The register's description

Inleiding

STADHUIS, 1912-1913, gebouwd in Neo-Renaissance stijl naar ontwerp van C.J. Duykers, gemeente-architect van Kerkrade.

In 1934 aanbouw van rechthoekig volume aan achtergevel, breder dan oorspronkelijke raadhuis. Deze aanbouw sluit aan op winkelbebouwing aan rechterzijde stadhuis. Het ontwerp voor deze aanbouw is eveneens van architect C.J. Duykers. Het interieur is in 1961 en 1962 geheel verbouwd.

Omschrijving

Vrijstaand stadhuis met rechthoekige plattegrond. Het pand heeft een souterrain en twee bouwlagen onder schilddak met leien in maasdekking. Geprofileerde dakgoot op consoles. Dakkapellen met spitse leien dakjes en nokpion. Achtzijdig klokkentorentje met drie dubbele ui-vormige bekroningen en windvaan in koper. Gevels in rode baksteen, metselwerk in kruisverband. Natuursteen plint, dorpels en lateien.

Symmetrische voorgevel met middenrisaliet van drie traveeën met in tweede laag corintische pilasters. Risaliet eindigt in trapgevel met klauwstukken, gemeentewapen in nis, fronton en leeuw als bekroning. Centrale hoofdentree met aan weerszijden een pilaster en bekroond met hardsteen fronton met hierin SPQK en Anno 1912. Een rechthoekige houten deur met rondboogvormig bovenlicht met verticale roedeverdeling. Entree bereikbaar via tweezijdig opgaande toegangstrap met hardstenen balustrade met verzwaarde hoekpunten, waarop stenen vazen. Tweede ingang onder bordes met rondboogdeur van omstreeks 1962. Rondboogvensters in souterrain met rechthoekige houten kozijnen, hebben sluitstenen met leeuwenkop. In eerste bouwlaag rondvormige vensters met roedeverdeling op consoles, in tweede laag segmentvormige kozijnen, eenvoudige consoles. In risaliet vensters zonder roedes van omstreeks 1962. Decoratief metselwerk in de vulstukken, sluitstenen in de vorm van hoofden. Geveldelen aan weerszijden risaliet twee vensters breed. Horizontale geleding d.m.v. plintaccentuering, cordonlijsten, verspringende dakgoot-kroonlijst op consoles. Zijgevels met kleinere trap-topgevels met nokpionnen. In rechterzijgevel zes rondboog vensteromlijstingen in souterraingedeelte, waarvan enkele blind en enkele met houten luik. In eerste bouwlaag rechthoekige vensters waarvan één blind met rondboogvormige vulstukken met aanzet en sluitstenen. In tweede laag rechthoekige vensters met segmentboogvormige vulstukken, waarvan één blind. Boven tweede travee een topgevelachtige dakkapel met omlijsting, speklagen en consoles.

Aanbouw breder dan het oorspronkelijk stadhuis. In drie bouwlagen met schilddak, smalle stalen vensters gegroepeerd per vier traveeën. Betonlateien. In voorgevel rechterdeel van aanbouw vier venstertraveeën breed, vensters eerste en tweede laag met roedes en derde laag met glas-in-lood. Rechterzijgevel van aanbouw blind en sluit aan op winkelbebouwing. Achtergevel in midden drie traveeën met in derde laag een loggia, links gevel uitspringend met acht traveeën, tweede laag met roedes en derde laag negen traveeën met glas-in-lood. Rechts van loggia eveneens acht traveeën, alleen in derde laag negen traveeën en roedes.

Linkerzijgevel is twaalf traveeën breed, in derde laag acht traveeën. Linkervoorgevel van aanbouw is twee venstertraveeën breed, betonluifel boven entree. Vensters in derde bouwlaag met roedeverdeling. In linkerzijgevel oorspronkelijke stadhuis vijf vensters in souterrain, waarvan één blind. In eerste bouwlaag drie grote vensters waarvan een blind en twee kleine, blinde vensters. In tweede bouwlaag vijf blinde vensters en een topgevel/dakkapel.

Interieur: enkel in de raadzaal, negen glas-in-lood vensters in de achter/zuidgevel van de uitbouw uit 1934, van F.G. Nols uit 1954, en vier glas-in-lood vensters eveneens van F.G. Nols in de frontgevel van stadhuis (uitbouwgedeelte rechts). Deze glas-in-lood vensters zijn vooralsnog op grond van de ouderdom uitgesloten van bescherming. Zolder met houten kapconstructie, beschoten, tweede kleinere zolder met torenconstructie van klokkentorentje.

Waardering

Het stadhuis van Kerkrade is van cultuurhistorische waarde als bijzondere uitdrukking van een bestuurlijke en typologische ontwikkeling. Het stadhuis bezit architectuurhistorische waarde als voorbeeld van het oeuvre van stadsarchitect C.J. Duykers, vanwege de toegepaste bouwstijl en de ornamentiek. Ensemblewaarde ontleent het raadhuis aan zijn situering aan de Markt en daarmee van bijzondere betekenis voor het aanzien van Kerkrade. Het voormalige stadhuis is tenslotte van algemeen belang op grond van de grote mate van architectonische gaafheid van het exterieur en de typologische en architectuurhistorische zeldzaamheid.

Description

Detached town hall with rectangular floor plan. The building has a basement and two storeys under a hipped roof with slate in Dutch bond. Moulded gutter with corbels. Roof dormers with pitched slate roofs and roof cresting. Octagonal bell tower with three double onion-shaped finials and copper weathervane. Facades in red brick, masonry in Flemish bond. Natural stone plinth, lintels and jambs.

Symmetrical front facade with central risalit of three bays with Corinthian pilasters in the second storey. Risalit terminates in a stepped gable with claw stones, municipal coat of arms in niche, pediment and lion as finial. Central main entrance with pilaster on either side and crowned with a hard stone pediment containing SPQK and Anno 1912. A rectangular wooden door with rounded arched fanlight with vertical glazing bars. Entrance accessible via two-sided ascending entrance stair with hard stone balustrade with reinforced corner points, upon which stone urns. Second entrance under portico with rounded arched door from approximately 1962. Rounded arch windows in basement with rectangular wooden frames, with keystones featuring lion heads. In first storey round windows with glazing bars on corbels, in second storey segmental frames, simple corbels. In risalit windows without glazing bars from approximately 1962. Decorative masonry in the spandrels, keystones in the form of heads. Facade sections on either side of risalit two windows wide. Horizontal articulation by means of plinth emphasis, string courses, recessed eaves cornice with corbels. Side facades with smaller stepped-topped gables with roof cresting. In right side facade six rounded arch window surrounds in basement section, some blind and some with wooden shutters. In first storey rectangular windows, one blind with rounded arched spandrels with springing and keystones. In second storey rectangular windows with segmental arched spandrels, one blind. Above the second bay a gable-like roof dormer with moulding, string courses and corbels.

Extension wider than the original town hall. In three storeys with hipped roof, narrow steel windows grouped per four bays. Concrete lintels. In front facade right section of extension four window bays wide, windows first and second storey with glazing bars and third storey with leaded glass. Right side facade of extension blank and connects to retail buildings. Rear facade in centre three bays with in third storey a loggia, left facade projecting with eight bays, second storey with glazing bars and third storey nine bays with leaded glass. Right of loggia likewise eight bays, only in third storey nine bays and glazing bars.

Left side facade is twelve bays wide, in third storey eight bays. Left front facade of extension is two window bays wide, concrete canopy above entrance. Windows in third storey with glazing bars. In left side facade of original town hall five windows in basement, one blind. In first storey three large windows, one blind and two small blind windows. In second storey five blind windows and a stepped gable/roof dormer.

Interior: only in the council chamber, nine leaded glass windows in the rear/south facade of the 1934 extension, by F.G. Nols from 1954, and four leaded glass windows also by F.G. Nols in the front facade of town hall (extension section right). These leaded glass windows are for the time being excluded from protection on grounds of age. Attic with wooden roof truss structure, boarded, second smaller attic with tower construction of the bell tower.

Valuation

The town hall of Kerkrade is of cultural historical value as a particular expression of an administrative and typological development. The town hall possesses architectural historical value as an example of the oeuvre of city architect C.J. Duykers, by virtue of the applied building style and ornamentation. The town hall derives ensemble value from its location at the Markt and thus is of particular significance for the appearance of Kerkrade. The former town hall is finally of general importance on the grounds of the high degree of architectural integrity of the exterior and the typological and architectural historical rarity.
