WONINGBLOK II. Dit blok van zeven op de zuidelijke hoek van de Oosterhoutstraat en de Parkstraat staande woningen maakt deel uit van een kleinschalige, uit drie delen bestaande stadsuitbreiding gelegen in Assen Oud-Zuid, die in 1921 is gebouwd in opdracht van de Rijksambtenaren Woningbouw Stichting (R.A.W.B.S.). Het ontwerp in een expressionistische stijl met Amsterdamse School invloeden is van de hand van de Haagse architect Yvo. D. Havermans. Blok II vormt samen met het eveneens beschermde blok I een visuele en stedebouwkundige eenheid met een identieke detaillering en overhoeks geplaatste, op het kruispunt georienteerde hoekwoningen. De vormgeving en de detaillering van Oosterhoutstraat 23;25;27/Parkstraat 2;4;6;8; zijn in grote lijnen vergelijkbaar met die van Oosterhoutstraat 15;17;19;21/Parkstraat 1;3;5. Het tegenover Parkstraat 1;3;5 gebouwde blok Parkstraat 4;6;8 (subblok 4) heeft een vergelijkbare hoofdvorm, maar de gevelindeling wijkt af. Zo bezit de middenpartij van 1;3;5 slechts een erker, maar zijn de delen aan weerszijden beide voorzien van een entree. Ook de indeling van de kopgevel is anders dan die van het tegenover liggende blok. De hoekwoningen (subblok 5) zijn wel identiek aan die van het tegenover liggende blok 2.
