History
In 1972, Oscar Niemeyer is chosen to create the departmental labour exchange. The project is twofold: an office building assigned to the exchange, and an auditorium of 800 seats. In 1975, Jean Maur Lyonnet is chosen to become the project architect for the Niemeyer agency. Nicknamed the Seagull or the Albatross, the upturned shell formed by the auditorium is made possible by concrete sails and seven beams forming grooves. The office building is on stilts. The two buildings communicate via the basements.
