Inleiding.
Bouwblok bestaande uit brandweerkazerne annex politiebureau, daterend uit 1905-1909, gebouwd op complexe plattegrond door A.A. Schadee in overgangsarchitectuur. De brandweerkazerne en het politiebureau bestaan in totaal uit drie vleugels en liggen op een stompe hoek op een punt waar het Schipperplein uitkomt op de Duinstraat.
Omschrijving.
Brandweerkazerne annex politiebureau bestaande uit drie bouwlagen en zolderverdieping onder een omgaand met pannen gedekt zadeldak vormgegeven in overgangsstijl met motieven uit de neostijlen, Art Nouveau en Berlagiaanse trekken. Het bouwblok is in baksteen opgetrokken met natuurstenen onderdelen op constructief belangrijke plaatsen, zoals vensterlateien, waterlijsten en -spuwers, neg- en hoekblokken, alsmede omlijstingen van dakkapellen en puntgevels. De hoekpartij die het bouwblok accentueert, bevat een dubbele, getoogde inrijpoort, een reeks gekoppelde houten zesruits- rondboogvensters in de eerste en een eveneens gekoppelde serie rechthoekige houten zesruitsvensters onder een doorlopende latei in de tweede verdieping. Een pannen tentdak haaks op het zadeldak bekroont deze hoekpartij. In het midden is een gemetselde dakkapel met een puntgevel en twee houten tweeruitsvensters. De hoekpartij wordt door twee traptorens geflankeerd. Deze zijn tot de zolderverdieping rond; de topgeleding is veelhoekig en heeft als bekroning korte spitsen. Langs de Duinstraat en het Schipperplein sluiten op de hoekpartij twee langgerekte vleugels aan. Deze bezitten varierende hoogten en diverse venstertypen en worden verlevendigd door boven het dak uitrijzende torenvormige bouwelementen, puntgevels en gemetselde dakkapellen.
Bij Duinstraat 23-23a bevindt zich een uitkragende gemetselde sierschoorsteen. In de vleugel langs de Duinstraat nr. 21-23 bevinden zich twee ingangen met in hardsteen gedetailleerde omlijstingen. Decoratieve sculptuur is slechts sporadisch aangebracht, onder meer in de vorm van toortsmotieven op de hoeken van de centrale partij en in het torenvormig uitgebouwde middendeel van Duinstraat 23, waar het gemeentewapen prijkt boven het venster van de tweede verdieping.
Waardering.
Bouwblok architectuurhistorisch van belang als representatief voorbeeld van een gemeentelijk overheidsgebouw in overgangsarchitectuur waarbij motieven uit de neostijlen, de Art Nouveau en van H.P. Berlage toegepast zijn. Typologisch is het bouwblok van betekenis als zeldzaam en goed bewaard voorbeeld van een brandweerkazerne annex politiebureau. Het vertegenwoordigt tevens een ensemblewaarde op een stedebouwkundig belangrijk kruispunt van de Duinstraat en het Schippersplein.

The building block is constructed in brick with natural stone components at structurally important locations, such as window lintels, drip moulds and spouts, plinth and corner blocks, as well as frames of dormers and gables. The corner section which emphasizes the building block contains a double arched carriage entrance, a series of coupled wooden six-light round-arch windows on the first storey and likewise a coupled series of rectangular wooden six-light windows beneath a continuous lintel on the second storey. A tile tent roof perpendicular to the gabled roof crowns this corner section. In the middle is a brick dormer with a stepped gable and two wooden two-light windows. The corner section is flanked by two staircase towers. These are round up to the attic storey; the top moulding is polygonal and has short spires as crowning. Along the Duinstraat and the Schipperplein two elongated wings adjoin the corner section.
