Le 8 mai 1826, décision fut prise de construire une école d'hydrographie avec une tour d'observation astronomique. Le projet est, alors, établi par l'architecte Etienne Blon sur un terrain lui appartenant. L'école et la tour sont bâties en 1826 et inaugurées le 14 août 1827.
