to the early large-scale application of a steel skeleton. Finally of significance owing to its landmark location at an important road junction in Plan-South of Berlage.
