Inleiding
In oorsprong als HUIS VAN BEWARING EN KANTONGERECHT gesticht bouwwerk in 1860-61 uitgevoerd door aannemer J.P.C. Swijser naar het door A.C. Pierson ontwikkelde standaardmodel, doch van 1878 tot 1994 fungerend als post- en telegraaf kantoor.
De typologie en de vormgeving in Eclectische stijl met rondbogen, de zogenaamde `rondbogenstijl', is karakteristiek voor overheidsgebouwen uit die periode. De eenlaagse zuidvleugel dateert uit omstreeks 1928. In 1939 is het pand aan de achterzijde uitgebreid en in 1994 heeft het, na een grondige interne verbouwing, bestemming van woon- en praktijkruimte gekregen.
Het voormalige Kantongerecht annex Huis van Bewaring staat in de oostwand van de Voorstraat in de dorpskern van Noordwijk-Binnen, binnen het van rijkswege beschermde dorpsgezicht.
Omschrijving
In hoofdopzet symmetrisch pand waarvan het middendeel twee bouwlagen telt onder een schilddak met gesmoorde Hollandse pannen. De flankerende éénlaagse aanbouwen hebben een plat dak met iets overstekende houten gootlijst op klampen. De voor- en zijgevels van het totale bouwvolume worden horizontaal geleed door een gepleisterde plint, een water- en cordonlijst. Tussen de bouwlagen en onder de gootlijst friezen van decoratief metselwerk.
Aan de Voorstraat (west) is de symmetrische gevel van het vijf traveeën brede middendeel uitgevoerd met gepleisterde hoekpilasters en middenrisaliet onder puntgevel. In de middenrisaliet een paneeldeur onder getoogd bovenlicht. Op de begane grond overwegend getoogde zesruits vensters, op de verdieping zesruits vensters met tweeruits bovenlichten onder rondbogen. De rondboogvensters worden geaccentueerd door een gepleisterde lijst. In de zijgevels van de verdieping spaarvelden onder rondbogen.
In de voorgevel (west) van de lage noordvleugel twee zesruits vensters, in de zijgevel (noord) afwisselend drie getoogde zesruits vensters en twee kleinere tweeruits vensters. De zuidvleugel heeft een entreepartij met paneeldeur onder bovenlicht en twee zesruits vensters in de voorgevel.
Waardering
Het voormalig Kantongerecht en Huis van Bewaring van Noordwijk uit 1860-61 is van algemeen belang wegens cultuur- en architectuurhistorische waarde als representatief voorbeeld van het door de ingenieur A.C. Pierson voor Justitie ontwikkelde standaardontwerp, de specifieke typologie en Eclectische vormgeving met rondbogen, kenmerkend voor overheidsgebouwen uit omstreeks 1860. Het pand is in hoofdvorm, materiaalgebruik en detaillering redelijk herkenbaar en gaaf bewaard gebleven.

Description
Basically symmetrical building of which the central section has two storeys under a hipped roof with pantiles. The flanking one-storey extensions have a flat roof with slightly projecting wooden gutter line on cleats. The front and side facades of the total building volume are articulated horizontally by a plastered plinth, a drip and cordon line. Between the storeys and below the gutter line friezes of decorative brickwork.
On the Voorstraat (west) the symmetrical facade of the five-bay wide central section is executed with plastered corner pilasters and central risalit under a pointed gable. In the central risalit a panelled door under an arched fanlight. On the ground floor predominantly arched six-pane windows, on the first floor six-pane windows with two-pane fanlights under round arches. The round-arch windows are accentuated by a plastered moulding. In the side facades of the first floor spandrels under round arches.
In the front facade (west) of the low north wing two six-pane windows, in the side facade (north) alternately three arched six-pane windows and two smaller two-pane windows. The south wing has an entrance section with a panelled door under a fanlight and two six-pane windows in the front facade.
Valuation
The former Cantonal Court and House of Detention of Noordwijk from 1860-61 is of general importance for its cultural and architectural-historical value as a representative example of the standard design developed by engineer A.C. Pierson for the Ministry of Justice, the specific typology and Eclectic design with rounded arches, characteristic of government buildings from around 1860. The building has been preserved in reasonably recognisable and intact condition in its main form, material use and detailing.
