NIEUWE HOLLANDSE WATERLINIE
Inleiding
DRIE BETONNEN OBSERVATIEPOSTEN MET TOEGANGSSLUIS op Fort Ruigenhoek, als in de periode 1914-1918 aan een met aardwerken versterkt, laat-negentiende-eeuws fort toegevoegde onderdelen. Een van de belangrijke functies bij militaire operaties of werken was die van het waarnemen van eventuele (vijandelijke) bewegingen of acties. Hiertoe werden van oudsher uitkijkposten ingericht, waarbij een hoge positie, al dan niet verdekt of gedekt, favoriet was. Natuurlijke hoogten, allerlei torens, luchtballonnen en vliegtuigen zijn veelvuldig als zodanig gebruikt. Gedekte waarnemingsposten zijn in verschillende vormen toegepast, waarbij aarde en hout en uiteindelijk ijzer, steen en (gewapend) beton het meest betrouwbaar waren. Dit laatste materiaal is onder meer toegepast op Fort Ruigenhoek en op het Fort bij Asperen, waar tijdens de Eerste Wereldoorlog met dit toen nog nieuwe materiaal is geëxperimenteerd. Gewapend beton is later op grote schaal toegepast en vaak ook als geïntegreerd onderdeel in de werken opgenomen. Twee betonnen observatieposten op Fort Ruigenhoek bevinden zich respectievelijk nabij de saillant van het noordwestelijke bastion en de saillant van het noordoostelijke bastion beide dus aan de Biltse zijde van het fort. Het derde exemplaar bevindt zich in de (noord)oostelijke flank van het fort, bij de overgang van de courtine naar het noordoostelijk bastion; dit is de Groenekanse zijde. Het dak van twee toegangssluizen tot de observatieposten is beschadigd. De waarnemingsposten werden beschouwd als granaatvrije ruimten. Dit type observatieposten is relatief zeldzaam.
Omschrijving
DRIE BETONNEN OBSERVATIEPOSTEN MET TOEGANGSSLUIS op Fort Ruigenhoek, daterend uit de periode 1914-1918. Eén ervan is gelegen op het noordwestelijke bastion, een tweede op het noordoostelijke bastion en het derde exemplaar in de (noord)oostelijke flank. De koepels hebben een monolietconstructie van gewapend beton met een middellijn van ongeveer 1 m en een dakplaat van ca. 0.25 m dikte. Door dit dak kon een periscoop gestoken worden. Enkele meters lange, los toegevoegde toegangssluizen van relatief dunwandig, gewapend beton, leiden naar het inwendige van de koepels, waarin nog resten van functionele onderdelen aanwezig (kunnen) zijn. De rechthoekig uitgevoerde sluis is bij de noordwestelijke observatiepost nog intact.
Waardering
De DRIE BETONNEN OBSERVATIEPOSTEN MET TOEGANGSSLUIS op Fort Ruigenhoek zijn van algemeen belang vanwege:
* Cultuurhistorische waarden, als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.
* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (negentiende en twintigste eeuw), b. de wedloop met de zich versterkende offensieve middelen (negentiende en twintigste eeuw), c. het systeem van 'levende' veldversterking (twintigste eeuw).
Het betreft hier zeldzame voorbeelden van identieke gewapend betonnen observatieposten uit het tweede decennium van de twintigste eeuw, die tevens als betonexperimenten hebben gediend.
* Ensemblewaarde en situationele waarden als onderdelen van de Nieuwe Hollandse Waterlinie. Tevens vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex.
* De onderdelen zijn zeer zeldzaam omdat ze schaarse overgebleven voorbeelden zijn van militaire betonexperimenten voor seriematige fabricage van dit type weermiddelen.
* De onderdelen zijn tamelijk gaaf bewaard, terwijl ze zich door situering en functie goed laten herkennen.

Introduction
THREE CONCRETE OBSERVATION POSTS WITH ACCESS LOCK at Fort Ruigenhoek, as components added in the period 1914-1918 to a late-nineteenth-century fort reinforced with earthworks. One of the important functions in military operations or works was that of observing any (enemy) movements or actions. To this end, look-out posts have long been established, whereby a high position, whether or not concealed or covered, was preferred. Natural heights, various towers, balloons and aircraft have been frequently used as such. Covered observation posts have been applied in various forms, with earth and wood and ultimately iron, stone and (reinforced) concrete proving most reliable. The latter material has been applied, among other places, at Fort Ruigenhoek and at the Fort at Asperen, where during the First World War this then new material was experimented with. Reinforced concrete was later applied on a large scale and often also incorporated as an integrated component in the works. Two concrete observation posts at Fort Ruigenhoek are situated respectively near the salient of the north-western bastion and the salient of the north-eastern bastion, both thus on the Bilthoven side of the fort. The third specimen is located in the (north-)eastern flank of the fort, at the transition from the curtain to the north-eastern bastion; this is the Groenekanse side. Description
THREE CONCRETE OBSERVATION POSTS WITH ACCESS LOCK at Fort Ruigenhoek, dating from the period 1914-1918. One is located on the north-western bastion, a second on the north-eastern bastion and the third specimen in the (north-)eastern flank. The cupolas have a monolithic construction of reinforced concrete with a diameter of approximately 1 m and a roof slab of approximately 0.25 m thickness. A periscope could be inserted through this roof. Access locks several metres long, loosely attached, of relatively thin-walled reinforced concrete, lead to the interior of the cupolas, which may still contain remnants of functional components. The rectangular access lock at the north-western observation post is still intact.

The THREE CONCRETE OBSERVATION POSTS WITH ACCESS LOCK at Fort Ruigenhoek are of general interest because of:
* Cultural-historical values, as part of the New Holland Waterline as designed by C.R.T. Kraijenhoff and initially from 1815 realised by him, Jan Blanken and major-engineer Willem Offerhaus, and subsequently strengthened and improved by others over approximately 125 years.
* Architectural-historical values, in particular as an expression of military-strategic building practice, which is based on: a. the system of inundation and access defence (nineteenth and twentieth centuries), b. the arms race with increasingly strengthening offensive means (nineteenth and twentieth centuries), c. the system of 'living' field fortification (twentieth century).
These are rare examples of identical reinforced concrete observation posts from the second decade of the twentieth century, which also served as concrete experiments.
* Ensemble value and situational values as components of the New Holland Waterline. Also because of the functional and physical coherence with the other components of the complex.
