Un premier projet de défense est établi par Isaac Robelin en 1717 qui n'aura pas de suite. Les travaux de construction d'une batterie en fer à cheval intégrant le casernement voûté à l'épreuve au sein du rempart, les canons se déployant sur une vaste plate-forme sommitale, commencent en 1755 sur des plans de Sauvagère. Les travaux sont définitivement arrêtés à la fin de l'Empire et l'ouvrage reste inachevé. Fort Cigogne est une combinaison de deux batteries curvilignes imbriquées par des contre-courbes casematées, offrant ainsi quatre faces convexes vers l'extérieur. La seule modification apportée à l'ouvrage est l'ajout de la tour servant d'amer pour les essais de vitesse des navires, érigée au-dessus du saillant sud-est.

History
A first defence project was established by Isaac Robelin in 1717 which came to nothing. Construction work on a horseshoe battery integrating vaulted casemented barracks proof-tested within the rampart, with cannons deployed over a vast summit platform, began in 1755 on plans by Sauvagère. Work was definitively halted at the end of the Empire and the structure remained unfinished. Fort Cigogne is a combination of two curvilinear batteries interlocked by casemented counter-curves, thus offering four convex faces towards the exterior. The only modification made to the structure was the addition of the tower serving as a seamark for ship speed trials, erected above the south-east salient.
