En 1920, la commune de Gray lance une étude pour ériger un monument commémorant les 265 Graylois morts au combat. A la place de l'octroi des promenades situé au sud de la ville, dans la partie haute, elle prévoit d'y installer le monument dans le triangle formé par la route de Besançon et la rue du magasin à fourrage. Parmi les différents projets qui lui ont été proposés, elle retient celui du sculpteur Georges Iselin (1874-1952) dont le devis s'élève à 50 000 francs. Le 29 juillet 1922, un marché de gré à gré est passé avec le sculpteur. Le contrat prévoit un monument constitué « de 4 personnages, symbolisant la défense du foyer. Ce groupe qui aura une hauteur de 2,40 m sera placé sur un piédestal de 3,08 m de hauteur » sur lequel sera gravé les noms des soldats morts ainsi que l'inscription « LA VILLE DE GRAY À SES ENFANTS MORTS POUR LA FRANCE 1914-1918 ». Georges Iselin est né à Clairegoutte (Haute-Saône) en 1874 dans une famille de sculpteurs. Élève de Mercié et Lemaire à l'École des beaux-arts de Paris, il est sociétaire des Artistes français à partir de 1900 et mention honorable au Salon en 1899, médaille de troisième classe en 1909. Il exerce dans son atelier à Paris, 25, rue Humboldt, et meurt à Épinay-sur-Seine en 1952. Il est également l'auteur des monuments aux morts de Luxeuil, Marnay et Ronchamp (70).

Les quatre personnages qui forment le monument, deux soldats en uniforme, marchant, se rendant au combat, retenus à l'arrière par une femme tenant son enfant, présentent une ronde invitant le spectateur à en faire le tour.
