Une roue hydraulique et une pompe ont été installées dans les années 1820 dans la ravine Saint-Gilles en aval du Bassin Bleu, en contrebas du domaine Desbassayns de Saint-Gilles-les-Hauts. En effet en 1822, Charles Desbassayns y constitue un établissement sucrier moderne en y implantant une usine, qu'il équipe en 1827 d'un moulin à vapeur avec l'aide de l'ingénieur Wetzell. Cette nouvelle usine nécessite alors une importante consommation en haut. L'installation a sans doute été modernisée dans la seconde moitié du XIXe siècle par Frédéric de Villèle alors propriétaire de l'usine. La légende d'un plan de 1872 indique que la conduite forcée de la prise d'eau de Villèle a un débit de 12 l/s. Permettant d'approvisionner en eau potable le village de Villèle, après la fermeture de la sucrerie de Villèle en 1908, l'installation hydraulique fonctionne jusqu'en 1968.

Le système est composé, pour sa partie motrice, d'une roue à godets d'un diamètre de 6,70m, alimentée en eau. La roue est dans sa maçonnerie. Elle entraîne une pompe mécanique de marque « G. Pinette à Chalons S/S » à deux pistons en opposition. Cette entreprise de Chalons sur-Saône », construit des équipements industriels à partir des années 1880. La liaison entre la roue et la pompe est assurée par un système d'engrenage démultiplicateur.
