Inleiding
Voormalig GEMEENTEHUIS ANNEX SECRETARISWONING van de vroegere gemeente Warmenhuizen daterend uit 1872 en gelegen op de hoek van de Dorpsstraat en de Stationsstraat.
Het gemeentehuis bezat oorspronkelijk aan de voorzijde (oost) een tuin, die tot aan de Dorpsstraat grensde en zich als een smalle strook langs de noordgevel voortzette en omheind was met een gietijzeren hek. Deze tuin is ten offer gevallen aan de wegverbreding uit 1960, waarbij de ruimte voor het gemeentehuis in een parkeerplaats veranderde. Het gemeentehuis vormt tezamen met de omliggende panden het eigenlijke centrum van Warmenhuizen.
Met uitzondering van de uit 1975 daterende één bouwlaag hoge aanbouw aan de achterzijde van het pand en de rond 1993 geplaatste corridor aan de zuidgevel welke het pand verbindt met het buurpand, is er, wat betreft het exterieur, niet veel gewijzigd. Boven de hoofdingang is het oorspronkelijke balkon op gietijzeren colonnetten vervangen door een eenvoudig hekwerk. In 1893 werd bij renovatie van het pand een neomaniëristisch ontwerp voor de dakkapel geleverd door architect W. Vlaming uit Schagen.
N.B. De aanbouw aan de achterzijde van het pand en de corridor aan de zuidgevel vallen buiten de bescherming.
Omschrijving
Het kubusvormige pand, twee bouwlagen hoog, uit paarsrode baksteen in kruisverband op de eerste bouwlaag, in halfsteensverband op de verdieping, wordt gedekt door een schilddak met shingles en schoorstenen op de nokeinden.
Het pand wordt horizontaal geleed door middel van een hoge plint met cordonlijst onder de vensters, door een brede, gladde kroonlijst tussen eerste en tweede bouwlaag en een kroonlijst met tandlijst onder de aanzet tot het dak.
De verticale geleding van de uit vijf traveeën bestaande voorgevel geschiedt door middel van gepleisterde pilasters; in de middenrisaliet door pilasters over de gehele hoogte van de gevel, ter weerszijden van de vensters door pilasters van één bouwlaag hoog.
De onderste pilasters hebben kapitelen met florabele motieven, die der verdieping hebben dubbele consoles, die een ovaal element insluiten. De middenrisaliet bevat de ingangspartij onder rondboog en geprofileerde stuccolijst en de niet-originele dubbele deuren, identiek aan de balkondeuren van de verdieping. Hierboven op het voordakschild een dakkapel met vleugelstukken, voorzien van een paar gekoppelde ramen, die boven de tussendorpel halfrond worden gesloten en gietijzeren levensbomen bevatten.
De zijgevels (zuid en noord) zijn minder monumentaal uitgevoerd, echter wel met pilasters op de hoeken en ter weerszijden van de centrale deur in de zuideljke zijgevel. De vensters, die evenals die der voorgevel bestaan uit T-vormige schuiframen met gepleisterde, geprofileerde omlijstingen onder licht gebogen bovendorpel met stucco-wenkbrauwen, hebben slechts in de voorgevel hierboven een stucco-ornament. De linker gevel bestaat uit vijf vensterassen, de rechter uit drie vensterassen, met op de verdieping een blind venster in de middelste vensteras. In de noordelijke zijgevel bevindt zich een naar ontwerp van W. Schuurman uitgevoerde gedenksteen met het opschrift: "evacuatie mei 1940, dankbaar Amersfoort".
Langs de achtergevel (west) bevindt zich de uit 1975 daterende (niet beschermde) aanbouw van één bouwlaag. Oorspronkelijk bevond zich in de linker travee van de achtergevel een deur in plaats van een venster.
Op de verdieping zijn de vier oorspronkelijke vensterassen nog aanwezig. De vensters in deze gevel zijn in het bovenlicht voorzien van in tweeën gedeelde klapramen met spitsbogen.
Op het linker- en achterdakschild is een dakkapel.
In de hal van het pand bevindt zich nog een marmeren plaquette ter herinnering aan de stichting van het pand.
Waardering
Het pand is architectuurhistorisch van betekenis: - als goed voorbeeld van het kubusvormige, representatieve type gebouw uit de jaren zeventig en tachtig der 19de eeuw waarvan hoofdvorm en gevelindeling grotendeels intact zijn; - vanwege de rijk uitgevoerde detaillering. Het pand is cultuurhistorisch van waarde als goed bewaard gebleven voorbeeld van een gemeentehuis annex secretariswoning, in casu als element uit de geschiedenis van het openbaar bestuur in de tweede helft der 19de eeuw in Nederland. Het pand heeft tevens ensemblewaarde in samenhang met de belendende, eveneens representatieve bebouwing die het centrum van Warmenhuizen vormen.

Introduction
Former TOWN HALL TOGETHER WITH SECRETARY'S RESIDENCE of the former municipality of Warmenhuizen dating from 1872 and situated at the corner of Dorpsstraat and Stationsstraat.
The town hall originally had a garden at the front (east), which extended to Dorpsstraat and continued as a narrow strip along the north elevation, and was enclosed with a cast-iron fence. This garden fell victim to the road widening in 1960, whereby the space in front of the town hall was converted into a car park. The town hall together with the surrounding buildings forms the actual centre of Warmenhuizen.
With the exception of the single-storey annex from 1975 at the rear of the building and the corridor placed around 1993 on the south elevation connecting the building to the neighbouring property, little has changed with regard to the exterior. Above the main entrance, the original balcony on cast-iron colonnettes was replaced by a simple railing. In 1893, during renovation of the building, a neo-mannerist design for the roof dormer was provided by architect W. Vlaming from Schagen.
N.B. The annex at the rear of the building and the corridor on the south elevation fall outside the protection.
Description
The cubic building, two storeys high, of purple-red brick in stretcher bond on the first storey, in one-half bond on the upper floor, is covered by a hipped roof with shingles and chimneys at the ridge ends.
The building is articulated horizontally by means of a high plinth with cordon moulding below the windows, a broad, smooth cornice between the first and second storey and a cornice with dentil moulding below the roof springing.
The vertical articulation of the five-bay front elevation is achieved by means of plastered pilasters; in the central projection by pilasters over the full height of the elevation; on either side of the windows by pilasters of one storey height.
The lower pilasters have capitals with floral motifs; those of the upper floor have double consoles enclosing an oval element. The central projection contains the entrance group under a rounded arch and profiled stucco moulding and the non-original double doors, identical to the balcony doors of the upper floor. Above this on the roof fascia a roof dormer with side pieces, provided with a pair of coupled windows that close as a half-round above the intermediate lintel and contain cast-iron tree of life motifs.
The side elevations (south and north) are executed less monumentally, however with pilasters on the corners and on either side of the central door in the southern side elevation. The windows, which like those of the front elevation consist of T-shaped sash windows with plastered, profiled surrounds below slightly curved lintels with stucco eyebrows, have stucco ornaments above only on the front elevation. The left elevation consists of five window axes, the right one of three window axes, with on the upper floor a blind window in the central window axis. In the northern side elevation there is a commemorative plaque executed according to a design by W. Schuurman with the inscription: "evacuation May 1940, grateful Amersfoort".
Along the rear elevation (west) is the single-storey annex dating from 1975 (not protected). Originally there was a door in place of a window in the left bay of the rear elevation.
On the upper floor the four original window axes are still present. The windows in this elevation have in the fanlight divided casement windows with pointed arches.
On the left and rear roof fascia is a roof dormer.
In the hall of the building there is still a marble plaque commemorating the foundation of the building.
Valuation
The building is of architectural-historical significance: - as a good example of the cubic, representative type of building from the seventies and eighties of the 19th century, of which main form and elevation division are largely intact; - because of the richly executed detailing. The building is of cultural-historical value as a well-preserved example of a town hall together with secretary's residence, in this case as an element from the history of public administration in the second half of the 19th century in the Netherlands. The building furthermore has ensemble value in conjunction with the adjoining, equally representative buildings which form the centre of Warmenhuizen.
