En 1762, décision d'installer un régiment de dragons et de cavalerie à Moulins. Le projet des Desvaux est réalisé par l'entrepreneur Joseph Evezard. La première pierre est posée en 1770. En 1776, le projet est ajourné en vue d'un agrandissement (écuries plus grandes, ajout d'un magasin à fourrage et d'un logement pour officiers). En 1777, le grand corps de logis est presque terminé ; il le sera en 1782 après changement de l'architecte (Plouvier). En 1810, les casernes sont remises, par décret impérial, à la ville de Moulins qui les transforme en dépôt de mendicité. En 1844, le ministère de la guerre récupère ses locaux et fait construire les écuries. Le bâtiment principal a été surélevé d'un étage après la seconde guerre mondiale. A partir de 1996, le bâtiment a été transformé pour abriter le centre national du costume de scène (architecte Jean-Michel Wilmotte).
