The register's description

Inleiding.

De naar het raadhuis van Willemstad leidende Raadhuisstraat telt nog een aantal DIJKWONINGEN uit ca. 1900. Zij liggen aan de zuidzijde van de dijk, nummer 22 is hoekpand. Zij behoren tot het type 'diepe' huizen met de nokrichting loodrecht op de dijk en behoren stilistisch tot het Eclecticisme. De panden grenzen aan elkaar en hebben een kleine achtertuin. Opvallend is de toepassing van kalkzandsteen met rode voeg in de voorgevels. Kalkzandsteen werd allereerst in Duitsland en vanaf 1898 in Nederland toegepast, vooral in gevelmetselwerk. Decoratieve elementen zijn ontleend aan de Art Nouveau. In de loop der tijd zijn wijzigingen aangebracht. De achtergevels van de nrs. 20 en 22 zijn gecementeerd en nr. 18 kreeg een houten bekleding en een breed balkon op houten palen op de verdieping. Nr. 20 heeft de meeste oorspronkelijke ramen behouden. Aan de voorzijde zijn aan alle huizen de balkons, in stijl, vernieuwd en is ook incidenteel dubbele beglazing aangebracht. Alle vensters op de begane grond hebben rolluiken. Inwendig vond aanpassing aan de moderne levensstijl plaats: in nr. 22 vervangt een ijzeren spiltrap het houten trappenhuis; op de hoofdwoonverdieping van de nrs. 18 en 22 zijn de tussenmuren, van nr. 20 de schuifdeuren verwijderd. De indeling van pand nr. 20 en het souterrain van nr. 18 zijn gaaf bewaard gebleven en dienen bij de omschrijving van het inwendige als leidraad.

Omschrijving.

De op rechthoekige plattegrond opgetrokken woonhuizen zijn eenlaags aan de straatzijde, en tweelaags aan de voet van de dijk met een zolderverdieping onder een zadeldak belegd met donkergrijze oud-Hollandse pannen. De zijgevel van het hoekpand in kruisverband IJsselsteen. Aan de dakvoet ligt een lijstgoot op de muur en een schoorsteen. De voorgevels zijn opgetrokken in witte kalkzandsteen met rode voeg boven een gecementeerde voet met lelie- en rozetankers. De drie parallelle zadeldaken zijn aan de straat afgesloten door tuitgevels met getrapte bekroning, die slechts in detail van elkaar verschillen. Frontaal voor de huizen loopt een stoep met de oorspronkelijke bestrating met geelzwarte zeshoekige tegels. De panden hebben identieke drie-assige voorgevels met twee hoge T-vensters met ongedeelde lichten en voordeuren met gekleurde geometrische lichten (nrs. 20, 22). Links naast de voordeur van nummer 18 ligt een tweede deur naar de voormalige 'achterom', die nu voor de helft de entree van nr. 18 is. Dit bestrate en in baksteen overkluisde gangetje gaat in het midden acht treden naar beneden en heeft aan de achterzijde een gemetselde poort, afgesloten met een deur. Voor de ingangen ligt een hardstenen trede op dito blokken, waaronder een kelderraam. Op de verdieping in een boogveld stolpdeuren met zijramen en een balkon met ijzeren balusters. In de topgevels een oculus met ijzeren tuimelraam en sierankers. In de achtergevels liggen oorspronkelijke T-vensters met ongedeelde lichten, nieuwe enkele en samengestelde vensters en op nr. 18 een schuifpui op de verdieping en twee nieuwe vensters op de zolder. De gevels hebben vele decoratieve elementen: rode diamantkoppen ter hoogte van de wisseldorpels en als sluitsteen boven de voordeuren en vensters; Art Nouveau-decoratie in het fries tussen de beide woonlagen; florale zandstenen reliëfs op de schouderstukken en hoekstukken in de trapgevels met op top een obelisk; sierankers in Art Nouveau-stijl; gekleurde geometrische tegelinvullingen in de boogvelden van de balkonkozijnen, terwijl onderlangs deze ramen een tegelfries loopt van gestileerde witte rozetjes tegen rode achtergrond; florale decoratie in de vertikale tegelrand tussen de gevels. Inwendig bestaan de huizen uit souterrain, begane grond, zolderverdieping en vliering. In het trappenhuis verbinden twee vaste trappen met ijzeren stang als leuning de woonlagen.

Naar de lage vliering een luik. In het souterrain ligt aan de achterzijde de keuken met kleine houten schouw bekleed met 'witjes'. In deze ruimte geeft (bij de nrs. 18 en 20) een paneeldeur toegang tot een twee/drie treden hoger gelegen ruimte met getralied venster aan de straatzijde. In deze ruimte ligt een gemetseld en gecementeerd regenwaterreservoir met het kraantje in de keuken. Ernaast en toegankelijk vanuit de gang ligt ter hoogte van de voordeur eveneens twee/drie treden hoger een berging met dito venster. De gangetjes van de nrs. 18 en 20 zijn belegd met dezelfde zeshoekige tegels als de stoep voor het huis. Bij nr. 22 ligt aan de voorzijde een kamer en aan de achterzijde een moderne keuken. Op de hoofdwoonverdieping ligt in alle panden een doorlopende woonruimte met op de nrs. 18 en 20 een open keuken aan de achterzijde. Op de zolderverdieping ligt aan de voorzijde de balkonkamer, die bij nr. 18 onder de dakhelling, doorloopt boven het poortje.

Waardering.

De panden zijn van algemeen belang. Zij bezitten architectuurhistorische waarde wegens de hoogwaardige esthetische kwaliteiten en het bijzondere materiaalgebruik, namelijk kalkzandsteen, een voor de bouwtijd nieuw materiaal dat uiteindelijk in deze vorm weinig is toegepast. De drie panden vormen tezamen een waardevol ensemble binnen het door het Raadhuis visueel en stilistisch gedomineerde en beschermde gebied. De groep is gaaf in de hoofdvorm en delen van het interieur, waarbij nr. 20 als inwendig nagenoeg gaaf object zeldzaamheidswaarde bezit. De groep is van belang wegens architectuurhistorische en materiaalkundige zeldzaamheid.

Introduction.

Description.

The dwellings constructed on a rectangular ground plan are single-storey on the street side, and two-storey at the foot of the dike with an attic storey under a gabled roof covered with dark grey old-Dutch tiles. The side gable of the corner building in cross-bond Ijssel stone. At the roof edge lies a list gutter on the wall and a chimney. The front facades are constructed in white calcium silicate brick with red mortar above a cemented base with lily and rose anchors. The three parallel gabled roofs are closed off at the street by spout gables with stepped coping, which differ only in detail from each other. Frontally in front of the houses runs a pavement with the original paving of yellow-black hexagonal tiles. The buildings have identical three-bay front facades with two tall T-windows with undivided lights and front doors with coloured geometric lights (nos. 20, 22). To the left of the front door of number 18 lies a second door to the former 'back way', which now for half its length is the entrance to no. 18. This paved and brick vaulted small passage descends in the middle eight steps and has at the rear a bricked gateway, closed with a door. Before the entrances lies a sandstone step on ditto blocks, below which a basement window. On the upper floor in an arch field French doors with side windows and a balcony with iron balusters. In the gable ends an oculus with iron tilt window and ornamental anchors. In the rear facades lie original T-windows with undivided lights, new single and composite windows and on no. 18 a sash door unit on the upper floor and two new windows on the attic. The facades have many decorative elements: red diamond heads at the height of the alternating sills and as keystones above the front doors and windows; Art Nouveau decoration in the frieze between the two residential storeys; floral sandstone reliefs on the shoulder pieces and corner pieces in the gable facades with an obelisk on top; ornamental anchors in Art Nouveau style; coloured geometric tile infills in the arch fields of the balcony frames, while below these windows runs a tile frieze of stylized white rosettes against red background; floral decoration in the vertical tile edge between the facades. Internally the buildings consist of basement, ground floor, attic storey and loft. In the stairwell two fixed staircases with iron rod as railing connect the residential floors.

To the low loft a hatch. In the basement at the rear lies the kitchen with small wooden cooking range clad with 'whites'. In this space (at nos. 18 and 20) a panel door gives access to a space situated two/three steps higher with barred window on the street side. In this space lies a brick and cemented rainwater reservoir with the tap in the kitchen. Next to it and accessible from the passage lies at the height of the front door likewise two/three steps higher a storage room with ditto window. The passages of nos. 18 and 20 are covered with the same hexagonal tiles as the pavement in front of the house. At no. 22 there lies at the front a room and at the rear a modern kitchen. On the main residential floor there lies in all buildings a continuous living space with at nos. 18 and 20 an open kitchen at the rear. On the attic floor there lies at the front the balcony room, which at no. 18 extends under the roof slope above the gateway.

Valuation.

The buildings are of general interest. They possess architectural-historical value on account of their high aesthetic qualities and the special use of materials, namely calcium silicate brick, a material new at the time of construction that ultimately was little used in this form. The three buildings together form a valuable ensemble within the area visually and stylistically dominated and protected by the Town Hall. The group is intact in its main form and parts of the interior, with no. 20 as an internally nearly intact object possessing rarity value. The group is of importance on account of architectural-historical and material-science rarity.
