The register's description

Inleiding

Voormalig GEMEENTEHUIS gebouwd in 1890 naar ontwerp van de architect J. Jorna uit Roermond in neo-Hollandse renaissancestijl. Het pand is gelegen in een gesloten straatwand, in het centrum van Horst en heeft een nadrukkelijke entreepartij met bordes op de hoek van Steenstraat en St. Lambertusplein.

Het stadhuis heeft een in deze tijd veel toegepast representatieve entreepartij hetgeen benadrukt wordt door trappen en bordes. Typisch voor de tijd is ook het onderbrengen van andere functies naast de raadszaal in dit geval een zaaltje, voor de plaatselijke harmonie.

In 1909 werd het raadhuis aan de achterzijde aanzienlijk uitgebreid ten behoeve van de harmonie. In 1930 volgden aanpassingen in de entreehal alsmede de aanleg van een kelder. In WO II liep het pand enige schade op, waarbij onder meer de met pleisterwerk versierde boogtrommels verloren gingen.

Het pand bevat glas-in-loodvensters van omstreeks 1960 van de hand van de kunstenaar Daan Wildschut.

Omschrijving

Het voormalig GEMEENTEHUIS heeft in de huidige toestand een min of meer L-vormige plattegrond. Het bestaat uit een langgerekt en geknikt gedeelte uit 1890 met een afgeschuinde hoek en smalle iets uit het lood staande partij aan het Lambertusplein. In het verlengde van de linker zijgevel strekt zich achter het pand de lange rechthoekige vleugel uit 1907 uit, die vrijwel volledig aan het zicht onttrokken is door belendende bebouwing. Het blok uit 1890 is twee bouwlagen hoog en wordt afgedekt door twee elkaar snijdende zadeldaken tussen trapgevels en een aangekapt dak over de hoekpartij die met een rijk geornamenteerde topgevel naar de straat gericht is. De schilden zijn met leien in maasdekking belegd. In het voorschild van de voorgevel bevinden zich twee in rijke neorenaissancestijl geornamenteerde dakkapellen, een derde dakkapel in het voorschild van de rechter zijgevel is verdwenen en vervangen door een dakraam. De dakkapellen hebben ramen geflankeerd door pilasters en afgesloten door afgeronde tympanen.

Op de nok van het dak staat een klokkentorentje uit omstreeks 1910 met helmdak. De afwatering vindt plaats via een geprofileerde bakgoot op hardstenen, alternerend kleine en grotere consoles en een in siermetselwerk uitgevoerd gootfries met rechthoekige spaarvelden. De sobere één bouwlaag tellende aanbouw aan de achterzijde is afgedekt door een zadeldak. De gevelindeling ervan is nauwelijks zichtbaar.

De VOORGEVEL bestaat uit de drie representatieve geveldelen van het blok uit 1890 en heeft een doorlopende plint van hardsteen in rusticablokken. Het opgaande metselwerk in kruisverband wordt onderbroken door hardsteen speklagen die zijn voorzien van kussens en diamantkoppen ter plaatse van lisenen en van bovendorpels van vensters en deuren. Voorts zijn cordonlijsten en waterlijsten in hardsteen uitgevoerd evenals onderdelen van trap, balkon en topgevel. In de gevels zijn smeedijzeren sierankers toegepast.

Vensters en deuren worden omgeven door een rondboogvormige omlijsting uitgevoerd in metselwerk, onderbroken door voornoemde hardstenen banden en lijsten, en in de bogen door hardstenen sluit- en aanzetstenen. De boogtrommels zijn thans voorzien van baksteen in visgraatmotief, oorspronkelijk waren deze gevuld met voorstellingen (reliëfs) in sierpleisterwerk, onder meer van componisten. De hoge houten kruisvensters hebben naar binnen openslaande onderramen en gedeelde bovenlichten. De vensters en bovenlichten van deuren zijn gevuld met glas-in-lood dat na WOII is geplaatst. Onder de vensters van de eerste bouwlaag bevindt zich steeds een vensterbank op consoles. De vensters van tweede bouwlaag rusten op een doorlopende waterlijst, met onder elk venster een gekoppeld spaarveld, in siermetselwerk.

De op de straathoek gesitueerde smalle ingangsgevel wordt geflankeerd door uitgemetselde pilasters. De hoofdentree is toegankelijk via een hardstenen bordes, met oorspronkelijk opgaande trappen aan beide zijden, nu nog slechts aan de rechter zijde. De hardstenen trap is voorzien van trappijlers met tentvormige afdekkingen, waarbij die van het bordes kleine bolbekroningen bezitten. De balustrade is van smeed- en gietijzer. In de eerste bouwlaag een dubbele houten deur onder een rondboogvormig bovenlicht. Het glas-in-lood in het bovenlicht is van Daan Wildschut, de deur is vermoedelijk na WOII vernieuwd. Boven de deur een balkon op hardstenen consoles, met een natuurstenen balustrade voorzien van smeed- en gietijzer.

Naar het balkon leiden niet oorspronkelijke dubbele balkondeuren onder een gedeeld bovenlicht. De deur wordt geflankeerd door twee wapens van de graven van Gelre. De topgevel is opgebouwd uit diverse renaissance motieven in een combinatie van baksteen en hardsteen en eindigt in een aediculamotief. De topgevel is voorts versierd met obelisken, klauwstukken met krulwerk en het wapen van Horst.

Rechts van de entreepartij bevindt zich een brede travee die rechts eindigt in een hoekpilaster. In de eerste en tweede bouwlaag bevinden zich vensters zoals beschreven. De gevelpartij links van de entree telt zeven vensterassen in de eerste en tweede bouwlaag voorzien van vensters zoals beschreven, behalve in de middelste as van de eerste bouwlaag waarin zich een tweede entree bevindt ten behoeve van de harmonie.

De RECHTER ZIJGEVEL en LINKER ZIJGEVEL (de beide eindgevels) worden afgesloten door trapgevels. Beide gevels zijn thans tot aan de trapgevels dichtgebouwd door belendende panden.

De gevels zijn door blinde bogen in het metselwerk geleed, en deze geleding is boven de buurpanden nog zichtbaar.

De sobere geknikte ACHTERGEVEL van het raadhuis is door de omringende bebouwing nauwelijks waarneembaar. Op de verdieping bevinden zich enkele vensteropeningen.

De indeling van het INTERIEUR is deels in tact met in de hal een authentieke houten trap met hoofdbalusters en leuning met houten spijlen. Op de begane grond is de voormalige burgemeesterkamer nog in tact. De voormalige raadzaal bevindt zich in het bouwdeel aan de Steenstraat op de verdieping. In het interieur is op onderdelen gemoderniseerd. In de in 1930 gewijzigde entreehal is een grote steen uit 1664 ingemetseld met het wapen van kasteel Ter Horst.

Waardering

Het voormalige GEMEENTEHUIS van Horst heeft architectuurhistorische waarde als goed en gaaf bewaard voorbeeld van een gemeentehuis uit het einde van de negentiende eeuw, gebouwd in neo-Hollandse renaissancestijl. Het pand valt op door esthetische kwaliteiten die onder meer tot uiting komen in de fraaie hoofdvorm waarbij de entreepartij op de hoek is gesitueerd, en de rijke detaillering. Het pand heeft typologische waarde binnen de ontwikkeling van het raadhuis, waarbinnen het een type vertegenwoordigt waar gemeentehuis en harmoniezaal zijn verenigd. Het is als raadhuis onder meer herkenbaar door de toegepaste combinatie van toegangstrap met twee opgangen, balkon en topgevel. De structuur van het pand is bewaard gebleven evenals de karakteristieke trap. Het pand is van belang binnen het oeuvre van de architect Jorna.

Het gemeentehuis heeft situeringswaarde als karakteristiek onderdeel van de kern van Horst, waar het vanwege de bijzondere hoekoplossing, grootte en verschijningsvorm een belangrijke beeldbepalende waarde bezit.

Introduction

Former MUNICIPAL BUILDING built in 1890 to a design by the architect J. Jorna from Roermond in neo-Dutch Renaissance style. Description

The former MUNICIPAL BUILDING currently has a more or less L-shaped plan. It consists of an elongated and bent section from 1890 with a chamfered corner and a narrow, slightly out of plumb section facing Lambertusplein. In the extension of the left side facade, behind the building, the long rectangular wing from 1907 extends, which is virtually completely screened from view by adjacent buildings. The block from 1890 is two storeys high and is topped by two intersecting gabled roofs between stepped gables and a sloped roof over the corner section which is directed towards the street with a richly decorated topped gable. The roof plates are covered with slate in Maas bond. In the front roof plate of the front facade there are two dormer windows ornately decorated in rich Renaissance style, a third dormer window in the front roof plate of the right side facade has disappeared and been replaced by a roof window. The dormer windows have windows flanked by pilasters and closed off by rounded tympana.

On the roof ridge stands a small belfry from around 1910 with a helmet roof. Water drainage takes place via a moulded gutter on ashlar, alternating small and larger corbels and a gutter frieze executed in decorative masonry with rectangular sunk panels. The sober one-storey extension at the rear is topped by a gabled roof. Its facade division is scarcely visible.

The FRONT FACADE consists of the three representative facade sections of the block from 1890 and has a continuous ashlar plinth in rusticated blocks. The ascending masonry in cross bond is interrupted by ashlar bands furnished with cushions and diamond points at the location of pilasters and above the lintels of windows and doors. Furthermore, stringcourses and drip mouldings in ashlar are executed as well as components of the stair, balcony and topped gable. Decorative wrought-iron wall anchors are used in the facades.

Windows and doors are surrounded by a semicircular moulding executed in masonry, interrupted by the aforementioned ashlar bands and mouldings, and in the arches by ashlar voussoirs and springer stones. The archivolts are now furnished with brick in herringbone pattern, originally these were filled with representations (reliefs) in decorative plasterwork, including depictions of composers. The tall wooden cross windows have inward-opening lower sashes and divided fanlights. The windows and fanlights of doors are filled with leaded glass installed after World War II. Below the windows of the first storey there is always a window sill on corbels. The windows of the second storey rest on a continuous drip moulding, with below each window a coupled sunk panel in decorative masonry.

The narrow entrance facade situated on the street corner is flanked by projecting pilasters. The main entrance is accessible via an ashlar flight of steps, originally with ascending stairs on both sides, now only on the right side. The ashlar staircase is furnished with stair newels with tent-shaped cappings, of which those of the flight of steps have small spherical crownings. The balustrade is of wrought and cast iron. On the first storey a double wooden door under a semicircular fanlight. The leaded glass in the fanlight is by Daan Wildschut, the door is presumed to have been renewed after World War II. Above the door a balcony on ashlar corbels, with a natural stone balustrade furnished with wrought and cast iron.

Leading to the balcony are non-original double balcony doors under a divided fanlight. The door is flanked by two coats of arms of the Counts of Gelre. The topped gable is built up from various Renaissance motifs in a combination of brick and ashlar and ends in an aedicula motif. The topped gable is further decorated with obelisks, ornamental brackets with scrollwork and the coat of arms of Horst.

To the right of the entrance section is a wide bay which ends on the right in a corner pilaster. On the first and second storey are windows as described. The facade section to the left of the entrance has seven window axes on the first and second storey fitted with windows as described, except in the middle axis of the first storey where there is a second entrance for the harmonie society.

The RIGHT SIDE FACADE and LEFT SIDE FACADE (the two end gables) are terminated by stepped gables. Both facades are now built up to the stepped gables by adjacent buildings.

The facades are articulated by blind arches in the masonry, and this articulation is still visible above the neighbouring buildings.

The sober angled REAR FACADE of the town hall is scarcely perceptible due to the surrounding buildings. On the upper floor there are some window openings.

The layout of the INTERIOR is partly intact with in the hall an authentic wooden staircase with turned newels and a handrail with wooden balusters. On the ground floor the former mayor's office is still intact. The former council chamber is located in the building section on Steenstraat on the upper floor. In the interior, modernization has been carried out in places. In the entrance hall, modified in 1930, a large stone from 1664 is built in with the coat of arms of Ter Horst castle.

Valuation

The former MUNICIPAL BUILDING of Horst has architectural-historical value as a well-preserved and intact example of a municipal building from the end of the nineteenth century, built in neo-Dutch Renaissance style. The building stands out for aesthetic qualities which are expressed among other things in the fine main form where the entrance section is situated at the corner, and the rich detailing. The building has typological value within the development of the town hall, within which it represents a type where municipal building and harmonie hall are combined. As a town hall it is recognizable among other things through the applied combination of entrance stairs with two entrances, balcony and topped gable. The structure of the building has been preserved as well as the characteristic staircase. The building is important within the oeuvre of architect Jorna.

The municipal building has contextual value as a characteristic component of the centre of Horst, where it possesses an important townscape-defining value on account of the distinctive corner solution, size and appearance.

The municipal building has cultural-historical value as a special expression of administrative development, as a good and still recognizable example of a municipal building; on the basis of these values it represents a matter of general interest.
