Inleiding
BUREELGEBOUW deel uitmakend van het 'Van Horne' KAZERNECOMPLEX, gelegen binnen de bebouwde kom van Weert. Het bureelgebouw staat aan de noordwest zijde van het terrein, met de achtergevel naar het exercitieterrein gericht, links van de entree van het terrein. Het pand deed dienst als kantoor en archief, en heeft tegenwoordig een kantoorfunctie. In het exterieur zijn de vensters vernieuwd. In het interieur zijn de plafonds vernieuwd en grotendeels de deuren met hang- en sluitwerk en de vloeren. Nog aanwezig is de bordestrap. Ook de interne structuur is gehandhaafd.
Omschrijving
BUREELGEBOUW, met samengestelde plattegrond, bestaande uit een tweelaags hoofdvolume dat links wordt afgesloten door een eenlaags volume. Haaks op de achtergevel twee kleinere volumes van gelijke lengte, waartussen een gazon ligt. Het rechter volume is L-vormig van opzet. De volumes, onder schilddaken en aankappende schilddaken met overstekende houten bakgoten zijn gedekt met Hollandse pannen. Ze hebben een opstand van bruingele baksteen met metselwerk in klezoorverband, plint en rollaag in gemêleerde baksteen, afgesloten door een kunststenen band. Alle kunststof vensters hebben roedenverdeling en zijn geschakeld door kunststenen vensterdorpels en lateien. De vensters zijn rechthoekig tenzij anders vermeld. De voorgevel is asymmetrisch van opzet en heeft van links naar rechts de volgende gevelindeling. In het linker aankappend gedeelte van één bouwlaag bevinden zich zeven vensters. In het tweelaags gedeelte zijn in de eerste bouwlaag negen vensters aangebracht, die geschakeld zijn per drie. In de tweede bouwlaag bevindt zich uiterst links een rond venster. Daarnaast bevinden zich negen deuren, die per drie geschakeld zijn, met boven elke deur een venster. Voor de deuren is een lange ijzeren balustrade aangebracht. Daarnaast springt de gevel terug. In het terugspringende gedeelte bevindt zich de entree; een dubbele houten deur met glas onder kunststenen overstek, met links een gemetselde bakstenen bloembak, die zich rechts enigszins voortzet en verhoogde plint en rechts tevens een verhoogde plint en een klein venster. Boven de entree bevinden zich drie geschakelde traphuisvensters die tot aan de daklijst doorlopen. Tenslotte bevinden zich in de voorgevel, zowel in de eerste als de tweede bouwlaag, zes vensters. De rechtergevel van het hoofdvolume heeft in de eerste bouwlaag een erkeruitbouw onder kunststenen afdekplaat. In de tweede bouwlaag bevinden zich drie vensters.
De achtergevel heeft van links naar rechts de volgende opzet. In zowel de eerste als de tweede bouwlaag bevinden zich zes smalle kleine vensters. Daarnaast bevindt zich het eerste volume met twee bouwlagen. Daarnaast bevinden zich in de eerste bouwlaag een stalen deur met bovenlicht, drie geschakelde vensters met bovenlicht en een stalen deur met bovenlicht. In de tweede bouwlaag bevinden zich vijf geschakelde langwerpige vensters die halverwege zijn doorbroken door een kunststenen band. In het dakschild bevinden zich drie dakkapellen. Uiterst rechts in het tweelaags gedeelte, boven het eenlaags L-volume, bevindt zich een rond venster. Daarnaast springt de gevel terug. In dit teruggelegen gedeelte bevindt zich in de eerste bouwlaag een rondboogvormige houten deur met glas en links drie kunststenen banden. In de tweede bouwlaag, onder de daklijst bevinden zich uiterst links en uiterst rechts een rond venster. Daarnaast bevinden zich in het eenlaags aankappend gedeelte drie ronde vensters en drie vensters. De linkergevel is blind.
Het linker volume is tweelaags, met symmetrische gevels. De voorgevel is de blinde kopgevel, die tegen het hoofdvolume aan staat. In de rechtergevel bevinden zich in zowel eerste als tweede bouwlaag eerst twee kleine smalle vensters met daarnaast drie geschakelde vensters.
De achtergevel, ofwel andere kopgevel, heeft in de eerste bouwlaag en onder de daklijst drie rechthoekige liggende vensters. De linkergevel heeft zowel in de eerste als tweede bouwlaag links drie vensters en rechts twee ronde vensters.
Het rechter L-volume is eenlaags. De voorgevel is de blinde kopgevel die tegen het hoofdvolume aan staat. In de rechtergevel bevinden zich van links naar rechts eerst een rond venster, daarnaast nog vijf vensters. De achtergevel, ofwel andere kopgevel heeft onder de daklijst acht rechthoekige liggende vensters. De linkergevel heeft twee rechthoekige liggende vensters onder de daklijst. Daarnaast springt de gevel terug. In dit teruggelegen gedeelte bevinden zich een dubbele houten deur, drie vensters, en twee kleine rechthoekige vensters.
In het bureelgebouw zijn de plafonds en een deel van de vloeren en de deuren vernieuwd. Wel nog zijn de authentieke trap, en de vloeren in de algemene ruimten. Ook de interne structuur bleef grotendeels in tact.
Ten zuiden van het bureelgebouw ligt het exercitieterrein; daar staat ook de vlaggenmast. Ten noorden van het bureelgebouw wordt het terrein afgesloten door een hekwerk van ijzer, tussen gemetselde bakstenen kolommen met hardstenen dekplaat. Bij de hoofdingang zijn de kolommen hoger en is er een kunststenen plaat op aangebracht met een afbeelding van een leeuw.
Waardering
Het BUREELGEBOUW met EXERCITIETERREIN, VLAGGENMAST en HEKWERK, complexonderdeel van het Van Horne KAZERNECOMPLEX, naar ontwerp van de Kapitein der Genie A.G. Boost, gerealiseerd in 1939, is van algemeen belang. Het object bezit cultuurhistorische waarde als onderdeel van een goed voorbeeld van de militair historische ontwikkeling van de stichting van kazernementen in of nabij steden, verbonden met de ontwikkeling van de stad, en als voorbeeld van de typologische ontwikkeling van de kazernes. Situationele waarde heeft het object vanwege de functioneel-ruimtelijke relatie tussen de andere complexonderdelen die rond het centrale exercitieterrein zijn gegroepeerd in een symmetrische opzet.

The office building stands on the north-west side of the site, with its rear facade facing the parade ground, to the left of the site entrance. The building served as an office and archive, and nowadays has an office function. In the exterior, the windows have been renewed. In the interior, the ceilings have been renewed and largely the doors with hardware and the floors. Still present is the main staircase. The internal structure has also been retained.
Description
OFFICE BUILDING, with a complex floor plan, consisting of a two-storey main volume that is closed on the left by a single-storey volume. At right angles to the rear facade, two smaller volumes of equal length, with a lawn between them. The right-hand volume has an L-shaped design. The volumes, beneath hipped roofs and hipped roofs with overhanging wooden gutters, are covered with Dutch tiles. They have a wall of brown-yellow brickwork with masonry in Flemish bond, plinth and course in mixed brickwork, finished with an ashlar band. The OFFICE BUILDING with PARADE GROUND, FLAGPOLE and FENCE, a complex component of the Van Horne BARRACKS COMPLEX, designed by Captain of Engineers A.G. Boost, realized in 1939, is of general importance. The object has cultural-historical value as part of a good example of the military-historical development of the establishment of barracks in or near cities, linked with the development of the city, and as an example of the typological development of barracks. The object has situational value because of the functional-spatial relationship between the other complex components which are grouped around the central parade ground in a symmetrical arrangement.
Architecturally it is important as a good and intact example of a design by Captain of Engineers A.G. Boost for a complex component of an infantry barracks with regimental staff for two battalions built in a traditionalist style with elements of sober Expressionism.
