Naar ontwerp van P.J.H. Cuypers in 1885 door C.J. Vincent & Co in neo-gotische trant uitgevoerde smeedijzeren FONTEIN met cirkelvormig hardstenen bassin, gesitueerd op het Binnenhof en aangeboden door Victor de Stuers namens 86 ingezetenen aan de leden van de Staten-Generaal, ter nagedachtenis van graaf Willem II - de Roomse-Koning - en naar aanleiding van de in 1976 begonnen restauratie van het Binnenhof (gerestaureerd ter gelegenheid van het Monumentenjaar M'75 en bij die gelegenheid op een andere plaats herplaatst).
De smeedijzeren, bij de gotiserende ornamenten (driepas-, visblaas-, bloemmotieven, spuwers) vergulde, opstand bestaat uit een gecanneleerde zuil, waaraan acht dwarsarmen zijn verbonden en waarvan het boog- en voluutvormig kroonwerk wordt afgesloten door een - verguld - statue van koning Willem II, met kruis en zwaard.
De armen zijn afwisselend van draadvormige spuwers voorzien, bij de eerste geleding als volledige dierfiguren, bij de tweede geleding alleen als koppen; voorts vier wapenschilden door helmen bekroond (beurtelings met de Hollandse leeuw of de Duitse adelaar), die een Latijns randschrift rondom telkens onderbreken.
Het geprofileerde bassin - met inwendig witte en groene mozaieksteentjes in horizontale banden - bezit aan de bovenzijde langs de buitenkant een randschrift gewijd aan de nagedachtenis van Roomse-Koning Willem II.
Fontein met bassin van kenmerkende neo-gotische vormgeving met fraai uitgevoerde details, van belang wegens kunst- en cultuurhistorische waarde wegens de wijze van uitvoering van het stichtingsmotief.

Description
According to design of P.J.H. Cuypers in 1885 by C.J. Vincent & Co executed in neo-Gothic style wrought-iron FOUNTAIN with circular limestone basin, situated on the Binnenhof and presented by Victor de Stuers on behalf of 86 inhabitants to the members of the States-General, in memory of count Willem II - the Roman-Catholic King - and following the restoration of the Binnenhof begun in 1976 (restored on the occasion of the Monument Year M'75 and on that occasion relocated to another place).
The wrought-iron, gilded at the gothicising ornaments (trefoil, fish-bladder, flower motifs, gargoyles), superstructure consists of a fluted column, to which eight cross-arms are connected and of which the arch- and volute-shaped crownwork is concluded by a - gilded - statue of king Willem II, with cross and sword.
The arms are alternately provided with wire-shaped gargoyles, at the first articulation as complete animal figures, at the second articulation only as heads; furthermore four coat-of-arms shields crowned by helmets (alternately with the Dutch lion or the German eagle), which each interrupt a Latin margin inscription running around.
The profiled basin - with interior white and green mosaic tiles in horizontal bands - has at the top along the outside a margin inscription dedicated to the memory of Roman-Catholic King Willem II.
Fountain with basin of characteristic neo-Gothic design with finely executed details, of importance for art- and cultural-historical value because of the manner of execution of the founding motive.
