Le terrain est acheté en 1938 par la société d'assurances « La Nationale Vie » ; la construction de l'immeuble est confiée à l'architecte de la société, Xavier Rendu. A l'origine, les bureaux de la société occupent le rez-de-chaussée alors que les étages sont aménagés en appartements. De plan rectangulaire, l'édifice est organisé autour d'un patio central. Construit entièrement en béton, il est doté d'un joint de dilation en prévention des séismes. Sur trois côtés de l'immeuble, côté cour, la circulation entre les bureaux est facilitée par des galeries extérieures délimitées par des balustrades métalliques peintes en bleu. La porte d'entrée principale est en fer forgé. Les murs du couloir d'accès au patio sont revêtus de granito. Une vasque semi-circulaire dans le patio est conçue comme l'aboutissement d'une fontaine en cascade qui orne la seconde volée de l'escalier. Les angles de la façade principale aux lignes arrondies sont mis en valeur par les balcons. Les ouvertures en forme de hublots, le dessin des rambardes métalliques du toit-terrasse témoignent de l'influence du style « paquebot » qui connaît son heure de gloire en métropole. Cet immeuble est construit en 1938 pour Edouard Boullanger, par l'architecte métropolitain Xavier Rendu. Rendu est l'architecte en chef de la société d'assurance la Nationale. L'entreprise Kalfon est chargée de la construction. Le rez-de-chaussée est occupé par les bureaux de La Nationale, compagnie d'assurance dirigée par E. Boullanger. Il est directeur de la société 1931 à 1948. La société est ensuite reprise par ses enfants (Marcel puis Roger). Les étages sont aménagés en appartements. Actuellement, ce sont les assurances GAN qui occupent la plus grande partie de l'immeuble. L'immeuble n'a pas subi de transformation importante. Les appartements ont été transformés en bureaux. Les menuiseries ont été remplacées mais sont connues grâce aux photos anciennes, notamment pour les angles où elles comportaient des jalousies. Les garde-corps et les portes d'entrée d'une facture remarquable sont en fer forgé. L'élévation principale, donnant sur le boulevard, présente des angles aux formes arrondies, mis en valeur par des balcons. Sur la toiture terrasse un mur de couronnement participe à la composition de l'élévation antérieure, tel un fronton. Les élévations latérales sont animées par des jeux de volumes. Les balcons sont traités en courbes. Certaines baies sont en forme de hublots. Des traits de couleur soulignent l'architecture, à l'origine c'était le bleu, couleur de la Nationale, qui était utilisé. Les élévations intérieures du patio sont bordées de coursives sur trois côtés.
