Uit 1948 na oorlogsschade op de oude fundering herbouwd centralegebouw met de daarin aanwezige uit 1920 daterende waterkrachtcentrale met Francis-turbine, kroonwiel, pignon, regulateur, vliegwiel en draaistroomgeneratoren, en in de kelder van het gebouw het schoepenrad van de turbine, alsmede de open verbinding naar de achter het gebouw gelegen sluistoegang met sluisdeuren en waterroosters en de daarbij behorende reinigingsinstalltie.
Op het aan de Molentak van een van de Roerarmen gelegen industrieterrein van de Electro Chemische Industrie op ongeveer 900 meter afstand van de uitmonding van die Molentak in de rivier de Maas, bevindt zich haaks op de Roer geplaatst de waterkrachtcentrale als zeer belangrijk overblijfsel van zeven eeuwen Roermondse nijverheid, die de waterkracht van de Roer op industriele wijze toepaste.
De in 1920 gebouwde Francis-turbine heeft een zeer groot schoepenrad, waarin verstelbare leidschoepen, en een ijzeren kroonwiel op een vertikale as; in het kroonwiel, geleverd door de firma Voith uit Heidenheim, houten kammen (zes stuks aaneengesloten in een rij, zowel in hoogte en breedte naar binnen toe in maat geleidelijk afnemend) waar de ijzeren pignon de beweging overbrengt op een horizontale as; op deze horizontale as de regulateur, die de stand van de leidschoepen aanpast aan de vereiste draaisnelheid; verder op de as een zwaar vliegwiel en een draaistroomgenerator van Brown Boveri uit Baden (Zwitserland) met een capaciteit van 320 kVA. Bovendien in de centrale aanwezig een tweede stroomgenerator, welke behoorde bij een tweede Francis-turbine die in 1960 is verwijderd. Tegen de wand een schakelkast voor de bediening van de turbine(s) en stroomgenerator(en); boven de turbine(s) twee loopkatten.
De op de Roer gebouwde waterkrachtcentrale (turbinegebouw) bezit een betonskelet, waarvan de gevelvlakken tussen de betonnen stijlen zijn gevuld met baksteen in kettingverband. Het turbinegebouw wordt afgedekt met een zadeldak met pannen en is voorzien van forse zinken goten. De voorgevel (noordoostzijde) is vier traveeën breed en bevat in iedere travee een hoge vensterpartij met lekdorpeltegels en stalen veelruits raam. De zuidoostelijke gevel bevat een grote stalen pui met dubbele achtruits deur met neven- en bovenlichten. In de topgevel bevindt zich een venster met veelruits raam. In deze gevel is een marmeren gevelsteen aangebracht met opschrift: "Waterkrachtcentrale ECI 20 februari 1945 door oorlogsgeweld vernield 10 mei 1948 weder in bedrijf gesteld". De achtergevel is blind uitgevoerd. Tegen deze gevel is een stalen constructie aangebracht ten behoeve van het ophalen en neerlaten van de schuiven voor de watertoevoer naar de centrale.
Het in 1949 herbouwde centrale gebouw van de E.C.I. met de daarin in 1920 aangebrachte waterkrachtcentrale is vanwege de zeldzaamheid en de situering op deze plaats aan de Roer van grote cultuurhistorische waarde voor de industriele geschiedenis van Nederland; de Francis-turbine met het unieke kroonwiel en ook overigens interessante complete toebehoren voor het opwekken van energie door waterkracht, maken de centrale tot een evident monument, waarvoor bescherming op rijksniveau gerechtvaardigd is.

Rebuilt in 1948 after war damage on the old foundation central building containing the water power plant dating from 1920 with Francis turbine, crown wheel, pinion, governor, flywheel and three-phase generators, and in the basement of the building the turbine runner, as well as the open connection to the sluice access located behind the building with sluice gates and water screens and the associated cleaning installation.
On the industrial site of the Electro Chemical Industry located on the Molentak of one of the Roer arms at approximately 900 metres from the mouth of that Molentak in the river Maas, the water power plant is positioned at right angles to the Roer as a very important remnant of seven centuries of Roermond industry, which applied the water power of the Roer in an industrial manner.

The water power plant (turbine building) built on the Roer possesses a reinforced concrete skeleton, the facade areas between the concrete uprights of which are filled with brick in stretcher bond. The turbine building is covered with a gabled roof with tiles and is provided with substantial zinc gutters. The front facade (northeast side) is four bays wide and contains in each bay a tall window section with tile drip edges and steel multi-pane window. The southeast facade contains a large steel shop front with double rear-hung door with side-lights and fanlight. In the gable is a window with multi-pane glazing. In this facade a marble facade stone has been installed with the inscription: "Water power plant ECI 20 February 1945 destroyed by war violence 10 May 1948 returned to operation". The rear facade is blind. Against this facade a steel structure has been erected for the purpose of raising and lowering the slides for the water supply to the plant.
The central building of the E.C.I. rebuilt in 1949 with the water power plant installed therein in 1920 is of great cultural-historical value for the industrial history of the Netherlands because of its rarity and its location at this site on the Roer; the Francis turbine with the unique crown wheel and otherwise interesting complete equipment for the generation of energy by water power, make the plant an evident monument, for which protection at national level is justified.
