NIEUWE HOLLANDSE WATERLINIE

Inleiding

GROEPSSCHUILPLAATSEN TYPE P als in het Interbellum toegevoegde onderdelen van lineaire en accesverdediging met loopgravenstelsels, kazematten en dergelijke. De meeste exemplaren van deze groepsschuilplaatsen liggen op enige afstand van de oostoever van de Vecht in bebouwd of bebouwd terrein; enkele andere liggen nog wat meer oostelijk, in de nabijheid van het fort. (Betonnen) groepsschuilplaatsen vormden een antwoord op de komst van zware projectielen en brisante granaten. Deze laatste ontploften wanneer ze doel troffen en zorgden voor een regen van metaalscherven, die vele slachtoffers kon maken. Naar gelang de zwaarte van het geschut en de bescherming daartegen bestaat een classificatie in weerstands- of dekkingsklassen, bestaande uit twee getallen, bv. W 12-15. Het eerste geeft aan dat de dekking voldoende is voor inslagen van projectielen tot dat kaliber (in cm); het tweede dat ook bescherming bestaat tegen één of ten hoogste enkele inslagen tot dit hogere kaliber. De vroegste typen groepschuilplaatsen boden slechts bescherming tegen granaatscherven en werden 'scherfvrij' genoemd. Groepsschuilplaatsen type P zijn volgens min of meer uniform of standaardontwerp (vooral) in de jaren 1939-1940 op meerdere plaatsen in Nederland gebouwd. Het totaal aantal gebouwde exemplaren bedraagt circa 700, waarvan in de Nieuwe Hollandse Waterlinie ongeveer 570; het merendeel (ca. 400) hiervan bestaat nog. Het bouwprogramma van de groepsschuilplaatsen Type P was bij het uitbreken van de Tweede Wereldoorlog niet afgerond en van een aantal exemplaren is bekend dat ze nooit zijn voltooid. Type P (vanwege de markante vorm ook wel 'de piramide' genoemd) is vermoedelijk het meest bekende type betonnen verdedigingswerk in Nederland. Het type kwam voort uit de zogenoemde VIS 77 (Voorschrift Inrichten Stellingen no. 77), uit 1928, en had onder meer als bestemming deel uit te maken van de verdediging van een aantal bestaande en nieuwe accessen, waaronder vooral (autosnel)wegen en (geëlektrificeerde of te elektrificeren) spoorwegen. De groepsschuilplaats Type P kwam gewoonlijk tot stand in de directe nabijheid van reeds bestaande of in dezelfde tijd gerealiseerde kazematten, geschutsopstellingen, versterkingen of loopgraven. Doordat de loopgraven en andere (aard)werken later vrijwel overal zijn geëffend of gesloopt, liggen de betonnen schuilplaatsen tegenwoordig nogal eens voor een deel beneden het maaiveld. De van oudsher geheel gesloten voorzijde of frontzijde van de groepsschuilplaatsen Type P was in veel gevallen gedekt door aardwerken die deel konden uitmaken van een glacis ter bescherming van de loopgraaf of een gedekte weg. Deze aardwerken zijn thans meestal niet meer aanwezig of nog slechts met moeite herkenbaar, maar met name op forten of in anderszins geaccidenteerd terrein zijn ze soms nog wel aanwezig. Er bestaan diverse varianten van het Type P, zowel qua maatvoering en dekkingsklasse als in uitvoering en detaillering. Zo zijn er exemplaren gebouwd in de dekkingsklassen W 15-21 en W 21-28 bij maten die uiteenlopen van circa 5.50 x 7.20 x 4.70 m tot 6.50 x 8.20 x 4.90 m (b x d x h). Er zijn talrijke exemplaren van het Type P gebouwd in inundeerbare gebieden, waarbij in een aantal gevallen een zichtbaar geworden paalfundering is toegepast, terwijl vaak een keermuur en incidenteel een trog met trap ter kering van inundatiewater is ingebracht in de dan hoog gelegen, vierkante toegang en bij nog weer andere is een rondom uitstekende betonnen funderingsplaat aanwezig.

Omschrijving

GROEPSSCHUILPLAATSEN TYPE P zijn éénlaagse, gewoonlijk in gewapend, circa 100 tot 180 cm dik gietbeton uitgevoerde, granaatvrije, militaire onderkomens, die beschutting konden bieden aan 10-12 manschappen infanterie / artillerie. De groepsschuilplaatsen Type P zijn gebouwd op een rechthoekig grondplan. De zichtbare hoogte boven het maaiveld varieert. De beide blinde zijgevels en de keelzijde zijn tot op ongeveer 3 m hoogte verticaal uitgevoerd. Daarboven gaan deze gevels met een knik van ongeveer 45 0 naar binnen, om vervolgens over te gaan in een vlakke dekking. Rechts in de keelzijde is op plaatselijk verschillende hoogte boven maaiveld een (later al dan niet dichtgezette) toegangsopening. De in zijn geheel verticale, gesloten frontzijde weerspiegelt de hoeken van 45 0 en eindigt dus als een 'afgeknotte puntgevel'. In een aantal gevallen zijn in de gevel(s) ijzeren haken of beugels meegegoten die konden dienen ter bevestiging van camouflagemateriaal. Een kenmerkend onderdeel bovenop de schuilplaats type P is de conische, betonnen 'uitlaat', die bestemd was voor toepassing van een periscoop. Deze periscopen zijn in de praktijk echter zelden of nooit aangebracht. Het interieur van de groepsschuilplaatsen Type P bestaat uit een korte gang (meestal met een betonnen keermuur of balustrade en gewoonlijk enkele neergaande treden) en een van daaruit naar links gerichte 'sluis' die afgrendelbaar was door een (uit meerdere delen bestaande) zware, stalen deur met grendels. Via een tweede, vergelijkbare deur kon rechtsom een achterliggende, vrijwel vierkante ruimte worden bereikt, de echte schuilplaats. De toegang kon vanuit deze ruimte worden gedekt door een schietgat. De stalen deuren zijn buiten de ook na de Tweede Wereldoorlog nog door Defensie gebruikte terreinen vaak niet meer aanwezig of ze zijn onzichtbaar als gevolg van het met baksteen of beton dichtzetten van de groepsschuilplaatsen. De op circa twee meter boven vloerniveau gelegen plafonds zijn vlak en rechthoekig. In een aantal gevallen zijn nog interieuronderdelen aanwezig, zoals (resten van) houten banken of een steun voor de mitrailleur voor de bewaking van de ingang. De groepsschuilplaatsen in het gebied ten oosten van de Vecht liggen, hoewel in bebost of bebouwd gebied in een redelijk herkenbaar lineair verband. Speciaal voor de dichter bij Fort Spion gelegen exemplaren geldt dat samenhang met andere onderdelen en schootsveld en inundatiezone goed herkenbaar is.

Waardering

De GROEPSSCHUILPLAATSEN TYPE P in de omgeving van Fort Spion zijn van algemeen belang vanwege:

* Cultuurhistorische waarden als onderdeel van de Nieuwe Hollandse Waterlinie zoals deze is ontworpen door C.R.T. Kraijenhoff en in eerste aanleg vanaf 1815 door hem, Jan Blanken en majoor-ingenieur Willem Offerhaus is gerealiseerd en daarna door anderen gedurende ongeveer 125 jaar is versterkt en verbeterd.

* Architectuurhistorische waarden, in het bijzonder als uiting van de militair-strategische bouwkunde, die gebaseerd is op: a. het systeem van inundatie en accesverdediging (19de en 20ste eeuw), b. de wedloop met de zich versterkende offensieve middelen (20ste eeuw) c. het systeem van 'levende' veldversterking in de diepte (20ste eeuw)

Het betreft hier onderdelen uit de periode 1939-1940. Deze onderdelen zijn voorbeelden van gewapend betonnen manschappenschuilplaatsen Type Piramide.

* Ensemblewaarde en situationele waarden als onderdelen van de Nieuwe Hollandse Waterlinie en vanwege de functionele en fysieke samenhang met de overige onderdelen van het complex, alsmede vanwege de, vooral voor wat de meest oostelijk gelegen exemplaren betreft, goed herkenbare relatie met inundatiezone en schootsvelden.

* De onderdelen zijn representatief (karakteristiek) omdat ze duidelijk herkenbaar als onderdeel van een gedeconcentreerde verdedigingslijn zijn toegevoegd aan het bestaande fortificatiestelsel.

* De onderdelen zijn tamelijk gaaf bewaard en laten zich als gebouwde onderdelen nog goed in het veld herkennen.

NEW HOLLANDIC WATERLINE

Introduction

GROUP SHELTERS TYPE P as components of linear and access defence added in the Interwar period, with trench systems, casemates and the like. Most examples of these group shelters are located at some distance from the eastern bank of the Vecht in built-up or built-on terrain; a few others lie somewhat further east, in the vicinity of the fort. (Concrete) group shelters formed a response to the arrival of heavy projectiles and high-explosive grenades. The latter exploded when they hit their target and caused a rain of metal fragments, which could cause many casualties. Depending on the weight of the gun and the protection against it, there is a classification into resistance or protection classes, consisting of two numbers, e.g. W 12-15. The first indicates that the protection is sufficient for impacts of projectiles up to that calibre (in cm); the second that there is also protection against one or at most a few impacts up to this higher calibre. The earliest types of group shelters offered only protection against grenade fragments and were called 'fragment-proof'. These earthworks are now mostly no longer present or only with difficulty recognizable, but in particular at forts or in otherwise broken terrain they are sometimes still present. There are various variants of Type P, both in terms of dimensions and protection class as well as in execution and detailing. For example, there are examples built in the protection classes W 15-21 and W 21-28 with dimensions ranging from approximately 5.50 x 7.20 x 4.70 m to 6.50 x 8.20 x 4.90 m (w x d x h). Numerous examples of Type P were built in inundatable areas, in some cases a visible pile foundation was applied, while often a retaining wall and occasionally a trough with stairs to hold back inundation water was incorporated in the then raised, square access and in still others a concrete foundation slab projecting all around is present.

Description

GROUP SHELTERS TYPE P are single-storey, usually in reinforced, approximately 100 to 180 cm thick cast concrete executed, grenade-proof, military accommodations, which could provide shelter for 10-12 men of infantry / artillery. The group shelters Type P are built on a rectangular ground plan. The visible height above ground level varies. Both blind side walls and the throat side are executed vertically to approximately 3 m height. Above this these walls bend inward at approximately 45° angle, then transition into a flat roof. On the right side of the throat side is at locally varying height above ground level an (later either filled in or not) entrance opening. The entirely vertical, closed front side reflects the angles of 45° and thus ends as a 'truncated pointed gable'. In a number of cases, iron hooks or brackets were cast into the gable(s) which could serve to secure camouflage material. A characteristic component on top of the shelter type P is the conical, concrete 'outlet', which was intended for the use of a periscope. These periscopes, however, were rarely or never installed in practice. The interior of the group shelters Type P consists of a short corridor (usually with a concrete retaining wall or balustrade and usually a few descending steps) and from there a 'sluice' directed to the left which could be locked by a (consisting of several parts) heavy, steel door with bolts. Via a second, similar door one could turn right into a rear, almost square space, the actual shelter. The entrance could be covered from this space by a firing slit. The steel doors are often no longer present outside the terrains still used by Defence even after the Second World War, or they are invisible as a result of the group shelters being filled in with brick or concrete. The ceilings located at approximately two metres above floor level are flat and rectangular. In a number of cases interior components are still present, such as (remains of) wooden benches or a support for the machine gun for guarding the entrance. The group shelters in the area east of the Vecht, although in forested or built-up area, are in reasonable linear relationship. Particularly for the examples located closer to Fort Spion, the relationship with other components and field of fire and inundation zone are clearly recognizable.

Valuation

The GROUP SHELTERS TYPE P in the vicinity of Fort Spion are of general importance because of:

* Cultural-historical values as part of the New Hollandic Waterline as designed by C.R.T. Kraijenhoff and initially from 1815 by him, Jan Blanken and major-engineer Willem Offerhaus was realized and subsequently by others for approximately 125 years was strengthened and improved.
