Romans en pleine expansion démographique à la fin du XIXe Siècle. De nouveaux quartiers se développent autour de la gare. Construite dans la ville moderne, en dehors des anciens remparts, l'église Notre-Dame-de-Lourdes a été édifiée sous la direction de l'architecte valentinois François Bérenger (1901-1978), élève de Tony Garnier, reprenant des plans de Dom Bellot (1876-1944), le moine bénédiction et architecte du renouveau de l'architecture religieuse du XXe siècle, dont il fut l'assistant. Sur un terrain acquis en 1883, l'église est construite en béton armé à partir de 1937. Elle est achevée et consacrée le 19 mai 1940 grâce à la collecte menée auprès des familles romanaises pour en terminer la construction et permettre le financement des cloches et des vitraux.

L'édifice a été construit par l'entreprise Molinari et consacré quelques jours avant l'offensive allemande du 10 mai 1940 qui perce le front français. Les Romanais confient alors la protection de leur ville à la Vierge Marie qui fait ici l'objet d'une ferveur particulière. L'histoire de Notre-Dame de Lourdes de Romans-sur-Isère met en évidence les liens entre la religion catholique et le régime de Pétain à Vichy à ses débuts. Toute la sculpture est de Georges Serraz. Les vitraux sont de Louis- Ferdinand Balmet (1876-1957) sur des cartons d'Elisabeth Meyer (...-...) et Georges Thomas (1901-1974), dont une francisque qui reste visible, bien que recouverte. Le chemin de croix a été imaginé et peint à fresque par Jac Martin-Ferrières (1893-1972). L'incendie de 1982 a lourdement impacté les peintures d'origine, sur lesquelles des reprises ont été effectuées.
