Construit par ordre du cardinal Fesch à partir de 1827, le palais fut achevé vers 1837. Caseneuve, architecte du gouvernement, fut chargé de l'aménagement de la salle de lecture. Frasseto fut l'exécuteur des projets du cardinal. Le palais se compose de trois corps de bâtiments disposés autour d'une cour centrale.££La bibliothèque se situe dans l'aile nord de cet ensemble de trois corps de bâtiments et fut inaugurée le 14 mai 1850. Les fonds proviennent des confiscations révolutionnaires, envois de l'Etat, legs de personnages célèbres et d'érudits locaux. Elle est fondée par Lucien Bonaparte en 1801, qui la dote de 12310 ouvrages. La bibliothèque est constituée de trois salles, mais seule la première est accessible au public. La lumière y pénètre par 16 baies. Ce grand volume est caractéristique des bibliothèques construites sous le Second Empire. Les boiseries, rayonnages et tables de lecture sont en noyer.
