The Finnish Heritage Agency's description

Kokemäenjoen suuhaarojen väliset luodot muodostavat monipuolisen virkistys- ja vapaa-ajan alueen teollisuusmaiseman ja Kivi-Porin välittömässä tuntumassa. Kirjurinluoto on varhainen kaupunki- ja kansanpuisto Kuopion Väinölänniemen, Oulun Hupisaarten ja Helsingin kansanpuistojen tapaan. Puisto liittyy kiinteästi teollistuvien kaupunkien kasvuun, jonka tuottamia ongelmia pyrittiin lievittämään puistoilla ja erilaisilla vuokrapalstoilla ja -tonteilla.

Porin keskustan tuntumassa oleva Kokemäenjoen suistoalue muodostuu useista luodoista ja niitä erottavista juopa -päätteisistä jokihaaroista. Rakennuskanta on keskittynyt Kirjurinluodolle, Hevosluodon kaakkoiskärkeen ja Huvilajuopan varrelle, muu alueen ollessa puistoa tai avointa niittyä.

Lähinnä Porin Puuvillan teollisuuslaitoksia oleva Kirjurinluoto on muotoutunut kaupunkipuistoksi 1800-luvun lopulla. Kesäravintola on valmistunut 1910 rakennusmestari Arthur Fagerholmin piirustuksin. Nykyisin aluetta leimaavat erilaiset vuosituhannen vaihteeseen liittyvät toiminnallisen puiston rakenteet, mm. kaupunginpuutarha, kesäkahvilat, kesäteatteri, leikkikenttät, pienoisgolf-rata, uimaranta ja esiintymislavat.

Hanhiluodon ja Kvistinluodon erottavan Huvilajuopa-nimisen kapean suuhaaran molemmille rannoille on rakentunut pitkäksi nauhaksi huvila- ja vapaa-ajanasuntoyhdyskunta, jonka rakennuskanta on pääosin 1900-luvun alkupuolelta. Osin rakennuskanta on uudistunut.

Nykyisin Kirjurinluoto on tunnettu vuosittaisista Jazzjuhlista, joista ensimmäinen järjestettiin 1966.

Huvilajuopan huvilayhdyskunta syntyi 1900-luvun alkupuolella kun kaupunki vuokrasi vanhoilta niittypalstoilta maa-aloja "suviasunnon" rakentamista varten. Vuokraajien enemmistö oli teollisuustyöväestöä. Kesäasutusta jatkoi 1946 perustettu siirtolapuutarha.

Porin kansallinen kaupunkipuisto perustettiin ympäristöministeriön päätöksellä 2002.

The islets between the mouth branches of the Kokemäenjoki river form a varied recreation and leisure area in the immediate vicinity of the industrial landscape and Kivi-Pori.

The Kokemäenjoki river delta near central Pori consists of several islets and the river branches separating them, whose names end in juopa. The built stock is concentrated on Kirjurinluoto, at the south-eastern tip of Hevosluoto and along Huvilajuopa. The rest of the area is park or open meadow.

Kirjurinluoto, closest to the industrial plants of Porin Puuvilla, took shape as an urban park at the end of the 19th century. The summer restaurant was completed in 1910 to designs by master builder Arthur Fagerholm. Today the area is characterised by various functional park features linked to the turn of the millennium, including the city garden, summer cafés, a summer theatre, playgrounds, a miniature golf course, a beach and performance stages.

On both banks of the narrow river mouth branch called Huvilajuopa, which separates Hanhiluoto and Kvistinluoto, a villa and leisure-home community has developed in a long strip. Its building stock dates mainly from the early 20th century. In part the building stock has been renewed.

At the south-eastern tip of the westernmost islet, Hevosluoto, an allotment garden area was laid out in 1946. It comprises almost a hundred allotment garden cottages with their gardens.

The islets are part of the Porin kansallinen kaupunkipuisto.

The islets of the Kokemäenjoki delta were formed gradually through the combined effect of land uplift and the Kokemäenjoki river. Even in the early modern period, the islets were the seabed of the Porin lahti.

At the end of the 19th century Kirjurinluoto was a storage area for timber to be exported abroad. A park plan was drawn up in 1891, and the construction work was completed in 1897. In 1910 Porin Anniskeluyhtiö had an Art Nouveau summer restaurant built on the island. Kirjurinluoto also had a bathing establishment, which was demolished in the mid-20th century after the water quality deteriorated. Today Kirjurinluoto is known for its annual Jazz Festivals, the first of which was held in 1966.

The villa community of Huvilajuopa arose in the early 20th century, when the town leased land from old meadow plots for building "suviasunto" summer dwellings. The majority of the tenants were industrial workers. Summer settlement was continued by the allotment garden founded in 1946.

The Porin kansallinen kaupunkipuisto was established by decision of the Ministry of the Environment in 2002.
