Inleiding.

Het KANTOORGEBOUW van de Provinciale Noordbrabantse Electriciteitsmaatschappij (PNEM) is in 1921 gebouwd in Overgangsarchitectuur met Expressionistische elementen naar ontwerp van de architecten K.C. Suyling, Van Teefelen en De Nijs. Het maakt onderdeel uit van het PNEM-complex dat in dezelfde tijd en stijl is gebouwd en wordt omsloten door de Koningsweg, Van Diepenbeeckstraat, Van der Does de Willeboissingel en Van Bréautéstraat. De andere complexonderdelen, van oorsprong bestaande uit een werkplaats, garage en archiefgebouw, vallen buiten de bescherming. Het kantoorgebouw is prominent gelegen aan de Koningsweg, die de belangrijkste noord-zuidas vormt in de wijk Het Zand.

Omschrijving.

Het tweelaags kantoorgebouw is gebouwd op rechthoekig grondplan en heeft een betonnen casco, terwijl de gevels zijn opgetrokken uit machinale baksteen met natuurstenen ornamenten en reliëfs. Het grote, geknikte schildak is belegd met leien. De dakkapellen die aan drie zijden uit de onderste dakschilden steken zijn in 1945 in stijl vergroot. De gevel heeft een symmetrische opbouw en wordt in traveeën gedeeld door gemetselde lisenen. De centrale travee omvat op de begane grond de toegang met de -niet oorspronkelijke- dubbele deur en op de verdieping een gemetselde erker. Boven de dakrand zet deze travee zich voort in een topgevel die een tegeltableau omvat met daarin het bouwjaar "1921". Het oorspronkelijke tegeltableau boven de voordeur met het opschrift "PNEM" is omstreeks 1995 verwijderd. De brede natuurstenen plint is licht geprofileerd en loopt over in de onderdorpels van de vensters. De drie straatgevels zijn voorzien van rijk gedetailleerde reliëfs in de natuurstenen banden tussen de vensters van de begane grond en de eerste verdieping, en in de natuurstenen getrapte strekse ontlastingsbogen boven de vensters van de verdieping. Alle ramen, ook die van de dakkapellen, zijn ca 1995 vervangen en hebben nu kunststof kozijnen, die de oorspronkelijke indeling benaderen. In het interieur zijn kolommen en balken van het geornamenteerde betonnen casco zichtbaar. Op de begane grond en op de eerste verdieping zijn de vloer en lambrizering van de hal voorzien van keramische tegels. In beide hallen zijn nog de loketten met houten kozijnen aanwezig. Op de begane grond zijn zij rijk gedetailleerd en voorzien van glas-in-lood ramen. De vergaderkamer en de werkkamers op de begane grond aan de voorzijde hebben een betimmerde lambrisering, met rijk gedetailleerd houtsnijwerk. De vergaderkamer kent bovendien een bijhorend houten ameublement en betimmerde pilasters. Noordelijk van de entree is het trappenhuis gelegen, bestaande uit natuurstenen treden, een smeedijzeren balustrade in Art Déco-stijl uit 1939 en geglazuurde tegels tegen de wanden. Op de eerste verdieping en op de zolderverdieping is de kamerindeling gewijzigd.

Waardering.

Het kantoorgebouw is van algemeen belang. Het heeft cultuurhistorische waarde als goed voorbeeld van representatieve kantoorbouw in het Interbellum en representeert de groei van de electriciteitsvoorziening in Noord-Brabant. Het heeft architectuurhistorische waarde als exponent van de Overgangsarchitectuur, vanwege de detaillering en de oorspronkelijkheid van het ontwerp en als representant van het oeuvre van de architecten Suyling, Van Teefelen en De Nijs. Het heeft ensemblewaarde vanwege de prominente ligging in de wijk het Zand en als beeldbepalend element in de noord-zuidas van deze wijk. The central bay contains on the ground floor the entrance with the non-original double door and on the first floor a brick oriel. Above the roof edge this bay continues in a gable which contains a tile tableau with the building year "1921". The original tile tableau above the front door inscribed "PNEM" was removed around 1995. The wide natural stone plinth is lightly profiled and transitions into the window sills. The three street façades are furnished with richly detailed reliefs in the natural stone bands between the windows of the ground floor and the first floor, and in the natural stone stepped relieving arches above the windows of the first floor. All windows, including those of the roof dormers, were replaced around 1995 and now have plastic frames, which approximate the original divisions. In the interior, columns and beams of the ornamented concrete frame are visible. On the ground floor and on the first floor, the floor and wainscoting of the hall are fitted with ceramic tiles. In both halls the counters with wooden frames are still present. On the ground floor they are richly detailed and fitted with leaded-glass windows. The meeting room and work rooms on the ground floor at the front have panelled wainscoting with richly detailed woodcarving. The meeting room also has associated wooden furniture and panelled pilasters. North of the entrance is the stairwell, consisting of natural stone steps, a wrought-iron balustrade in Art Deco style from 1939 and glazed tiles against the walls. On the first floor and attic storey the room arrangement has been altered.

Valuation.

The office building is of general importance. It has cultural-historical value as a good example of representative office construction in the Interwar period and represents the growth of electricity provision in North Brabant. It has architectural-historical value as an exponent of Transitional architecture, due to the detailing and originality of the design and as a representative of the work of architects Suyling, Van Teefelen and De Nijs. It has ensemble value due to the prominent location in the district Het Zand and as a defining element in the north-south axis of this district. It has been sufficiently well preserved and is rare as an example of office construction in Transitional architecture.
