Inleiding
RAADHUIS, gebouwd in 1940 naar een ontwerp van architect A.J. Kropholler op de plaats van het oude zeventiende-eeuwse raadhuis.
Het raadhuis is gelegen in het verlengde van de Nieuwstraat, waardoor het gebouw als afsluiting van de hoofdstraat in de richting van het IJsselmeer fungeert. De verhoogde ligging versterkt de imposante indruk.
Het hoge schuinopgaande zadeldak met de massieve trapgevel geeft nog een sterker accent aan de door de architect beoogde monumentaliteit. Ook de hoge stoep (onder andere bedoeld om toespraken te houden), zijdelings met twee tegenover elkaar gelegen trappen te bereiken, is bedoeld om het gebouw grote allure te geven.
Door het gebruik van de hoge stoep, de trapgevel, de kruiskozijnen, de plaatsing van het gebeeldhouwde gemeentewapen, alsmede in de keuze van het materiaal, baksteen en natuursteen, benadrukte Kropholler de aansluiting bij de traditionele Nederlandse vorm van raadhuisbouw. In dit opzicht sluit het raadhuis van Medemblik aan bij de door Kropholler gebouwde raadhuizen in Wateringen en Waalwijk.
Omschrijving
Het hoofdgebouw is opgetrokken uit rode baksteen en telt, naast een souterrain en een kapverdieping, twee bouwlagen. De kapverdieping wordt gedekt door een zadeldak met rode Hollandse pannen, aan voor- en achtergevels afgesloten door trapgevels met grote door ezelsruggen afgesloten trappen; voorts forse muurankers.
De voorgevel (zuid) heeft in het midden van de 'bel-etage' een halfrond gesloten, monumentale ingangspartij, via trappen aan beide zijden te bereiken en door een zesruitsvenster aan iedere kant geflankeerd. De aanzetten van de getoogde ingang zijn, evenals twee gebeeldhouwde schepen op de hoeken van het bordes en een gebeeldhouwde leeuw op de geveltop, van natuursteen. Op de verdieping bevindt zich een loggia, achter drie in het muurvlak gelegen rondbogen op natuurstenen deelzuilen met teerling kapitelen. Links en rechts van deze muuropeningen is een klein venster aangebracht. Te weerszijden van de voorgevel zijn twee getrapte vleugelmuren met natuurstenen afdeklijsten en ijzeren lantaarns op zeer jonge hoekpijlers van baksteen.
In de kapverdieping bevindt zich een in natuursteen uitgehouwen gemeentewapen met hierboven in de geveltop een klein rond venster.
In de linker zijgevel (west) zijn in het souterrain zes vierruitsvensters met tweeruitsbovenlicht (voorzien van een klapraam) geplaatst. De eerste verdieping is voorzien van twee bakstenen kruiskozijnen waarvan de ramen een vierruitsroedenverdeling bezitten. Rechts van deze kruiskozijnen bevindt zich een venster, dat identiek is aan de vensters op de begane grond. De tweede verdieping heeft twee vensters, die identiek zijn aan de kruiskozijnen op de eerste verdieping. Rechts hiervan is een vierruitsschuifvenster aangebracht.
De oostelijke zijgevel is in het souterrain voorzien van drie zesruitsvensters, waarin in het bovenlicht een klapraam is geplaatst. Rechts van deze vensters bevindt zich een dienstingang. Op de begane grond zijn drie identieke vensters aangebracht; twee ervan bevinden zich midden boven de drie vensters op de begane grond en één bevindt zich rechts boven de dienstingang. Deze vensters zijn iets groter van formaat. Dezelfde vensters zijn aangebracht op de eerste verdieping van het pand; wederom drie in totaal.
De achtergevel (noord) heeft in het souterrain links een ingang met rechts hiervan drie kleine vensters. Op de begane grond bevinden zich in het midden van de gevel twee kleine zesruitsvensters met rechts hiervan een klein vast venster. De begane grond en de eerste verdieping overlappend, bevinden zich aan de linkerzijde van de gevel drie trapsgewijs geplaatste, hoge smalle vensters. Achter deze vensters is de trap gesitueerd. Rechts hiervan op de eerste verdieping is een gemetseld kruisvenster aangebracht.
In de trapgevel is nog een klein vast venster aangebracht.
Deze oostgevel is per verdieping voorzien van twee vensters. Op de begane grond en de eerste verdieping betreft dit twee zesruitsvensters die identiek zijn aan de vensters in het souterrain van de oostgevel van het hoofdgebouw. De kapverdieping heeft twee vierruitsvensters.
De achtergevel (noord) bevat drie vierruitsvensters en een ingang. Op de verdieping zijn twee dubbele openslaande vierruitsvensters aangebracht, die ieder aan weerszijden geflankeerd worden door een smal tweeruits vast venster. Tussen deze venstercombinaties, evenals uiterst rechts in de gevel, bevindt zich een deur, die tegenwoordig uitkomt op een balkon met een brandtrap. In het dakschild is een dakkapel geconstrueerd, met hierin drie gekoppelde vensters. Bovendien is in dit dakschild nog een schoorsteen geplaatst.
Interieur
Het hoofdgebouw bevat de representatieve ruimten. De eerste verdieping is bereikbaar via de monumentale buitentrappen met een bordes. De toegang tot de begane grond bevindt zich in de zijgevel aan het pleintje, dat gevormd wordt door het hoofdgebouw, de vleugel met haaks daarop aan de oostkant het politiebureau.
Via de raadzaal op de tweede verdieping komt men in de ruimte onder de hoge kap. Het bordes op de eerste verdieping betredend, komt men via de massieve deuren met zware gehengen in de vestibule en een korte gang uiteindelijk in de hal, die dienst doet als wachtruimte voor het publiek. Links van deze ruimte bevonden zich de secretariskamer, de secretarie, een brandvrije bewaarplaats voor het lopend archief en een type- annex bodekamertje (situatie gewijzigd). Rechts daarvan bevindt zich de burgemeesterskamer, een wachtkamertje en een doorgang naar de op gelijke hoogte gelegen woning van de gemeentebode.
Aan de achterzijde van de hal voert een monumentale trap naar een portaal op de tweede verdieping, van waaruit men toegang heeft tot de raadzaal. Een tweetal boogvormige openingen geeft toegang tot de publieke tribune, waarachter een trap naar de zolder voert. Deze tribune is ook rechtstreeks vanuit het portaal bereikbaar door een deur in de gang, die naar het overdekte bordes leidt.
Aan de oostzijde van de gang ligt een commissiekamer die eveneens bereikbaar is vanuit het portaal.
De soberder uitgevoerde begane grond heeft bij modernisering de door Kropholler ontworpen indeling verloren; in de oude aanleg liep vanuit de hal een gang naar een ruimte onder de buitentrap, die voor opslag diende en in oorlogstijd de hoofdpost van de luchtbeschermingsdienst moest herbergen. Vanuit de hal voert weer een diensttrap naar de eerste verdieping. In de loggia aan de voorzijde van het gebouw een luidklok, afkomstig van het oude raadhuis, gegoten in 1571 in Mechelen.
Waardering
Het raadhuis is uit architectuurhistorisch oogpunt van algemeen belang:
als vrijwel gaaf bewaard gebleven en representatief voorbeeld van het werk van A.J. Kropholler, vergelijkbaar met de door hem ontworpen raadhuizen te Wateringen en Waalwijk;
vanwege de gave hoofdvorm, detaillering en materiaalgebruik;
vanwege het interieur (en het door de architect ontworpen meubilair).
Uit cultuurhistorisch oogpunt is het raadhuis van algemeen belang als gaaf bewaard gebleven voorbeeld van een raadhuis en als zodanig als element uit de geschiedenis van het openbaar bestuur uit het tweede kwart van de twintigste eeuw in Nederland.

TOWN HALL, built in 1940 after a design by architect A.J. Kropholler on the site of the old seventeenth-century town hall.

In this respect the town hall of Medemblik aligns with the town halls built by Kropholler in Wateringen and Waalwijk.
Description
The main building is constructed of red brick and comprises, apart from a basement and an attic storey, two storeys. The attic storey is covered by a gabled roof with red Dutch tiles, closed off at front and rear facades by stepped gables with large stairs finished with ridges; furthermore substantial wall anchors.
The front facade (south) has in the centre of the 'piano nobile' a semicircular closed, monumental entrance section, accessible via stairs on both sides and flanked by a six-pane window on each side. The springers of the arched entrance are, as are two sculptured ships on the corners of the platform and a sculptured lion on the gable top, of natural stone. On the storey is a loggia, behind three round arches set in the wall plane on natural stone partial columns with cube capitals. To the left and right of these wall openings a small window is placed. On both sides of the front facade are two stepped wing walls with natural stone coping and iron lanterns on very young corner piers of brick.
In the attic storey is a municipal coat of arms hewn from natural stone with above it in the gable top a small round window.
In the left side facade (west) are in the basement six four-pane windows with two-pane fanlight (provided with a tilting window) placed. The first storey is provided with two brick cross windows of which the sashes have a four-pane glazing bar division. To the right of these cross windows is a window, identical to the windows on the ground floor. The second storey has two windows, identical to the cross windows on the first storey. To the right of this is a four-pane sash window placed.
The eastern side facade is in the basement provided with three six-pane windows, with a tilting window placed in the fanlight. To the right of these windows is a service entrance. On the ground floor three identical windows are placed; two of them are situated directly above the three windows on the ground floor and one is situated to the right above the service entrance. These windows are slightly larger in format. The same windows are placed on the first storey of the building; again three in total.
The rear facade (north) has in the basement on the left an entrance with to the right of it three small windows. On the ground floor in the centre of the facade are two small six-pane windows with to the right of them a small fixed window. The ground floor and first storey overlapping, on the left side of the facade are three stepped, tall narrow windows placed. Behind these windows the staircase is situated. To the right of this on the first storey is a mortared cross window placed.
In the stepped gable is another small fixed window placed.
This east facade is provided per storey with two windows. On the ground floor and the first storey this concerns two six-pane windows identical to the windows in the basement of the east facade of the main building. The attic storey has two four-pane windows.
The rear facade (north) contains three four-pane windows and an entrance. On the storey are two double opening four-pane windows placed, each flanked on both sides by a narrow two-pane fixed window. Between these window combinations, as well as at the far right in the facade, is a door, which nowadays leads out onto a balcony with a fire escape. In the roof shield a roof dormer is constructed, with three coupled windows in it. Moreover in this roof shield a chimney is placed.
Interior
The main building contains the representative rooms. The first storey is reached via the monumental exterior stairs with a platform. Access to the ground floor is in the side facade on the small plaza, which is formed by the main building, the wing with at right angles to it on the east side the police station.
Via the council chamber on the second storey one enters the space under the high roof truss structure. Entering the platform on the first storey, one enters via the massive doors with heavy hinges into the vestibule and a short corridor ultimately into the hall, which serves as waiting room for the public. To the left of this room were the secretary's office, the secretariat, a fireproof storage facility for the current archives and a typing and porter's room (situation altered). To the right of it is the burgomaster's office, a waiting room and a passage to the residence on the same level of the municipal messenger.
At the rear of the hall a monumental staircase leads to a landing on the second storey, from which one has access to the council chamber. A couple of arched openings gives access to the public gallery, behind which a staircase to the attic leads. This gallery is also directly accessible from the landing through a door in the corridor, which leads to the covered platform.
On the east side of the corridor is a committee room which is also accessible from the landing.
The more soberly executed ground floor lost the layout designed by Kropholler through modernisation; in the old layout a corridor ran from the hall to a space under the exterior staircase, which served for storage and in wartime was to house the main post of the air defence service. From the hall again a service staircase leads to the first storey. In the loggia on the front of the building a loud bell, coming from the old town hall, cast in 1571 in Mechelen.
Valuation
The town hall is from an architectural-historical perspective of general importance:
as an almost completely preserved and representative example of the work of A.J. Kropholler, comparable to the town halls designed by him in Wateringen and Waalwijk;
because of the well-preserved main form, detailing and material use;
because of the interior (and the furniture designed by the architect).
From a cultural-historical perspective the town hall is of general importance as a well-preserved example of a town hall and as such as an element from the history of public administration from the second quarter of the twentieth century in the Netherlands.
From an urban planning perspective the building is of value as an image-determining element in the townscape and as the closure of the axis of the Nieuwstraat in the direction of the IJsselmeer.
