The National Monuments Service's description

On the corner of Henrietta St. and High St. The building forms the E portion of the Waterford City Archives. It is currently three-storeys high over a vaulted basement, however, the building was largely rebuilt and floor levels altered when it was being refurbished in the 1980s. There is a late 16th/early 17th fireplace (Wth 2.25m; Wth of opening 1.5m) in the W wall of the building between the current ground and first-floor level. The masonry above and on either side of the fireplace projects out of the wall. The fireplace, now blocked, has a four-centred arch and moulded surround. The surround is currently painted but is most likely limestone. A modern concrete floor cuts across the fireplace (H of opening above floor 0.7m).
