Inleiding

RAADHUIS naar ontwerp van A.J. Kropholler in 1941 in Delftse School-stijl gebouwd.

Omschrijving

Op vierkante plattegrond opgetrokken blokvormig gebouw, bestaande uit twee bouwlagen op souterrain, onder met Noorse leien in Maasdekking gedekt hoog opgaand schilddak met zeeg. Het dak heeft een hardstenen gootlijst op klampen, een hoog opgemetselde schoorsteen en twee pironnen op de nok. Gevels opgetrokken in rode handvormsteen en horizontaal geleed door hardstenen waterlijsten. Rechtgesloten vensters onder strekken met houten kozijnen, roedeverdeling en bakstenen waterdorpels. Vensters op de verdieping onder rondbogen, met hardstenen wisseldorpels. Bogen in- en exterieur voorzien van hardstenen aanzetstenen. Sommigen hebben tevens hardstenen boog- en sluitstenen. Symmetrische voorgevel (zuid-oost) met in het midden de verhoogd gelegen hoofdingang, te bereiken via een portaal. Erboven een balkon. Aan weerszijden van de ingang drie vensterassen. Vierkant, door een tongewelf overwelfd portaal met aan drie zijden rondbogen en twee overhoeks geplaatste bakstenen steunberen, die op het balkon bekroond worden door hardstenen heraldische leeuwen met de wapens van het rijk en de provincie. Een hardstenen trap leidt naar de hoofdingang, die bestaat uit een openslaande, zware teakhouten deur met zware, gesmede gehengen, onder segmentboog. Elke deur heeft een raam in kruisvorm met daarvoor een kruisvormig gesmede tralie. De toegang tot het balkon bestaat uit een openslaande deur met vierruitsbovenlicht onder rondboog. Boven de deur is een rechthoekige, wit geglazuurde plaat aangebracht met het jaartal 1940 en in het midden het in geglazuurde steen uitgevoerde wapen van Leidschendam, tussen de kleinere wapens van Veur en Stompwijk. Het balkon heeft een opengewerkte borstwering, afgedekt door een natuurstenen plaat. Aan weerszijden van de middenpartij meerruits-glas-in-lood-vensters; op de bel- étage met openslaande delen en op de verdieping met gebrandschilderd bovenlicht. Vlak naast de middenpartij aan elke kant op de bel étage en op de verdieping een smal venster. In het souterrain, links een venster en rechts een rooster. In het midden op het dak een halfronde houten dakkapel met rond vierruitsvenster. Zijgevel (zuidwest) met links de uitbreiding uit 1961. Op souterrainniveau vijf vensters. De vier vensters op de bel étage en de verdieping zijn identiek aan die op dezelfde verdieping in de voorgevel. Links, boven het dak van de uitbreiding,een zesruits-glas-in-lood-venster. Zijgevel (noordoost) met rechts de aanbouw uit 1978. Het souterrain heeft links een rondboogvormige deur onder rondboog met daarnaast vier vensters. De bel étage is voorzien van zes vensters en de verdieping van vier. Aan beide zijgevels is ter hoogte van de bel étage, tegen de hoek met de voorgevel, een lantaarn aangebracht. De achtergevel (noordwest) is rechts en links tot aan de verdieping gewijzigd door de uitbreiding uit 1978. Het souterrain heeft zeven vensters, met links daarvan een rond en rechts een klein rechthoekig venstertje. De bel étage is voorzien van een venster met rechts daarnaast vier glas-in-lood-vensters. In het midden op de verdieping de acht glas-in-loodvensters die het trappenhuis verlichten. Links en rechts van deze traplichten zijn twee vensters aangebracht. In het midden op het dak een driehoekige dakkapel. Interieur: de van rondbogen voorziene centraal gelegen hal en trappenhuis zijn opgetrokken in rode baksteen met een lambrisering van blauwgroen geglazuurde baksteen. De vloer van de hal bestaat uit platen comblanchien. In de hal geven zware, houten rondboogvormige en rechtgesloten deuren toegang tot o.a. de burgemeesterskamer en de secretarie. Bordestrap met hardstenen treden en dekplaat op de opengewerkte leuning. Op deze leuning ter hoogte van het bordes een zandstenen hond, als symbool van trouw. Het trappenhuis wordt verlicht door acht gebrandschilderde vensters, met in de onderste twee voorstellingen van Venus, Mars, Mercurius en Jupiter en in de bovenste zes de twaalf tekens van de dierenriem. In de linkerwand van het trappenhuis een tegeltableau met een leeuw met pijlenbundel, als symbool van eendracht. Boven de leeuw de tekst "Con cordia res parvae crescunt" ("Eendracht maakt macht"). In de rechterwand een zelfde tableau met een haan en "Vigilate deo confidentes" ("Waakt en vertrouwt op God"). Het trappenhuis is voorzien van een balkenplafond. Op de vloer van verdieping en trapbordes ligt een patroon van achtkantige handgevormde tegels in de kleuren rood, zwart en geel. De deur op het bordes geeft toegang tot de gang, waarin vier glas-in-lood-vensters met symbolische voorstellingen van de vier jaargetijden. Toegang tot de raadzaal via openslaande deuren onder rondboog, met in het boogfries een tegeltableau waarop een roos en "Salus publica suprema lex esto" ("Het algemeen belang zij de hoogste wet"). De raadszaal heeft een door middel van rondbogen op hardstenen zuilen afgescheiden publieke tribune. Wanden opgetrokken in geel-rode steen boven een teakhouten lambrisering. Plafond uitgevoerd in Oregon-hout en een vloer van eiken. Tussen de vensters zijn wapens aangebracht van Zuid-Holland, de waterschappen Delfland en Rijnland. Boven de ingang een tegeltableau met twee herten. In de achterwand van de publieke tribune zijn de wapens van Veur, Stompwijk en Leidschendam aangebracht.

Waardering

Het raadhuis is van algemeen belang vanwege de cultuurhistorische waarde als eerste raadhuis van de gemeente Leidschendam en vanwege de herkenbare typologie als uitdrukking van de bestuurlijke ontwikkeling in Nederland op lokaal niveau. Het raadhuis is tevens van algemeen belang vanwege de architectuurhistorische waarde als voorbeeld van een gebouw in de stijl van de Delftse school en als gaaf en representatief voorbeeld uit het raadhuis-oeuvre van de architect A.J. Kropholler en vanwege de hoge mate van gaafheid in hoofdvorm, detaillering en materiaalgebruik van zowel het in- als het exterieur. Het raadhuis heeft stedebouwkundige waarde vanwege de beeldbepalende situering langs de Koningin Wilhelminalaan en aan het eind van de Raadhuislaan en vanwege de ruimtelijke relatie met de omringende groenaanleg.

A block-shaped building erected on a square ground plan, consisting of two storeys on a basement, covered with a steeply pitched hipped roof with sag, clad with Norwegian slate in Maas coverage. The roof has a sandstone gutter moulding on brackets, a high corbelled chimney stack and two roof finials on the ridge. Facades erected in red handmade brick and horizontally articulated by sandstone drip mouldings. Close-jointed windows in stretches with wooden frames, glazing bars and brick lug tiles. Windows on the floor above under semicircles, with sandstone lug tiles. Arches provided on interior and exterior with sandstone springer stones. Some also have sandstone arch and keystone. Symmetrical front facade (south-east) with the raised main entrance in the centre, accessible via a portico. Above it a balcony. On either side of the entrance three window bays. A square portico, vaulted by a barrel vault, with semicircular arches on three sides and two brick buttresses positioned diagonally across from one another, which on the balcony are crowned by sandstone heraldic lions with the coats of arms of the state and the province. A sandstone stair leads to the main entrance, which consists of a hinged heavy teak door with heavy wrought hinges, under a segmental arch. Each door has a cross-shaped window with a cross-shaped wrought-iron grille in front of it. Access to the balcony consists of a hinged door with four-light fanlight under a semicircular arch. In the left wall of the staircase a tile panel with a lion with a bundle of arrows, as a symbol of unity. Above the lion the text "Con cordia res parvae crescunt" ("Harmony makes small things grow"). In the right wall an identical panel with a rooster and "Vigilate deo confidentes" ("Watch and trust in God"). The staircase is provided with a beam ceiling. On the floor of the floor above and landing lies a pattern of octagonal hand-formed tiles in the colours red, black and yellow. The door on the landing provides access to the corridor, in which four stained-glass windows with symbolic depictions of the four seasons. Access to the council chamber via hinged doors under a semicircular arch, with in the arch frieze a tile panel on which a rose and "Salus publica suprema lex esto" ("Public welfare shall be the supreme law"). The council chamber has a public gallery separated by means of semicircular arches on sandstone columns. Walls erected in yellow-red stone above a teak wainscot. Ceiling executed in Oregon wood and a floor of oak. Between the windows the coats of arms of South Holland, the water boards Delfland and Rijnland have been placed. Above the entrance a tile panel with two deer. In the rear wall of the public gallery the coats of arms of Veur, Stompwijk and Leidschendam have been placed.

Valuation

The town hall is of general interest because of its cultural-historical value as the first town hall of the municipality of Leidschendam and because of the recognisable typology as an expression of administrative development in the Netherlands at local level. The town hall is also of general interest because of its architectural-historical value as an example of a building in the style of the Delft school and as an intact and representative example from the town hall oeuvre of the architect A.J. Kropholler and because of the high degree of integrity in the main form, detailing and material use of both the interior and exterior. The town hall has urban design value because of its distinctive situation along the Koningin Wilhelminalaan and at the end of the Raadhuislaan and because of the spatial relationship with the surrounding landscaping.
