The register's description

Inleiding

De penitentiaire inrichting gebouwd naar een ontwerp van architect Allard Pierson in 1857-1863. Het gebouw bestaat uit een voorbouw aan de straatzijde waarvan de vormgeving is geïnspireerd op de Engelse Neogotiek. Haaks op de achtergevel van deze voorbouw een T-vormig cellenblok ontworpen in een traditionalistische bouwstijl.

Dit oudste gedeelte is tussen 1857 en 1863 in drie bouwfasen tot stand gekomen. In 1863 is het gebouw als gevangenis in gebruik genomen.

Aansluitend aan de voorbouw (aan de linkerzijde) het huidig entreegebouw daterend uit 1914. De bouwstijl van dit entreegebouw is traditionalistisch met invloed Neorenaissance.

Omschrijving

Penitentiaire inrichting bestaande uit een voorbouw met de oude hoofdtoegang met aan beide zijden een voormalige dienstwoning. Beide dienstwoningen zijn thans verbouwd tot kantoorruimten en de hoofdtoegang is verplaatst naar het entreegebouw geheel links.

Het gebouw heeft een rechthoekige plattegrond. De voorbouw telt twee bouwlagen en wordt afgedekt met een schilddak. Het T-vormige cellenblok telt drie bouwlagen en heeft een zadeldak.

Het entreegebouw aan de linkerzijde telt twee bouwlagen en heeft een plat dak.

Het toegepaste bouwmateriaal is baksteen met natuursteen. De gevels van de voorbouw zijn gepleisterd.

VOORBOUW MET KANTELEN. Symmetrische indeling voorgevel. Hardstenen plint. Eerste en tweede bouwlaag met rechthoekige houten vensters met bovenlichten voorzien van traliewerk. De voorgevel wordt in drieën gedeeld door twee verticale pilasterachtige geveldelen. Aan de onderzijde van de vensters een doorlopende horizontale band stucwerk. Aan de bovenzijde van de vensters een rechthoekige stucwerk omlijsting. Middendeel voorgevel uitlopend in een trapgevel met hierin een achthoekige nis in een hardstenen omlijsting. Dakrand in kantelenvorm. Aan de linker- en rechterzijde van de voorgevel een uitbouw in een bouwlaag met hierin een rechthoekige deur met getralied bovenlicht en een dakrand in kantelenvorm. Deuren met twee hardstenen treden. Zijgevels tellen drie venstertraveeën met zelfde type vensters als voorgevel. Enkele blinde vensters. Dakrand in kantelenvorm. Aan de achtergevel een lage aanbouw die de verbinding vormt met het T-vormige cellenblok.

INTERIEUR. Het voorgebouw is met name inwendig verbouwd waarbij onder andere beide dienstwoningen als kantoorruimten in gebruik zijn genomen. Gang met authentieke natuurstenen vloertegels. Trappenhuis met enkele segmentboogvormige bogen.

Authentieke houten trap met hoofdbaluster en ijzeren spijlen.

T-VORMIG CELLENBLOK ACHTER DE VOORBOUW. Het voorste deel van het cellenblok is gedeeltelijk opgehoogd. In dit bouwdeel segmentboogvormige vensters met traliewerk. In het langwerpige cellenblok rechthoekige stalen vensters met traliewerk.

In het middendeel van de rechterzijgevel een deur naar de luchtplaats: rechthoekige houten deur in een segmentboogvormige hardstenen omlijsting met 14-ruits bovenlicht. Deur en bovenlicht met hardstenen dorpel. Boven de deur in de tweede en derde bouwlaag een klein segmentboogvormig venster.

Kopgevel cellenblok met hoge driedelige trappenhuisvensters met traliewerk. In de topgevel van de kopgevel een rond venster.

INTERIEUR. Structuur van het interieur is in tact. Van het interieur is onder meer het volgende van belang. Rode en grijze vloertegels. Op de begane grond en de beide galerijen cellenblokken. Galerijen met gietijzeren trappen en leuningen.

Trappen rusten op ranke gietijzeren kolommen.

Zolders met authentieke kapconstructies en spanten.

ENTREEGEBOUW. Het huidig entreegebouw voor de penitentiaire inrichting werd gebouwd als Archiefgebouw in 1914. Rechthoekige houten vensters met natuurstenen dorpelstenen. Speklagen in natuursteen in de voorgevel.

Voorgevel met in de eerste bouwlaag twee vensters en een deur.

Rondboogvormige houten deur met aan de bovenzijde een schouderboogvormige hardstenen omlijsting. Hoge tweedelige achtruits bovenlichten in de eerste bouwlaag. Bovenlichten met natuurstenen middenstijl en aanzetstenen. Aan de bovenzijde van de bovenlichten segmentboogvormig vulstuk met hierin decoratief metselwerk. In de tweede bouwlaag drie vensters met tweedelige hoge bovenlichten met natuurstenen middenstijl. Bovenzijde bovenlichten tweede bouwlaag in een schouderboogvormige natuurstenen omlijsting met decoratief metselwerk in de vulstukken. Middendeel voorgevel uitlopend in een iets doorlopend segmentboogvormig geveldeel met hierin in natuursteen een opengeslagen wetboek, met het jaartal 1914. Dakrand met een hardstenen afdeklaag. Zij- en achtergevels ingebouwd.

Waardering

De penitentiaire inrichting bestaande uit een voorbouw, een cellenblok en een entreegebouw bezit cultuurhistorische waarde als bijzondere uitdrukking van een technische en typologische ontwikkeling binnen de architectuur van penitentiaire inrichtingen in het derde kwart van de 19de eeuw. Het gebouw is een vroeg voorbeeld van het cellulaire stelsel in penitentiaire inrichtingen in Nederland. Architectuurhistorische waarden ontleent het gebouw aan het bijzondere belang van het object voor de geschiedenis van de gevangenisbouw; voor het oeuvre van architect Pierson; wegens de architectonische kwaliteiten van het ontwerp, de bijzondere ornamentiek en de samenhang tussen ex- en interieur.

Ensemblewaarde ontleent het gebouw aan de situering in dit deel van Roermond en daarmee van belang voor het aanzien van de stad.

Het gebouw is van algemeen belang wegens de architectonische gaafheid van ex- en interieur en de architectuurhistorische, typologische en functionele zeldzaamheid.

FRONT WING WITH CRENELLATIONS. Symmetrical arrangement of front facade. Ashlar plinth. First and second storeys with rectangular wooden windows with fanlights fitted with grilles. The front facade is divided into three parts by two vertical pilaster-like facade sections. Beneath the windows a continuous horizontal band of stucco. Above the windows a rectangular stucco framing. Central section of front facade culminating in a stepped gable with an octagonal niche therein in an ashlar framing. Roof edge in crenellated form. On the left and right sides of the front facade an outbuilding of one storey with a rectangular door therein with a grilled fanlight and a roof edge in crenellated form. Doors with two ashlar steps. Side facades count three window bays with the same type of windows as front facade. Some blind windows. Roof edge in crenellated form. On the rear facade a low extension which forms the connection with the T-shaped cell block.

INTERIOR. The front building has been substantially altered internally, including both service dwellings now being used as office spaces. Corridor with authentic natural stone floor tiles. Stairwell with some segmental arched vaults.

T-SHAPED CELL BLOCK BEHIND THE FRONT WING. The front part of the cell block is partially raised. In this building section segmental arched windows with grilles. In the elongated cell block rectangular steel windows with grilles.

In the middle section of the right side facade a door to the exercise yard: rectangular wooden door in a segmental arched ashlar framing with 14-pane fanlight. Door and fanlight with ashlar threshold. Above the door in the second and third storeys a small segmental arched window.

INTERIOR. The structure of the interior is intact. Of the interior the following is of particular importance. Red and grey floor tiles. On the ground floor and both galleries of the cell blocks. Galleries with cast iron stairs and railings.

Stairs rest on slender cast iron columns.

Attics with authentic roof truss structures and rafters.

ENTRANCE BUILDING. The current entrance building for the penitentiary institution was built as an Archive building in 1914. Rectangular wooden windows with natural stone threshold stones. Bands of ashlar stone in the front facade.

Round-arched wooden door with a shouldered-arched ashlar framing at the top. Tall two-part sixteen-pane fanlights in the first storey. Fanlights with natural stone mullion and corner stones. Above the fanlights a segmental arched filling piece with decorative masonry therein. In the second storey three windows with two-part tall fanlights with natural stone mullion. Top of fanlights second storey in a shouldered-arched natural stone framing with decorative masonry in the filling pieces. Central section of front facade culminating in a slightly protruding segmental arched facade section with therein in natural stone an open law book, with the year 1914. Roof edge with a natural stone coping. Side and rear facades built in.

Valuation

The penitentiary institution consisting of a front wing, a cell block and an entrance building possesses cultural-historical value as a distinctive expression of technical and typological development within the architecture of penitentiary institutions in the third quarter of the 19th century. The building is an early example of the cellular system in penitentiary institutions in the Netherlands. The building derives architectural-historical values from the distinctive significance of the object for the history of prison building; for the oeuvre of architect Pierson; due to the architectural qualities of the design, the distinctive ornamentation and the coherence between exterior and interior.

The building derives ensemble value from its setting in this part of Roermond and is thereby of significance for the appearance of the city.
