The register's description

Vier bouwlagen tellend, plat afgedekt volkswoningbouwcomplex - in oorsprong 264 woningen en een centraal bad- en washuis, twee liften en tien trappenhuizen omvattend en daardoor in bouwhoogte varierend - gebouwd in 1921-'22 naar ontwerp van M. Brinkman in enigszins expressionistische trant, ten behoeve van de Gemeentelijke Woningdienst, met gebruik van een groepering van bouwblokken rondom een via vier poorten toegangelijke, zich splitsende binnenstraat waaraan tevens een geheel omlopende, 2.20 m. brede galerij ten behoeve van de bovenwoningen op de tweede verdieping is gesitueerd die aan de zijde van de Potgieterstraat aan weerskanten van de toegangspoort wordt voortgezet.

Het geheel is opgetrokken in baksteen met gebruik van - witgeverfd - beton voor de ondersteuning van de somtijds afgeschuinde poorten en voor de galerij, met inbegrip van de omheining en de daaraan opgenomen bloembakken. De galerij wordt daarbij ondersteund door een systeem van lengte- en dwarsbalken en kolommen. Deze kolommen bevinden zich steeds op de balcons die rusten op de beneden uitgebouwde ingangsportalen van de bovenwoningen op de eerste verdieping. De woningen zijn hierbij zodanig gegroepeerd dat de - tevens met een eigen tuin toebedeelde - woningen op de beganegrond en de eerste verdieping telkens de dubbele gevelbreedte bezitten van de over twee bouwlagen verdeelde en spiegelbeeldig aan elkaar geplaatste bovenwoningen waarvan de ingang aan de galerij op de tweede verdieping is gelegen en welke elk op de derde verdieping boven de ingangsportalen een veranda bevatten met betonnen borstwering waarin dezelfde, in oorsprong blauwe, mozaiekblokjes zijn verzonken als in de galerij-omheining. De vensters van de woningen bezitten houten kozijnen en gedeeltelijk een roedenverdeling; zij zijn van verschillend formaat, steeds met regelmaat geplaatst.

Het midden in de dwarsgeplaatste woningrij, met poorten, ingeklemde was- en badhuis omvat vijf bouwlagen waarbij in oorsprong twee maal twee boven elkaar de was- en droogruimten zijn ondergebracht - ten behoeve van een zoveel mogelijk gelijkstraats bereik - met het badhuis op de tweede verdieping ertussen in, alsmede het ketelhuis voor de centrale verwarming en een rijwielbergplaats; het verschillend gebruik van de ruimten wordt tot uitdrukking gebracht door de verschillende venstervormen, hetgeen tevens geldt voor het aan de oostzijde geplaatste trappenhuis dat vooral van smalle, verticale vensterstroken is voorzien en dat nog een bouwlaag boven de rest uitsteekt en verder aan de zuidzijde driezijdig is uitgebouwd alwaar dubbele stalen toegangsdeuren zijn aangebracht.

Smalle verticale vensterstroken, alsmede veelal dubbele stalen toegangsdeuren zijn ook toegepast bij de ruim drie bouwlagen hoge trappenhuizen waarvan zeven in de buitenring - aan de Potgieterstraat te weerszijden van de poort in het midden en aan de Jan Luykenstraat slechts aan de oostzijde van de middenpoort; aan de Pieter Langendijkstraat en de Spaansche Bont in correspondentie met de haaks op de buitenring geprojecteerde en deels verspringende woningblokken - zijn opgenomen, en twee aan de binnenstraat zijn geplaatst op de hoek van de L-vormige haaks op de buitenring staande armen, waarbij terzijde van deze trappenhuizen de twee lifttoegangen ten behoeve van de leverancierskarren zijn opgenomen.

De gevels van dit complex - waarbij nog diverse poorten de bebouwing van het binnenterrein doorbreken - worden afgezien van de genoemde galerij-, poort-, balcon-, venster- en bouwhoogtevariaties, verlevendigd door de toepassing van lichtuitkragende schoorstenen aan de galerijzijde, spaarvelden, tandlijsten en andere vormen van siermetselwerk en voorts door een algeheel omlopende gecementeerde plint bij alle gevels.

Woningbouwcomplex van bijzondere stedebouwkundige opzet, als oplossing voor het woningbouwvraagstuk in semi-hoogbouw, gebaseerd op de in Rotterdam veel voorkomende traditie van binnenhofbouw met nieuw ingevoerde toepassing van individueel bereikbare bovenwoningen, wegens de toepassing van een zich splitsende, via verschillende poorten toegangelijke binnenstraat en een rondom daaromheen geprojecteerde, eveneens als binnenstraat dienende, galerij, waardoor voor zowel de beneden- als de bovenwoningen een eigen toegang mogelijk is - hetgeen beneden wordt benadrukt door de lage stoep - en waardoor alle gevels als voorgevels dienen en het binnenterrein een openbare functie heeft verkregen - mede wegens de aldaar telkens haaks op de buitenring geprojecteerde bouwblokken; voorts van bijzondere aanleg uit oogpunt van de volkshuisvesting wegens de introductie van diverse centrale voorzieningen als verwarming, was- en badhuis, leveranciersliften, naast de zo ruim mogelijke toebedeling van eigen tuinen en balcons ten behoeve van een ruime toetreding van licht en lucht en een gunstige verdeling tussen openbare, collectieve en particuliere ruimten; van karakteristieke architectuur wegens de decoratieve gevelbehandeling met veel siermetselwerk enerzijds en anderzijds de bewust zichtbaar gemaakte toepassing van beton bij de galerij, met aan het werk van Ch.R. MacIntosh verwante versiering.

Four-storey housing complex with flat roof - originally comprising 264 dwellings and a central bathhouse and laundry, two lifts and ten staircases, thereby varying in building height - built in 1921-'22 to the design of M. Brinkman in a somewhat expressionist manner, on behalf of the Municipal Housing Service, employing a grouping of building blocks around an inner street accessible via four gates and branching off, to which is also situated an entirely encircling galley 2.20 m. wide for the upper dwellings on the second storey, which at the side of Potgieterstraat is continued on either side of the access gate.

The whole is constructed in brick with the use of - whitewashed - concrete for the support of the sometimes angled gates and for the galley, including the fencing and the flower boxes incorporated therein. The galley is thereby supported by a system of longitudinal and transverse beams and columns. These columns are invariably located on the balconies which rest on the lower-storey entrance portals of the upper dwellings on the first storey. The dwellings are thereby grouped such that the dwellings on the ground floor and first storey - also provided with their own garden - possess double facade width of the upper dwellings divided over two storeys and placed as mirror images of each other, whose entrance is at the galley on the second storey and each of which contains on the third storey above the entrance portals a veranda with concrete parapet in which the same, originally blue, mosaic tiles are set as in the galley fencing. The windows of the dwellings have wooden frames and partially glazing bars; they are of varying size, always placed with regularity.

The central transversely-placed dwelling row, with gates, built-in laundry and bathhouse comprises five storeys whereby originally two sets of two laundry and drying rooms are accommodated one above the other - for the purpose of the most level possible access - with the bathhouse on the second storey in between, as well as the boiler room for the central heating and a cycle storage; the differing use of the spaces is expressed through the different window forms, which also applies to the staircase on the east side which is particularly provided with narrow, vertical window strips and which extends a further storey above the rest and is further built out three-sidedly on the south side where double steel access doors are installed.

Narrow vertical window strips, as well as mostly double steel access doors are also applied to the staircase areas, just over three storeys high, of which seven are incorporated in the outer ring - on Potgieterstraat on either side of the central gate and on Jan Luykenstraat only on the east side of the central gate; on Pieter Langendijkstraat and Spaansche Bont in correspondence with the building blocks projected at right angles to the outer ring and partly staggered - and two are placed at the inner street at the corner of the L-shaped arms standing at right angles to the outer ring, with the two lift accesses for delivery carts beside these staircases.

The facades of this complex - whereby various gates further break through the development of the inner courtyard - apart from the aforementioned galley, gate, balcony, window and storey height variations, are enlivened by the application of projecting chimneys at the galley side, sparing fields, dentil moulding and other forms of decorative brickwork and furthermore by an all-encircling cemented plinth at all facades.

Housing complex of particular urban planning design, as a solution to the housing question in semi-high-rise construction, based on the inner courtyard building tradition common in Rotterdam with newly introduced provision of individually accessible upper dwellings, because of the application of a branching inner street accessible via different gates and an all-surrounding galley likewise serving as an inner street, whereby for both lower and upper dwellings an individual entrance is possible - which below is emphasised by the low step - and whereby all facades serve as front facades and the inner courtyard has acquired a public function - also because of the building blocks there projected at right angles to the outer ring; furthermore of particular arrangement from the perspective of public housing because of the introduction of various central facilities such as heating, laundry and bathhouse, delivery lifts, alongside the provision as extensive as possible of own gardens and balconies for the purpose of ample admission of light and air and a favourable distribution between public, collective and private spaces; of characteristic architecture because of the decorative facade treatment with much ornamental brickwork on the one hand and on the other hand the deliberately visible application of concrete at the galley, with decoration related to the work of Ch.R. MacIntosh.
