Inleiding
Vrijstaand kantoorgebouw gebouwd in 1939 in opdracht van de Limburgse Land- en Tuinbouw Bond naar een ontwerp van architect ir. Jos Franssen. De toegepaste bouwstijl is traditionalistisch.
Omschrijving
Het KANTOORGEBOUW heeft een L-vormige plattegrond en telt drie bouwlagen afgedekt met zadeldaken en schilddaken met Hollandse pannen. Klokkentorentje en dakkapellen.
Rechthoekige en segmentboogvormige stalen vensters. Vensters met transparant glas-in-lood. Segmentboogvormige en rechthoekige houten deuren.
VLEUGEL EVENWIJDIG AAN STRAATZIJDE In de eerste bouwlaag linkerzijde de hoofdingang met segmentboogvormige kunststof deurkozijnen. Bovenlicht met glas-in-lood met Bijbelse voorstelling. Hoofdingang in een segmentboogvormige natuurstenen omlijsting met aan de bovenzijde een natuursteen gevelsteen met hierin een afbeelding van Christus en de spreuk "Ora et Labora". Aan de rechter- en linkerzijde van de hoofdingang een klein ovaal venster met aanzet- en sluitstenen in natuursteen. Aan de linkerzijde van de hoofdingang drie - en aan de rechterzijde dertien segmentboogvormige stalen vensters met aan de bovenzijde natuurstenen aanzetstenen. Natuurstenen dorpelstenen.
In de tweede en derde bouwlaag rechthoekige vensters met natuurstenen dorpelstenen.
RECHTERZIJGEVEL van de vleugel aan de straatzijde loopt uit in een topgevel met houten beschot. In de eerste bouwlaag drie segmentboogvormige vensters waarvan het middelste venster iets breder is. In de tweede en derde bouwlaag een rechthoekig venster. Aan de voorzijde van deze gevel een trap met toegang naar de kelderruimte. Trap met metalen leuning.
LINKERDEEL VOORGEVEL iets vooruitspringend en uitlopend in een topgevel met houten beschot. In de eerste bouwlaag drie segmentboogvormige vensters en aan de rechterzijde in de oksel met de lange gevel een uitbouw in een bouwlaag met lessenaarsdak. Dit was de vroegere dienstingang. In de rechterzijgevel van deze uitbouw een segmentboogvormige houten deur. In de baksteen omlijsting enkele natuurstenen. Aan de linkerzijde van deze ingang een kleine smeedijzeren armatuur. In de voorgevel van de uitbouw een rond venster. In de voorgevel van het vooruitspringende geveldeel in de eerste bouwlaag drie segmentboogvormige vensters en in de tweede en derde bouwlaag telkens drie rechthoekige vensters.
Het gedeelte van de LINKERZIJGEVEL uit 1939 telt acht venstertraveeën. In het verlengde van deze vleugel en geheel in de zelfde stijl is de vleugel uit 1959 aangebouwd.
Het oudste bouwdeel heeft in de eerste bouwlaag segmentboogvormige vensters en in de tweede en derde bouwlaag rechthoekige vensters. Dak met overstek.
De aangebouwde vleugel uit 1959 telt eveneens acht venstertraveeën en heeft een soortgelijke indeling als de oudere gevels en is voorzien van een souterrain. Kopgevel van de aangebouwde vleugel heeft een breedte van vier venstertraveeën.
In de topgevel een rechthoekig venster. Tegen de kopgevel een metalen brandtrap.
Tegen de achtergevel een uitgebouwd trappenhuis in vier bouwlagen en afgedekt met een geknikt tentdak. In de eerste bouwlaag een dubbele rechthoekige houten deur. Verder in elke gevelzijde in elke bouwlaag een rechthoekig glas-in-lood venster. Aan de rechterzijde van het trappenhuis in het dakvlak een uitgebouwde liftkoker uit 1966. Aan de linkerzijde van het trappenhuis een aanbouw in drie bouwlagen onder doorlopend zadeldak uit 1954.
Vensters achtergevel in alle drie de bouwlagen rechthoekig.
Tegen het linkerdeeel van de achtergevel een metalen brandtrap.
Tevens een bakstenen muur als verbinding met een ouder gebouw.
In deze muur een rondboogvormig poortje.
Van het INTERIEUR is onder meer het volgende van belang.
Centrale hal met segmentbogen; lambriseringen in groen geglazuurde baksteen; trappenhuis met trap met smeedijzeren leuning en houten handlijst en natuurstenen treden; trappenhuisvensters met glas-in-lood met o.a. voorstellingen van de Goddelijke Zaaier en de vier jaargetijden; in de eerste bouwlaag aan het einde van de gang rechts van het trappenhuis een glas-in-lood venster van Eugène Laudy uit 1949; aan de gang links van het trappenhuis twee vergaderzalen met in de bovenlichten van de vensters glas-in-lood van Henk van de Burgt (atelier Den Rooyen te Roermond, 1940) en van Frans Cox (1951): in de voorstellingen worden de twaalf afdelingen van de LLTB gesymboliseerd.
Aan de straatzijde een erfscheiding uit 1941 bestaande uit een lage muur met ezelsrug met hierop een smeedijzeren hekwerk en een poort met twee bakstenen kolommen met hiertussen een smeedijzeren poort met hierin de letters LLTB. Beide kolommen met bolbekroning.
Waardering
Het kantoorgebouw van de Limburgse Land- en Tuinbouw Bond is cultuurhistorisch van belang als bijzondere uitdrukking van een sociaal-economische m.n. landbouwhistorische en typologische ontwikkeling van gebouwen voor katholieke standsorganisaties.
Het pand bezit architectuurhistorische waarden wegens het bijzondere belang voor de bovenreginale geschiedenis van de architectuur, als voorbeeld van het oeuvre van architect ir. Jos Franssen, wegens de esthetische kwaliteiten van het ontwerp en de bijzondere ornamentiek. Het pand bezit ensemblewaarde als onderdeel van het beschermd stadsgezicht Roermond en de situering aan Wilhelminasingel en daarmee van bijzondere betekenis voor het aanzien van de stad. Het pand is tenslotte van algemeen belang wegens de architectonische gaafheid van het exterieur en een deel van het interieur en wegens de cultuurhistorische en typologische zeldzaamheid.

On the right and left sides of the main entrance a small oval window with ashlar stones in natural stone. On the left side of the main entrance three and on the right side thirteen segmental arched steel windows with at the top natural stone ashlar stones. Natural stone threshold stones.

RIGHT SIDE FACADE of the wing on the street frontage terminates in a stepped gable with wooden cladding. On the first storey three segmental arched windows of which the central window is somewhat wider. On the second and third storeys a rectangular window. LEFT PART FRONT FACADE slightly projecting and terminating in a stepped gable with wooden cladding. On the first storey three segmental arched windows and on the right side in the junction with the long façade an outbuilding in one storey with a half-hipped roof. This was the former service entrance. In the right side façade of this outbuilding a segmental arched wooden door. In the brick surround some natural stones. On the left side of this entrance a small wrought iron fitting. In the front façade of the outbuilding a round window. In the front façade of the projecting gable section on the first storey three segmental arched windows and on the second and third storeys three rectangular windows each.
The section of the LEFT SIDE FACADE from 1939 comprises eight window bays. In the extension of this wing and entirely in the same style the wing from 1959 was added.
The oldest building component has on the first storey segmental arched windows and on the second and third storeys rectangular windows. Roof with overhang.

On the left side of the staircase an extension in three storeys under a continuous gabled roof from 1954.

Against the left part of the rear façade a metal fire escape.
Also a brick wall as connection with an older building.
In this wall a round-arched small gateway.
Of the INTERIOR the following is of particular importance.
Central hall with segmental arches; wall panelling in green glazed brick; staircase with stairway with wrought iron railing and wooden handrail and natural stone steps; staircase windows with leaded glass depicting inter alia the Divine Sower and the four seasons; on the first storey at the end of the corridor to the right of the staircase a leaded glass window by Eugène Laudy from 1949; on the corridor to the left of the staircase two meeting rooms with in the fanlights of the windows leaded glass by Henk van de Burgt (atelier Den Rooyen in Roermond, 1940) and by Frans Cox (1951): the depictions symbolize the twelve departments of the LLTB.
On the street side a boundary wall from 1941 consisting of a low wall with a saddle back with thereon wrought iron railings and a gate with two brick columns with between them a wrought iron gate with therein the letters LLTB. Both columns with ball-shaped capitals.
