Inleiding.
Aan drie zijden vrijstaand kantoorgebouw, in 1908-1909 gebouwd naar ontwerp van de architect W.F.J. Kapitz als kantoor van de Haagse Duinwaterleiding in neo-renaissancestijl. NB. De aan de linkerzijde in recente tijd toegevoegde kantoorvleugel is niet in de bescherming begrepen. Omschrijving.
Het vier brede vensterassen tellende, in baksteen opgetrokken pand op rechthoekige plattegrond omvat twee bouwlagen en een omlopend afgeknot schilddak, dat boven de ingangstravee uitspringt en is verhoogd. Het wordt thans met shingles gedekt. De in rijke neo-renaissancestijl uitgevoerde voorgevel is asymmetrisch van opzet. De ingangstravee is als risaliet behandeld. De in rode verblendsteen gemetselde gevel is versierd met rusticawerk en sculptuur in hardsteen. Op de hoeken van de gevel tegen de beide bouwlagen en op de hoeken van de ingangstravee zijn gekoppelde pilasters toegepast met hardstenen onderstukken en, op de verdieping, gebeeldhouwde kapitelen die een vrouwekop tussen palmetornamenten vertonen. De ingang wordt geflankeerd door gekoppelde Dorische zuilen met hoofdgestel, waarop een balkon met balustrade, waarin de naam Duinwaterleiding en het bouwjaar. De deuren zijn versierd met snijwerk in neo-renaissancestijl. De vensters zijn driedelig; de vensters in de terugliggende delen van de verdieping dragen frontons boven het middendeel. De plint is ten dele bekleed met hardstenen rusticawerk. Tussen de verdiepingen een geprofileerde natuurstenen lijst. Het natuurstenen hoofdgestel van de gevel bezit gebeeldhouwde consoles onder de kroonlijst. Boven de ingangstravee is de kroonlijst rondbogig verhoogd rond een groot, driedelig zoldervenster. Ter bekroning is hier het gebeeldhouwde stadswapen aangebracht. Waardering.
Het voormalige kantoor van de Duinwaterleiding is architectuurhistorisch waardevol als laat voorbeeld van de neo-renaissance architectuur bij overheidsgebouwen. In het harmonische stadsbeeld dat het Buitenom als een der laatst bewaard gebleven Haagse historische grachtbeelden oplevert, heeft het gebouw een sterk beeldbepalende functie.

A three-sided detached office building, built in 1908-1909 after a design by architect W.F.J. Kapitz as an office of the Haagse Duinwaterleiding in neo-renaissance style. NB. The office wing added to the left side in recent times is not included in the protection. Description.
The structure, executed in brick and comprising four wide window bays, on a rectangular ground plan comprises two storeys and a continuous truncated hipped roof, which projects above the entrance bay and is raised. It is now covered with shingles. The front facade, executed in rich neo-renaissance style, is asymmetrical in layout. The entrance bay is treated as a risalit. The facade built in red facing brick is decorated with rustication and sculpture in hard stone. On the corners of the facade against both storeys and on the corners of the entrance bay, coupled pilasters are applied with hard stone bases and, on the first floor, sculpted capitals displaying a female head between palmette ornaments. The entrance is flanked by coupled Doric columns with an entablature, upon which a balcony with balustrade, in which the name Duinwaterleiding and the construction year. The doors are decorated with carved work in neo-renaissance style. The windows are tripartite; the windows in the recessed parts of the first floor bear pediments above the central section. The plinth is partly clad with hard stone rustication. Between the storeys a moulded natural stone drip moulding. The natural stone entablature of the facade possesses sculpted corbels beneath the cornice. Above the entrance bay the cornice is curved and raised around a large, tripartite attic window. At the top the sculpted city coat of arms is applied. Valuation.
The former office of the Duinwaterleiding is architecturally valuable as a late example of neo-renaissance architecture in public buildings. In the harmonious townscape that the Buitenom provides as one of the last preserved The Hague historic canal views, the building has a strongly defining visual function.
