Inleiding
Kampen bezat in de vorige eeuw twee weeshuizen: het Grootburgerweeshuis en het BURGERWEESHUIS dat in 1889-1891 in Eclectische stijl met overwegend Renaissance elementen gebouwd is naar ontwerpen van W. en F.C. Koch. Dit gebouw kwam op de plek van het Armenweeshuis te staan, waarvan een toegangspoortje uit 1627 aanwezig is gebleven naast het Burgerweeshuis (mon.nr. 23283).Het geheel staat op een straathoek aan de oude stadsgracht net buiten het oude centrum. Aan de linkerachterzijde (Z), aan het Bregittenplein, is nog een bouwdeel opgenomen in de bescherming; dit deel is een restant van de in 1903 gebouwde Bank van Leening, tevens achteringang van het Burgerweeshuis. Waarschijnlijk is in de jaren 1910/1920 aan de achterzijde van het Burgerweeshuis een verdieping toegevoegd; zo ook de ijzeren balkons en brandtrappen tegen de achtergevel en wellicht de veranda-overkapping. Op het achterterrein staan enkele kleine bijgebouwen. Deze hebben geen monumentale waarde en vallen buiten de bescherming. Hetzelfde geldt voor een groter gebouw op het terrein dat via een modern tussenlid is verbonden met de hoofdmassa.
Omschrijving
Het BURGERWEESHUIS uit 1889-91 is een pand in twee bouwlagen, opgetrokken op een min of meer U-vormige plattegrond, in rode machinale baksteen onder een samengesteld met leien gedekt dak. In de dakschilden aan de voorzijde staan smalle dakkapellen met spitsvormig dak en smeedijzeren bekroning.
Symmetrische voorgevel (NO) met drie hogere risalieten eindigend in schoudergevels met natuurstenen schouderstukken onder steekkappen. In de gevel meerruits vensters onder korfbogen met baksteendecoraties in de boogtrommels. De gevels zijn horizontaal geleed door gepleisterde banden, onder de vensters is een waterlijst aangebracht.
In het middenrisaliet is de met natuursteen omlijste entree geplaatst met op de verdieping een venster. In de geveltop bevindt zich een kleiner venster. De hoekrisalieten bevatten drie vensters op de begane grond en op de verdieping, in de geveltop een venster geflankeerd door twee kleinere vensters.
In de terugliggende delen drie vensters op de begane grond en de verdieping. In de linkerzijgevel (ZO) op de begane grond en de verdieping een rondboogvormige nis en muurankers. Tegen deze gevel een gietijzeren brandtrap, steunend op gietijzeren kolommen, vergelijkbaar met die van de veranda.
Het INTERIEUR bevat onder andere een originele monumentale houten trap.
Het restant van de ACHTERINGANG uit 1903 bestaat uit een bakstenen gevel met smeedijzeren muurankers en onregelmatig getrapt oplopend tot enkele kantelen die afgedekt worden door zandstenen dekplaten. Links en rechts in de gevel iets naar voren springende entreepartijen, bestaande uit rondboogdeuren gevat in in verblendstenen trapgeveltjes, ook met zandstenen afdekplaten. Centraal bevinden zich trapsgewijs oplopende venstertjes (traplichten).

Voormalig weeshuis van algemeen cultuur- en architectuurhistorisch belang:

Introduction
Kampen possessed two orphanages in the previous century: the Grootburgerweeshuis and the BURGERWEESHUIS which was built in 1889-1891 in Eclectic style with predominantly Renaissance elements after designs by W. and F.C. Koch. This building was erected on the site of the Armenweeshuis, of which an access gate from 1627 has been preserved alongside the Burgerweeshuis (mon.nr. 23283). The whole stands on a street corner on the old city moat just outside the old centre. On the left rear side (S), on the Bregittenplein, another building component is included in the protection; this part is a remnant of the Bank van Leening built in 1903, also serving as rear entrance to the Burgerweeshuis. A floor was probably added to the rear of the Burgerweeshuis in the 1910s/1920s; as well as the iron balconies and fire escapes against the rear facade and possibly the veranda canopy. On the rear grounds there are several small outbuildings. These have no monumental value and fall outside the protection. Description
The BURGERWEESHUIS from 1889-91 is a property in two storeys, built on a roughly U-shaped ground plan, in red machine-made brick under a roof covered with a composite of slate tiles. In the roof pitches at the front are narrow roof dormers with pointed roof and wrought-iron cresting.
Symmetrical front facade (NE) with three taller risalits ending in shoulder gables with natural stone shoulder pieces under roof slates. In the facade multi-light windows under corbel arches with brick decorations in the arch drums. The facades are divided horizontally by plastered bands, below the windows a drip moulding is provided.
In the central risalit is placed the entrance framed in natural stone with on the first floor a window. In the gable top is a smaller window. The corner risalits contain three windows on the ground floor and on the first floor, in the gable top a window flanked by two smaller windows.
In the recessed parts three windows on the ground floor and first floor. In the left side facade (SE) on the ground floor and first floor a segmental arch niche and ornamental wall anchors. The left facade section is set back and has at the level of the plinth buttresses, narrow windows on the ground floor, a large multi-light window on the first floor and three narrow windows below the roof line.
On the rear side a veranda under a lean-to roof supported on cast-iron columns with bases and simple capitals with decorative braces in between. The raised north-eastern rear facade is terminated by a substantial overhang; on all floors multi-light windows and matching doors. Against this facade a cast-iron fire escape, supported on cast-iron columns, comparable to that of the veranda.
The INTERIOR contains among other things an original monumental wooden staircase.
The remnant of the REAR ENTRANCE from 1903 consists of a brick facade with wrought-iron ornamental wall anchors and irregularly stepped rising to several crenellations that are capped with sandstone cover plates. Left and right in the facade slightly projecting entrance sections, consisting of segmental arch doors set in verblendstenen stepped gables, also with sandstone cover plates. Centrally are step-wise rising small windows (staircase lights).
