HOUSING BLOCK I. This block of seven dwellings located on the northern corner of the Oosterhoutstraat and the Parkstraat forms part of a small-scale urban expansion consisting of three housing blocks in Assen Oud-Zuid, which was realised in 1921 on behalf of the Civil Servants Housing Foundation (R.A.W.B.S.). This part of the housing complex is a virtually intact seven-dwelling housing block with no upper storey or with one storey under mansard roofs with north French tiles and broken gabled roofs with steep roof slopes and roof dormers. The left section (sub-block 1) consists of three dwellings (Oosterhoutstraat 15;17;19) with an upper storey. The gable sections on either side have a broken pitch roof, a pot-tile-covered gable top and a two-light window with triangular panes and wooden mullion. All windows stand under sills and have divided fanlights. The door of no.17 in the central facade section is not original. The entrance of no.19 is original, identical to that of no.15 and is located under a small canopy in the narrow right gable, where a narrow, recessed intermediate section with flat roof forms the connection with the two corner dwellings (sub-block 2). The recessed diagonal facade section stands under a broken pitch roof and is provided with windows comparable to the others in the complex, as well as the two-light window in the gable top covered with pot-tile boards. The corner dwellings and associated extensions form a symmetrical whole, although the symmetry is somewhat disrupted by the tall chimney above the right extension. The entrance with new door of Parkstraat no.1 is also diagonally positioned and connected by means of a flat intermediate section with the two-dwelling building volume Parkstraat 3;5 (sub-block 3). This block has a main form comparable to Oosterhoutstraat 15;17;19 (sub-block 1). The central section is however provided with a broad oriel section with a wooden balcony balustrade, behind which broad, composite facade openings under roll moulding are located. The door of no.3 is not original, that of no.5 is original and stands in the gable with entirely on the left a chimney shaft drawn through from the facade corner and in the broken gable top amongst others two windows above two-sided built-up sections. Valuation

The characteristic housing complex at the corner of Oosterhoutlaan/Parkstraat, of which block I is part, is of architectural-historical value on account of the careful design of the building blocks. Because of the coherence between the building blocks, the complex also has spatial quality and is therefore also of urban planning importance. The still fairly intact blocks I and II are located in the district Assen Oud-Zuid, in which much valuable interwar architecture has been preserved, which means that the ensemble value is also considerable.
